A. H. Brock presided. Councilmen present. were, Barton Jensen, Glenn Peterson, John C. Porter, and Henry Shirley. Encumbents Ruth Smith, Wendell Ritchie, Richard L. Davis, and Albert Pieper were also present, also City - Attorney, Mary Smith and City Clerk and Treasurer, Beulah Johnson, Larry ~.nderson from Rexburg Journal and Don Ellis from KRXK Radio. MINUTES Minutes of the December 17th meeting were read. It was moved by Glenn Peterson Seconded by Barton Jensen, that they be accepted. The motion carried. i R PROPOSALS OF TRAFFIC SAFETY COMMISSION ..Barton Jensen reported that after discussion on proposals of The Traffic Safety= Commission, it was decided to give further study on one way traff.c in alleys, ~` due to hazards by Porters Book Store. GLENN PETERSON REPORTS: He should have the. cost of installation oil stop lightly r~,r the next meeting. ~~: - BAGLEY SIDEWALK BID Mayor Brock explained the Bagley sidewalk bid. After discussion it was de- tided to allow him the same as others, 20~ per foot. RI:: BILLS Bills in the amount of $37,156.14 were read, moved by Henry Shirley, seconded - ~.~,by Barton Jensen, that they be paid, unanimously carried. .... MA4'nR A. H. He also appointed Barton Jensen president of the Council, and announce 11 department heads were to remain the same with councilmen recieving the lc ing assignments. RE: 4th EAST TO BE USED AS COASTING. HILL" Councilwoman, Ruth Smith moved that 4th East, adjacent to Linden School be closed for use as a coasting hill during the winter months. Seconded by Gle Peterson. Motion carried. RE: INTERIM WARRANT ORDINANCE # 502 Interim Warrant Ordinance was read as follows; ~ ORDINANCE ND. 502 AN INTERIM ORDINANCE APPROPRIATING S~JFF~fENT FUNDS FOR PAYMENT OF EXPEI,SES AND SALARIES BY THE CITY OF REXBURG, IDAHO, DURING THE 1970 FISCAL YEAR ,'RIO; TO THE PASSAGE AND APPROVAL OF THE ANNUAL APPROPRIATION ORDINANCE: PROVLL~ING WHEN THE ORDINANCE SHALL BECOME EFFECTIVE. A motion was made by Glenn Peterson and seconded by Barton Jensen to suspend the rules and have said Ordinance placed upon its final passage,! The Mayor ordered the roll call of the Council called, and the roll being called by th City Clerk for the suspension of the rules was as follows: Ruth Smith "AYE" Richard Davis "AYE" Albert Pieper. "AYE" Barton Jensen "AYE" - ~ Glenn Peterson "AYE" The roll being called and all Councilmen present voting "Aye" carried. The Mayor then called for the voting for final passage of the Ordinance, the motion was made by Barton Jensen, Sec©nded by Richard Davis. The Mayor ordered the roll call of the council called, and the roll being called h tn. Gity Clerk for the final passage of the Ordinance was as follows: Ruth Smith "AYE" Richard Davis "AYE" Albert Pieper `"AYE" Barton Jensen "AYE" Glenn Peterson "AYE" ~~ The roll being called and ail Councilmen present voting "Aye" carried, the Mayor declared that a majority of all tie members of the City Council had voted for the passage of said Ordinance; and that said Ordinance was_duly an regularly passed. Mayor Shirley then declared the motion -carried. -E: PROBLEM OF TREES IN AREA OF 2nd EAST' ~ Ma or Shirle ex lained the Y Y P problem of trees, plugging the sewer in the area ~, of 2nd East, stating that Zundel Tree Cutting-Would cut the trees at the i .r t, expense of the home owner, if the city crews, would remove them. January 14, 1970. .Mayor Henry Shirley presided. Present were Councilmen,. Richard Davis, Albert ._~. Pieper, Barton Jensen, Wendell Ritchie, Glenn Peterson, Councilwoman Ruth Smithx --~ also Clayter.Forsgren, City engineer, Ken Newman, Fiscal Agent, Mary Smith City Attorney, and Beulah Johnson, City Clerk. ~;~ tE: KEN NEWMAN - BOND MARKET Ken Newman explained the Bond Market for L. I. D. #18 to the Council. It was moved by Glenn Peterson, seconded by Dick Davis that Buxrows, Smith ~, Co, be, and they are hereby authorized to attempt to sell Improvement District ~. #18 Bonds at the rate of 7o for all maturities of the bonds. Unanimously: carried. 2E: DISCUSSION ON NEW LID # l9 -~ There was a discussion on the new LID #19 concerning all of the existing im- ovements to be made through out the city. Ken Newman will attend meeting., rch 4th to check on progress and advise further. ~: INSURANCE BID Barton Jensen moved that the council accept Trans America Insurance bid. It was seconded by Ruth Smith. Motion carried. :E: VAUGHN HUNTER's DAMAGES Mayor Shirley presented Vaughn Hunters claim for damages. City Attorney , Mary Smith was asked tv check and see. if the claim was filed within the time limit. .E: WENDELL RITCHIE - REPORT ON PLANNING BOARD MEETING Wendell Ritchie gave a report on the Meeting of the Planning Board. They will be having a special Speaker, Paul Kelly, Municipal planning expert from -~~ Idaho State University, January 26th and would like the council to attend. Mayor Shirley appointed D. D. Wildingrto the Planning Board and asked that Wendell Ritchie take the Mayor's place pn the board. It was moved by Jensen, seconded by Albert Pieper that the appgintment be approved.
