Final Plat Cedar Falls Sub Division Dick Dyer acting representreviewed the Final Plat in detail David Stein made a motion to approve the Final Plat Mary Haley made the second motion Motion Carries B. Final Plat Walker Sub Division Dick Dyer reviewed the Final Plat in detail Stephen McGary made a motion to approve the Final Plat Ted Hill made the second motion Motion carries 5. Terry Bagley -Trejo Street -Zone request Commercial Use/Highway Business District to coinside with his Highway Business District Property on Trejo Finding: Stephen McGary moved to change four parcels Bagley RPRXBCA0257207 & RPRXBCA0257285, Jenks RPRWSTAT030020, Christensen RPRWSTAT030030 to commercial land use Mick Ricks made the second motion. Brian Schmidt - 1015 Hillview Dr. -Cresthaven Subdivision -Concerned about the arterial road from US 20 being 4-Lane and going by the subdivision, suggested 2 lane through Cresthaven with the 4 lane turning at 3`d W and going to 7th S 09/02/04 Finding: Transportation Plan Issue Matt Cronin -John Deere -ready to move forward -pleased with the Comp Plan Map David Teigen Finding: Map conforms with request 09/02/04 P & Z OK 6. Richard Smith -Would like to keep two separate areas in Ag use, an area owned by Guy Erickson and an area owned by Mr. Smith. Finding: Guy Erickson (RP06N40E314801)peysonally spoke with Kurt Hibbert and stated he would like to keep his area in Agricultural, he will continue to farm this land as long has he has ownership of the property. Mr. Smith dropped his request for property changes on his personal property. 2 Mike Ricks -made the motion to keep Mr. Erickson's property in Agricultural. Stephen McGary -made the second motion Motion carries ' ~ 0902/04 Mr. Smith has now requested the property be placed in University as the University recently purchased the property. The property will continue to be farmed by the college. P&ZOK 7. David Pulsipher - 3ra East Neighborhood Association -concerned about protecting SFR near University off Harvard, is concerned about the encroachment of the neighboring areas Finding: Mary Hailey made a motion the property from S 2na E to 3ra S going down Harvard on the West Side be changed on the comprehensive plan to Single Family Residential Randall Porter -made the second motion Motion carries 09/02/04 P & Z OK 8. Ron Bird -concerned about too much multi use -looks like barracks off Hwy 20, too many apartments behind houses. Looks like we are making a college campus out of Rexburg Finding: Go ahead an implement the US 20 Corridor Overlay District 09/02/04 P & Z OK 9. Gary Thompson - 241 S 2na E - 2na E 1 St S to 3ra S -low density to High Density Finding: 09ff}2/04 See #1 10. Joseph West 125 Crestview, wants property E of 2na E and South of 7th S to remain residential Finding: Map conforms 0€x/02/04 P & Z OK 11. School District -negotiations on property near South Rexburg Interchange, requested that property is considered on the comprehensive plan map. Finding: We will have to take this into consideration with this last minute request. Multi step. process for us to follow. Suggested for you to meet with Kurt Hibbert to get on agenda for a future meeting. 09/02/04 No additional contact fiom the School Board -issue dropped until contact is made from the School Board 12. Rosewood area the Babcock property is a clerical error needs to be corrected to Single Family Residential. Finding: Clerical Error 09/02.104 Corrected 09/02/04 Opened For Public Comment Aaron Romney - 53 Mill Hollow, owns 2 lots off Cornell, duplex and triplex, wants area zoned Multi Family Residential so he can have apartments 20 years from now. 3 The definition of Zoning versus the Comprehensive plan was clarified for the audience. Sid Muir 245E 2nd S -owns rental property on E 2nd S and wants his block to be Multi Family See #1 above Bruce Vi~illiams - 262 S 2nd E - re emphasized he wanted to be zoned LDR1 or MDR See #1 above John Hegsted - 1419 N 2nd E, currently owns a business at this location and requested his area near N 2nd E and Highway 20 be zoned commercial. Sally Smith, - 460 Rolling Hills -would like to N 2nd E from the Moody Road all the way to Highway 20 be zoned commercial. Salley mentioned she had been approached by large retail store for that property. Clair Boyle -Economic Development -requested the same as Salley Smith Barry Genta -requested the same as Salley Smith. Planning & Zoning determined to leave the N 2nd E at the interchange of 20 in Ag. Tietyn's property past Mother Hibbards was discussed. Plaruling & zoning determined to leave the property as is. Mary Haley brought up the Zollinger Property across from the floral shop and suggested we should change on the comprehensive plan due to the truck traffic. Final discussion determined to leave the property as is. Chairman Dyer discussed the overlay proposals will be handled by on the zoning level and the redevelopment proposal will be on the ordinance level. The Concept of Mixed use is not adequately defined and it is mandatory we have a proper definition of Mixed Use. Stephen Zollinger requested a definition of the Redevelopment district and we need a plan. A press release was suggested to define Zoning versus the Comprehensive Plan. B. E 2nd S Coridor overlay C.
