Consent Agenda: The consent agenda includes items which require formal Planning
Commission action, however they are typically routine or not of great controversy.
Individual Commission members may ask that any specific item be removed from the consent
agenda for discussion in greater detail. Explanatory information is included in the Planning
Commission's agenda packet regarding these items.
a) Minutes from the August 07, 2003 meeting
Jerry Hastings moved to approve the minutes for August 07; Jordan Dyer seconded the motion;
all voted aye, none opposed. The motion carried.
Noncontroversial Items Added to the Agenda:
Shawn Larsen reviewed the discussion that the City Council had on August 21, 2003
concerning Commercial Zoning for the City of Rexburg. The Council reviewed the type of
buildings that could be placed in a Commercial Zone. Some developments in the past have used

a traditional box type look for retail structures. Shawn asked the Planning Commission where
they would like to go with Commercial building designs. "Do we want a large box store to be
located in Rexburg?" Shawn reviewed the history of the development along the North Gate Mile
in Idaho Falls where a total shopping center was abandoned when the Teton Mall was built on
17th Street. This is an example of a shopping center that died when the prosperities changed
ownership or the rental business relocated to a different part of the City of Idaho Falls.
Shawn asked "What could Rexburg do to be proactive and avoid a big box store being located in
an undesirable area of the City?"
Kurt Hibbert discussed the need to avoid urban sprawl. Shawn mentions that two story
buildings could be required to avoid large box buildings.
Mary Haley expressed her frustration with the Commissions lack of authority to change a
proposal because it is not precluded in the Zoning Ordinance.
Mike Ricks discussed the need to make the highway corridor coming into the Community look
nice.
Steve McGary discussed the need to have an architectural design review of planning proposals.
Discussion on requiring a development to expand in their current location instead of relocating
into a new area. The discussion was around keeping the tax base in the community instead of
''. ~ forcing the development into an adjacent community with fewer restrictions. Moscow, Idaho
was discussed with respect to their restraints and the eating sites that located in Pullman
Washington which had fewer restrictions than Moscow, Idaho.
Shawn Larsen discussed a recent meeting on Community enhancement that recommended
making your Community unique and distinct from other Communities.
Dick Dyer indicated that land use planning and property zoning will restrict urban sprawl.
Kurt Hibbert reviewed some possible sites in the City that are available to be developed into
future commercial sites. There was some concern with a new development opening up an area in
the City that would allow a business district to die in its current location and force the migration
of the existing businesses to a new site.
Discussion on the zoning methods that would need to be put in place to prevent urban sprawl.
Shawn Larsen recommended that the Commissioners review the message given by Ed McMann
on City Planning. There is a video available from Ed on his message.
Discussion on having Landscaping and Architectural Reviews in the City's planning process.
The Commissioners discussed how the City could get an Architectural Review board.
Winston Dyer recommended three possibilities that may preclude a business center from

relocating to an undeveloped area of the City.
1) Comprehensive Plan
2) Comprehensive Plan Map
3) Zoning of the properties to control development
Kurt Hibbert mentioned that landscaping and- design standards could be part of a zone. The
plan is to have zones with use codes to control the type of development for that particular zone.
Discussion on the growth that has recently come to the City. They expectation is for additional
growth in the service sector.
Zoning Compliance:
Kurt Hibbert indicated that there were no more tickets given out since the last meeting. There
have been more enforcement questions through word of mouth communications. The Building
Department has issued two stop work orders to stop projects that did not comply with the
Building Code.
Mike Ricks discussed the advertising for apartments that may mislead the consumer if the
property does not have a Condional Use Permit for an apartment.
Kurt Hibbert mentioned that the City has tried to be flexible with property owners that are not
in compliance with the Zoning Laws. They have been given time to solve the zoning issues.
Mike Ricks reviewed the driveways on 2"d East and the problem of backing out into the street to
leave their properties.
Discussion on the application of the RR2 Zone in sloped areas.
Public Hearings: None
New Business:
Final Plat Parkside Plat "B" Planned Residential Development - Schiess & Associates

John Dester -Developer of Parkside discussed the Plat "B" with the Commission on the
overhead screen. They are changing the original Plat from 7 lots to 12 lots to accommodate twin
homes on those lots.
Kurt Hibbert discussed the problems with addressing residential units that do not face a City
Street. John Dester will address that problem and provide addresses on the private driveways for
those units that do not face a City Street.
Randall Porter commented on the parking places that have been reserved for guest parking.
Continued discussion on the location of the sidewalks and parking stalls for the development.
The garages are built for 2 cars.
Discussion on the Plat by the Commissioners. Kurt indicated that the building design will be
required to comply with the new Design Standards for multi-family housing. These units are
called "Townhomes".
Mary Haley moved to approve the Final Plat for Parkside Plat "B" Planned Residential
Development with a requirement to that they fulfill the addressing requirements mentioned by
Kurt and that they have City Staff approval; Randall Porter seconded the motion; all voted aye,
none opposed. The motion carried.
Unfinished/Old Business:
Comprehensive Plan Draft update -Kurt Hibbert
David Stein offered some input on the draft copy of the Comprehensive Plan in a hand out to the
Commissions. The Commission reviewed his written comments and his recommendations for
Design Standards. He recommended making Rexburg a unique City by using the "Design
Standards" as a tool to guide the aesthetic look of the City. David recommended the City
develop a River Park.
Discussion on having Design Standards for parking lots. Discussion on moving the
Comprehensive Plan out to the Public Hearing process.
Kurt Hibbert discussed the need to have goals and objective in place for the Comprehensive
Plan. He requested input from the Commissioners on the specific goals and objectives for the
City's Comprehensive Plan.
Steve McGary recommended having an image for the City of Rexburg that will be
representative of the Standards that the residents want for the Community. The IMAGE will
draw new business and growth to the Community.
There was continued discussion on the Downtown Image.
Kurt Hibbert will facilitate the Community discussion on developing a Downtown Image.
The City of Driggs was used as an example of pursuing a Downtown Image.
Winston Dyer asked about pursuing Architectural Review and Design Standards for the City.
Randall Porter indicated that he would like to pursue those standards.
Discussion on having minimum Design Standards to help the construction of buildings look

more pleasing. There was general consensus of the Commissioners to pursue Architectural
Review and Design Standards.
Winston Dyer asked about more input on the draft Comprehensive Plan Document from the
Commissioners.
Shawn Larsen requested to have input on the Parks and Recreation plan in the draft copy of the
Comprehensive Plan. Shawn would like to have an outdoor swimming pool instead of a
Recreation Center.
Discussion on the need for the Commissioners to pay attention to the goals for the
Comprehensive Plan.
