MINUTES OF THE REGULAR CITY COUNCIL

The, City Council convened at Rexburg City Hall, January 21, 1970 at 7:30 P
Present and presiding was Mayor Henry Shirley . Councilmen present were,
Barton Jensen, Albert Pieper, Richard Davis, Glenn Peterson, Wendell Ritch
and Councilwoman -Ruth Smith; City Attorney Mary. Smith, City Clerk and
Treasurer Beulah Johnsen, Don Ellis of KRXK Radio and Mr. Allred of the Rex-
burg Journal were also present.

~E: ROY MC$RIDE AS COLLEGE POLICE OFFICER
City Attorney Mary Smith swore in Roy McBride as a Police Officer for Ricks
College Security Police.
GARY BALL TO ALRPORT BOARD
Mayor Shirley appointed•Gary Ball for the Airport Board to succeed Bill
Jackomsen.
NARCOTIC SCHOOL IN DENVER
Mayor Shorley explained about the narcotic school being held in Denver, he
stated that Kent Jolley, County Attorney was going, also County and College
were sending a representative, he asked about sending someone from the City.
Barton Jansen moved that Assistant Police Chief, Blair Siepert be allowed to
go and the City to pay the $150.00 school fee plus travel expense. Glenn
Peterson seconded,

The resignation of Police Officer, David Hannah was read and accepted.
itE: POLICE MEETING IN IDAHO FALLS

Wendell Ritchie reported on a Police meeting held in Idaho Fa11s. The
j meeting was on City and County jail plans for the future. He stated that no
money was available at this time, only plans. He said the possibility of
using the Idaho Falls jail far inmates who were serving time was discussed
and seemed to have merit.

Albert Pieper was to follow thru on the incinerator back of J. C. Penneys.
It is badly in need of repair.
RE: DICK DAVIS REPORTS
llick Davis reported, Easements for the sewer project were nearly all signed
He said he would investigate the purchasing of a copier machine for the City.
EtE: NEW ZONING MAP
Clayter Forsgren brought in a new zoning map to be framed and hung in the
new City Offices. The Council ask if he would make smaller copies, which
would be available at the City Hall. He Agreed to supply some.
tE: SURVEY THE GARBAGE CHARGE
Wendell Ritchie was asked to survey the garbage charge throughout the City.

Albert Pieper mentioned his concern of the storm sewer on 5th West, Clayter
Forsgren, City Engineer, explained the drainage, he said a twelve inch line
is adequate and proper px~~cautions to prevent plugging has been made.
RE DON ELLIS - LAND FOR MICROWAVE DISHES FOR CABLE T.V. FRANCHISE
Don Ellis discussed his need for land for microwave dishes for his cable
television franchise, and also urged the council to give immediate atten-
ton to the ordinance permitting him to have the T. V. Franchise.
BILLS: Bills in the amou~lt of $10,752.02 were read by Barton Jensen, it was
seconded by Dick Davis th;~t they be paid. The motion caxried.

MINUTES 1)F THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
A regular meeting of the City Council of the City. of Rexburg, Madison. County,
Idaho, was held on Wednesday, the 4th day of February, 1970, at the hour of
7:30 o'clock P.M, at the I~ity Hall, being the regular meeting place of said
Council, at which meeting there were present and answering roll call, the
following, who constituted a quorum:

RF~~ LETTER FROM JUDGE MARTIN
The Mayor read a letter from Judge Martin, Senior Judge of this area, who
suggested that we budget eight to ten thousand for the magistrate position
in this area.
R DON ELLIS - CABLE T.V. FRANCHISE
"Mayor Shirley stated that Dan Ellis of KRXK Radio Wanted the council to take
definite steps on the cable T.V. Franchise. It was moved by Barton Jensen
and seconded by Albert Pieper that the City pass an Ordinance awarding the
T.V. Cable Franchise to Dc-n Ellis. The motion carried
Don Ellis also wished to ].ease property north. of the present reservoir;
after discussion on this, it was decided to have Dick Davis investigate the
possibility of acquiring ].and for a new reservoir at a higher altitude and
trade the present land on it, and to have Don Ellis see if he could. lease
ground for his microwave building from Ricks College who have land south
of this sight.
RE: GLEN HUNTER- REGARDING Z01`IING OF LAND
Glen Hunter met with the Council regarding some land left him by David
Hunter his father, asking about zoning and building. He was referred to
the building inspector.
