Davawn thanked Ted and John Watson for covering his position in his absence the last few
months. He expressed his appreciation to everyone.
Davawn welcomed Winston Dyer to the Planning & Zoning Board. Winston will be replacing
Mike Thueson, Mike was unable to be in attendance tonight.
John Watson was excused from this meeting.
Motion was made by Ted to approve minutes with one change on the Dan. Neumann matter at
163 So. Center to 163 No. Center. Motion was seconded by Mike. All voted aye, none opposed.
Ted inquired as to the Keith Romney matter which was before the Board last meeting and the
aligmnent of 7th South. Sohn Millar explained the agreements and alignment of 7th South which
will provide a safer intersection.
High Density Residential 2 (HDR2)
Ted reviewed the proposed amendment to the zoning ordinance to add a new residential zone
which will be called High Density Residential 2 (HRD2) and provide for more units per acre.
Extensive discussion of minimum acreage and parking requirements.
Richard Horner expressed his desire for the Board to consider the parking requirements,
allowing for 2 spaces per bedroom for married units rather than 2.5 spaces.

;, • After discussion of the various items it was determined that John would make the adjustments as
discussed in the ordinance and prepare the same for review by City Council at their next
meeting.
Ted made a motion to have the agreed upon changes made to the proposed HDR2 ordinance and
present the same to the City Council. Motion was seconded by Mike. All voted aye, none
opposed.
Parking Ordinance
Discussion concerning the parking requirements for family housing which now stands at 2.5
parking spaces per unit and the issue of compact or full-size vehicle spaces.
Ted made a motion to change the parking requirements for family housing from 2.5 parking
spaces per unit to 2 parking spaces per unit with all spaces being 9'xl 8' for full size vehicles.
Glenn seconded the motion, all voted aye, none opposed.
Landscape Strip
Jahn stated when the change was made to the zoning ordinance concerning a 7' planter strip, as
a concession to the developers it was allowed that the setback could go from 25' to 2G'. The way
,, • it ended up being worded in the ordinance, it says in the residential zones the setback would be
! changed to 20'. What was intended was this would be offered to new subdivisions only, not in
all areas. Because the old part of town has the 25' setback with the parking strip, a builder has
taken advantage of that error and it will now allow homes to come out 5' further than anything
else on the block. This needs to have the wording added that in new subdivisions only this will
be allowed.
Mike made a motion to make the wording change in the zoning ordinance on page 34, item 4.9,
allowing only in new subdivisions that with a T planter strip the setback could be 20'. Glenn
made a second to the motion, all voted aye, none apposed.
Planned Residential Development
A draft of the proposed PRD was reviewed. The intent is that a Planned Residential
Development (PRD) be allowed in all residential zones with the exception of LDR (Low Density
Residential} and that it be allowed as a conditional use. A developer can in any of the residential
categories with the exception of LDR, file for a Conditional Use Permit and with the applicable
conditions could establish a PRD.
Discussion concerning bonuses, a minimum 2 acre site for the PRD, landscape architect, front
setbacks, net acreage permanently landscaped, recreational vehicle parking, play areas and
bonding.

Glenn made a motion to draft the proposed ordinance for the Planned Residential Development •
with the conditions discussed and present to City Council. Motion was seconded by Ted. All
voted aye, none opposed.
Lighting issue
__ Discussion concerning street lighting, parking lot lighting, upgrading lighting standards on the
highway on/off ramps. John Watson had presented some drawings and regulations at a previous
meeting. Davawn will get with John Watson, review the regulations and visit with other cities
concerning their lighting ordinance.
