New Business: Mill Hollow Community -Karen Arritt, Keith Casenhiser (356-3326) Discussion Jerry Hastings. invited the Mill Hollow Representatives to open discussion Keith Casenhiser: 661 Maria Canyon, Suite Walnut Ca., requested to develop 8-10 new spaces for manufactured homes, we realize we do not comply with the city ordinances and we want your help. Lot Size and density would be the same as he currently has and 61% of the property would be lawn or grass. Group discussion included the ordinance for manufactured communities, streets within and outside the development, park within the development and water rights. Kurt Hibbert explained the reasons behind the manufactured home situation we are in now. He suggested Keith Casenhiser go through the ordinance and suggest any changes that he thinks need to be changed. Jerry Hastings mentioned Planning and Zoning does not have the authority to make changes, the requested changes have to be approved by City Council. The Board Members will be given copies of the ordinance for review. This will need to be placed on a future agenda after Mill Hollow writes up recommended changes. 1 Final Plat Cedar Falls -Cancelled Final Plat Walker Sub Division -Cancelled 5. US Highway 20 Corridor Overlay District 1: Bruce Williams - 262 S 2"d E -Change zoning from SFR to LDR1 to MDR Need to sell his property am unable to find interest as a single. family dwelling, interest in multi- family is very high -Map conforms with request Finding: Robert Schwartz made the motion to change the area between: E 2"d S, S 2°d E, E 3rd S, S 1St E including Cornell Ave to Single Family with the provision to utilize the Redevelopment Project Option Mary Hailey made the second motion Motion Carries - 5 yeh, 3 nay 2. Terry Bagley -Trejo Street -Zone request Commercial Use/Highway Business District to coinside with his Highway Business District Property on Trejo Finding: Stephen McGary moved to change four parcels Bagley RPRXBCA0257207 & RPRXBCA0257285, Jenks RPRWSTAT030020, Christensen RPRWSTAT030030 to commercial land use Mick Ricks made the second motion. Motion carried 3. Brian Schmidt - 1015 Hillview Dr. -Cresthaven Subdivision -Concerned about the arterial road from US 20 being 4-Lane and going by the subdivision; suggested 2 lane through Cresthaven with the 4 lane turning at 3`d W and going to 7th S Finding: Transportation Plan Issue 2 5. Matt Cronin -John Deere -ready to move forward -pleased with the Comp Plan Map David Teigen Finding: Map conforms with request 6. Richard Smith -Would like to keep two separate areas in Ag use, an area owned by Guy Erickson and an area owned by Mr. Smith.. Finding: Guy Erickson (RP06N40E314801)persnnally spoke with Kurt Hibbert and stated he would like to keep his area in Agricultural, he will continue to farm this land as long has he has ownership of the property. Mr. Smith dropped his request for property changes on his personal property. Mike Ricks -made the motion to keep Mr. Erickson's property in Agricultural. Stephen McGary -made the second motion Motion carries 7. David Pulsefer - 3rd East Neighborhood Association -concerned about protecting SFR near University off Harvard, is concerned about the encroachment of the neighboring areas Finding: Mary Hastings made a motion the property from S 2nd E to 3rd S going down Harvard on the West Side be changed on the comprehensive plan to Single Family Residential Randall Porter -made the second motion Motion carries ~, ~ 8. Ron Bird -concerned about too much multi use -looks like barracks off Hwy 20, too many apartments behind houses. Looks like we are making a college campus out of Rexburg Finding: Go ahead an implement the US 20 Corridor Overlay District 9. Gary Thompson - 241 S 2„d E - 2nd E 1 St S to 3rd S -low density to High Density Finding: See #1 10. Joseph West 125 Crestview, wants property E of 2nd E and South of 7th S to remain residential Finding: Map conforms 11. School District -negotiations on property near South Rexburg Interchange, requested that property is considered on the comprehensive plan map. Finding: We will have to take this into consideration with this last minute request. Multi step process for us to follow. Suggested for you to meet with Kurt Hibbert to get on agenda for a future meeting. 12. Rosewood area the Babcock property is a clerical needs to be corrected to Single Family . Residential. Finding: Clerical Error 3 B.
