HomeMy WebLinkAbout1970.02.25 CITY COUNCIL MINUTESRE: PURCHASE OF MACHINERY FOR CITY USE ~~ Albert Pieper brought up .the matter of the purchase of machinery for city use, and suggested that reports should be made to the committee chairmen as to the work accomplished each day by the various departments, The matter of the purchase of a new mower and small tractor was discussed. The Mayor suggested the Council should be considering the purchase of a garbage packer, Albert Pieper also suggested th~.t the City needed a new street flusher: The matter of a new pick-up was discussed. Moved by Barton Jensen ,: seconded by Wendell Ritchie and unanimously carried that bids be asked for anew street department pickup. The matter of a-Sanitary Land Fill was discussed. RE: HARTWELL CONSTRICTION Richard Davis st:~ted he had received a call from Hartwell's business manager regarding payments on the latest estimates to the City. The matter was discussed a d the Mayor suggested that the bill be paid. He also sugg- ested that Hai~t-l 's h ~`' e a headquarters in Rexburg as provided in the contract, as it was mpds~ible to contact anyone if the need arose. RE': ~ TRAVEL AND EXPENSE~PPLICATION Barton Jensen presented a travel and expense application form. The matter was discussed and will be considered again.- RE: BILLS Barton Jensen presented bills in the amount of $75,139.11 and moved that they be allowed and paid. Seconded by Richard Davis and unanimously carried. RE: AGREEMENT BETWEEN THE CITY AND R. WILLIS WALKER Barton Jensen moved that the Mayor be authorized to sign the agreement between the City and R, Willis Walker regarding the change of the city canal through Mr. Walker's farm, and that the city's share of the cost in the amount of $900 be paid. Seconded by Albert Pieper and unanimously carried. Mayor Henry Shirley was present and presided. The following council members were present; Albert Piepex, Richard Davis, Ruth Smith, Wendell Ritchie, Barton Jensen, and Glenn Peterson, also Mary Smith City Attorney, City Clerk and treasurer, Beulah Johnson, D. LeRoy Armstrong water super- intendent and Clayter Forsgren City Engineer. ~E: MINUTES Minutes of January 21, 1970 were read. Moved by Ruth Smith, seconded by Richard Davis that the minutes be corrected and passed. The motion carried. Minutes of the February 4, 19,70 meeting were read. Moved by Barton Jensen, seconded by Albert Pieper that correction be made and minutes be passed. The motion carried. The Mayor reported that he had received a letter from the Army Engineers perta~ming to the Teton River Flood Control Project which the city had sponsored, stating that some trees should be removed. After discussion the Mayor asked Albert Pieper to check into the matter. '~ ~. ~ ~ RE: INCINERATOR BACK OF J.C. PENNEYS ~ Albert Piepex reported that the incinerator back of J. C. Penneys needs extensive repair, that the jab needs to be hired out, and weather permitt- ing work .will be done in March. Also he had looked into the clutter and debris coming from the B.J.Bar at south center and surrounding area. Aft®~ some discussinn it was decided that Mary would investigate our City Ord- . finance on this and action would be taken to have this cleaned up and kept orderly. Mr. Pieper also stated he had complaints, about insufficeint lighting in the Metler Manor area for the girls to walk at night. After some discussion as to the survey and lighting that had been done., it was agreed the girls in these areas should follow the ..streets where there is sufficient lighting. Mr. Pieper ask whose responsibility the streets wexe, in the area where the city improvements are taking place, as he had `had calls and complain on the settling of the streets leaving hazards for`the cars. Clayter For- sgren stated that it was up to the cnntractor who Baas doing the work. RE; FLOYD BAGLEY - WATER FOR HOUSES ON 4th EAST Floyd Bagley met with the council, asking about water for the new houses he had built on 4th East, and the possibility of not extending the street; ' to 4th South as was in LID # 18. The City assured him there wasn't much ' that could be done at the present time to improve ttce water conditions at that high elevation as there was other areas in the city that needed what improvements that could be made and that the cost of a new well and res- ervoir was prohibitive at the present. The council's decision was that Floyd Bagley would complete the sewer and street to the intersection of 4th South and 4th East as planned and avoid having an unfinished street or another dead end. RE: METER CLEANER MACHINE Richard Davis reported that Mr. Armstrong had ordered a meter cleaner machine and now they would need an air compressor in order to run the machine. After same discussion it was decided that they would see if the first order could be .stopped at this time. Council members present ~~~, were Albert Pieper, Barton Jensen, Ruth Smith, Wendell Ritchie, Glenn Peterson, and Richard L. Davis. Also Beulah Johnson.,. City Clerk and a reporter for the newspaper, RE: BOB PURRINGTON - REXBURG FOOD CENTER - STORM SEWER Bob Purrington of Rexburg Food Center met with the council, he explained his cooling system for his store at the present time, and ask for consider- . ation on using the storm sewer to dispose of the water, which would be used for the new cooling system he was consudering far the addition to his present store. It was explained that the cost of using the sanitary sewer would be one-.half of the water bill, by using the storm sewer he would el- iminate this charge, He would like to have a decision from the council soon, as to the possibility of doing this, as he was working with his con- tractor and needed to know. The council said they would inform him as to their decision. Ruth Smith moved that Bob Purrington be allowed to use the storm sewer for a fee of $10.40 per month for his new cooling unit. Seconded by Wendell Ritchie.
