January 14, 1970. - ,Mayor Henry Shirley presided. Present were Councilmen, Richard Davis, Albert ,.~ Pieper, Barton Jensen, Wendell Ritchie, Glenn Peterson, Councilwoman Ruth Smith also Clayter Forsgren, City engineer, Ken Newman, Fiscal Agent, Mary Smith City Attorney, and Beulah Johnson, City Clerk. ~~ tE: KEN NEWMAN - BOND MARKET Ken Newman enplaned the Bond Market for L. I. D. #18 to the Council. It was moved by Glenn Peterson, seconded by Dick Davis that Burrows, Smith F, Co. be, and they are hereby authorized to attempt to sell Improvement District ~~+. #18 Bonds at the rate of 7o for all maturities of the bonds. Unanimously: carried. tE: DISCUSSION ON NEW LID # l9 There was a discussion on the new LID #19 concerning all of the existing im- ovements to be made through out the city. Ken Newman will attend meeting, rch 4th to check on progress and advise further. ~: INSURANCE BID Barton Jensen moved that the council accept Trans America Insurance bid. It was seconded by Ruth Smith. Motion carried. tE: VAUGHN HUNTER's DAMAGES Mayor Shirley presented Vaughn Hunters claim for damages. City Attorney , Mary Smith was asked to check and see if the claim was filed within the time f. limit. :E: WENDELL RITCHIE - REPORT ON PLANNING BOARD MEETING Wendell Ritchie gave a report on the Meeting of the Planning Board. They ! . will be having a special Speaker, Paul Kelly, Municipal planning expert from -„~-~ Idaho State University, January 26th~and would like the council to attend. Mayor Shirley appointed D. D. Wilding,to the Planning Board and asked that Wendell Ritchie take the Mayor's place pn the board. Tt was moved by Jensen, seconded by Albert Pieper that the appgintment be approved. Jensen L~.yson agent between the Council and the unty Commissioners. ,,, r E: STREET CLEANING AROUND CAMPUS Mayor Shirley designated Albeit Pie~~ip!ex to check on street cleaning around the College Campus and report back to the council, after this matter had been discussed. The., City Council convened at Rexburg City Hall, January 21, 1970 at 7:30 P Present and presiding was Mayor Henry Shirley., Councilmen present were, Barton Jensen, Albert Pieper, Richard Davis, Glenn Peterson, Wendell Ritch and Councilwoman -Ruth Smith; City Attorney Mary. Smith, City Clerk and ..Treasurer Beulah Johnson, Don Ellis. of KRXK Radio and Mr. Allred of the Rex- burg Journal were also present. -.,... ~.E: .ROY MGBRIDE AS COLLEGE POLICE OFFICER City Attorney Mary Smith swore in Roy McBride as a Police Officer for Rick College Security Police. GARY BALL TO AIRPORT BOARD Mayor Shirley appointed~Gary Ball for the Airport Board to succeed Bill Jackomsen. NARCOTIC SCHOOL IN DENVER Mayor Shorley explained about the narcotic school being held in Denver, he stated that Kent Jolley, Gounty Attorney was going, also County and College were sending a representative, he asked about sending someone from the City. Barton Jansen moved that Assistant Police Chief, Blair Siepert be allowed to go and the City to pay the $150.00 school fee plus travel expense. Glenn Peterson seconded. RE: POLICE MEETING IN IDAHO FALLS Wendell Ritchie reported on a Police meeting held in Idaho Falls, The 4 meeting was on City and County jail plans for the future. He stated that no money was available at this time, only plans. He said the possibility of using the Idaho Falls jail for inmates who were serving time was discussed and seemed to have merit. ~~.. E: INCINERATOR IN BACK OF J. C. PENNEYS STORE. Albert Pieper was to follow thru on the incinerator back of J. C. Penneys. It is badly in need of repair. RE: DICK DAMS REPORTS llick Davis reported, Easements for the sewer project were nearly all signed He said he would investigate the purchasing of a copier machine for the City, ~E: NEW ZONING MAP Claytex Forsgren brought in a new zoning map to be framed and hung in the new City Offices. The Council ask if he would make smaller copies, which would be available at the City Hall. He Agreed to supply some. tE: SURVEY THE GARBAGE CHARGE Wendell Ritchie was asked to survey the garbage charge throughout the City and make recommendations to amend charges. `'
