a) Minutes from the Jury 17, 2003 meeting
Requested changes on page three to change the portion of the comments that indicated that public
access would be available along the Teton River in the Stonebridge Subdivision. There was
discussion that indicated that a public walking path could go north from the southwest corner of
the Subdivision to the first available road going east.

David Stein moved to accept the minutes wixh the noied changes; Joseph Laird seconded the
motion; those present at the previous meeting voted aye; three abstentions (Jordan Dyer, Doug
Smith, & Jerry Hastings); the motion carried.
Noncontroversial Items Added to A6enda:
Jerry Hastings mentioned his concerns with the recommendations of the Commission not
getting to the City Council. Jerry recommended having a member of the Planning Commission
attend the Council meetings to provide the Council with the opinions of the Planning
Commission on critical issues.

7:05 p.m. Conditional -G~se Permit for 270 Storage Units - 270 American Street
- Nick Baldwin
Nick Baldwin - 368 North 4300 bast -Indicated that 84 Units were originally built in the first
building. The original County permit allowed 140 units. Nick reviewed the proposal on the
overhead screen to add 270 units to the development for a total of 410 storage units.

Public Testimony was closed.
Discussion on ine review of the original site plan.
Winston Dyer recommended having Legal Council approve the transfer of the reviewed process
from the County to the City. There is a reed to have additional input from City Stafr'~ and Legal
Council.
Doug Smith moved to table the request until a site plan is provided to the City and the Planning
Commission for review; Joseph Lairdseconded the motion; all voted aye, none opposed.
The rnotion carried.-
Tine request will be moved to tabled items on the next agenda in two weeks.

Winston Dyer asked Stephen Zollinger about the County's approval of the Storage Unit
complex for Nick Baldwin.
Stephen Zollinger indicated that the initial request was approved by the City Planning
Commission. Stephen recalled that the City approved the original request for 140 units. He did
not believe there was any grandfathering on this request. There would not be any grandfathering
on life safety issues. The applicant would have to comply with the requirements for a site plan.
Discussion on the applicant taking substantial steps towards the build out of the project. If not a
phase II site plan, a brand new site plan would be required showing the original site plan. Nick
Baldwin will have to comply with the requirements for a phase II development.
The Conunissioners asked for the minutes on the original approval from the City for this
development in the Impact Zone of the City.
Stephen Zollinger indicated that the City's approval of the Site plan was two years ago,

Comprehensive Plan (Draft Document for review) -Kurt Hibbert, Joshua Garner
Joshua Garner reviewed the plan to have input from the Hospital Board and the Madison
School District into the Comprehensive Plan. Joshua indicated that the new plan is still under
development. It needs to be polished up for final review. The document has been delayed to
receive additional input from the University, School District and the Hospital.
Discussion on putting the Comprehensive Plan out to the Public for public comments. The
Commission needs to have a working draft with a map. "The Commission would Like to review
the Plan before it is released to the public so that they can provide input for a final draft.
Discussion on the Professional Plaza area and recorrinlendations to have a Professional Overlay
on the Zone presented in the Comprehensive Plan.
Discussion on the need to have a Comprehensive Plan Map for developmental planning.
Joshua Garner passed out a preliminary draft copy of the new Comprehensive Plan to the
Planning Commission members that were present in the meeting. It was a rough draft copy with
incomplete data.
Robert Schwartz joined the Commission.

Winston Dyer asked that the Comprehensive Planning Map and the preliminary document be
sent to the Commission for the next meeting.
David Stein asked Joshua how the data was gathered for input into the Comprehensive Plan.
Public Input was used for the tone of the document.
Winston Dyer thanked Joshua for all his work on the new Comprehensive Plan Document.
Comprehensive Plan Map
Discussion on the Comprehensive Plan Map being presented to the Commissioners as a work in
progress map. It is the Commissions draft document for further review. The Map needs to be
printed up for Commission review before it is made available for public comment.
Winston Dyer indicated that the Commission is eager to get the work in progress on the
Comprehensive Plan Map which represents the "to date input" for the proposed charges to the
Comprehensive Plan Map.
David Stein asked about putting overlay Zones on t he Comprehensive Map.
Stephen Zollinger indicated that historically the Comprehensive Planning Map has been a
generic guide for City Planning. If the City has an area that is ambiguous, it is the Planning
Commissions' job to make the Plan non ambiguous.
Discussion on the proposals that have been presented to the CG,iiTiliSSiori to change the
Comprehensive Plan Map for Fast Main Street.
Discussion on the opportunity for the Commission to plan for the future development of the City.
Stephen Zollinger indicated that the Commission. has the opportunity to "Paint the Map the
Color" that would clear up any ambiguities for future planning. Stephen indicated that the
question becomes: 5`whai Zones will be allowed for mixed use Zones".
Discussion on Mixed Use Zoning.
Stephen Zollinger indicated that the more specific the City gets with the Comprehensive. Plan
Map, the closer that Map gets to a Zoning Map, The Comprehensive Plan is designed to take out
the individual requests based on the vote of the Commission. Majority rules in the Planning
venue as a recommendation to the City Council.
Discussion on East Main Street: The Planning for the last forty years has designated this area
as a Commercial area. Zone changes to Commercial have been defeated in this area. The most
appropriate plan for this neighborhood is Commercial based on past decisions from this
Commission.

Jerry IJastings discussed the Comprehensive Plan as a document that leads the direction of the
Zoning for an area.
Stephen Zollinger indicated that "You must have basis to change the Zone"
Discussion on the underling Zone for an area and the Mixed Use overlay for that Zone. An
example would be to allow a Commercial mixed Use in a residentially Zoned area.
Stephen Zollinger asked if the Commission is going to allow a mixed zone in Commercially
Zoned or Residentially Zoned areas.
Stephen Zollinger mentioned that the language in the Comprehensive Plan can explain the
allowances for Mixed Use Zones in the Plan. The City can have a "broad stroke" plan with
generic descriptions of the different Zones which must be explained in the Comprehensive Plan.
Discussion on the East Main Street area being a "designated" area.

Discussion on the need to review the current Comprehensive Plan and add language that is more
specific with planning designations including "Multi-family, Single family, Commercial, etc.''
Discussion on the needs that have been expressed by the Hospital Board for the development and
expansior_ of the current hospital site. Discussion on the cu~~er~ Col~iiliercial Developl~lent
around the Hospital site.
Discussion on the needs of the Community to expand the Hospital and Hospital services.
Planners need to make plans that will help with the Economic Development of the Community.
Discussion. on the need to have adequate parking for the development of business growth.
Discussion on the need io pian for economic growth in the Comprehensive Plan.
Discussion on the size of the airport and the corporate jets that currently use the facility.
