John Watson made a motion that the minutes of April 12, 2000, be approved with one change,
. that Boyd Cardon be listed as a surveyor rather than an architect. With this change the motion
was seconded by Bobbette Carlson, all voted aye, none opposed.
RE: DAVID JUDD HOME

Roger Muir questioned if anyone knew that the David Judd home was for sale. He wondered
why they would bather to go through the process of obtaining a variance to the setback just for
the purpose of selling the home when it had been presented to the Commission as a need for
their family, not for the purpose of a sale.
RE: MITCH NEIBAUR FINAL PLAT APPROVAL

John Watson presented copies of plans for the final plat approval for Mitch Neibaur's property
south of town. Mitch had been befare the Commission a month or so ago and he is now
returning with a preliminary plat showing the appropriate easements, roads and division of lots.
The objective for tonight is to move this project onto final plat approval so he can pursue
interest in the sale of a couple of the lots. The Health Department has reviewed and approved a
septic system.

Jahn Millar requested that somewhere on the plat it be indicated that Lot 6 is anon-buildable
lot. There are no dedicated roads, all road maintenance will be owner responsibility.
Gary questioned if landscaping was necessary since it was a condition on the Wilcox property.
When these lots are sold then the landscaping will become an issue but is not pertinent at this
time.
Discussion of the process would set the public hearing for June 14 before the Planning and
Zoning Commission and June 21 before the City Council. The Madison County Commissioners
will hear this at their regular meeting after June 21.
Mike made a motion to send this subdivision to public hearing on June 14, said motion was
seconded by Ted. All voted aye, none opposed. John Watson abstained.
RE: GLEN WALKER'S QUAIL HOLLOW ESTATES SUBDIVISION

BARNEY DAIRY ROAD)
Boyd Carrion presented the preliminary plat for Quail Hollow Estates for approval to go to
public hearing with the final plat. Soil sample tests have been taken by Harper Leavitt, they are
hoping to put all the roads in soon, the Health Department has reviewed and everything tested
out fine. Discussion on the drainage, culverts, and barrow pits. The wells and septic tanks are
shown on the plat in the front yards in the event this area is ever sewered it will not be necessary
to go behind the houses to hookup. The corners of Lot 5 and Lot 6 have been rounded in the
event of a future road. Lot 1 and Lot 20 will have an extra 20.5' for road easement.
With regards to the entrance they are planning on a nylon fence with a nice rock entry and sign,
giving the appearance of a gated community without the gate.
John requested that a copy of this subdivision be submitted on disc to be checked and reviewed
before it is recorded.
Glenn mentioned that the road level has been brought up to meet the level of Barney Dairy Road
as had been requested by the City Engineers. At the last Planning & Zoning meeting it had been
requested that contours, lighting, sidewalks, septic tanks, drain fields all be brought to the
Engineers. This information has been brought to John and it is not necessary for all of it to be
shown on the plat. Sidewalks and lighting are not required in the impact zone,
Stephen stated that even though there are two irrigation certificates on the plat neither one of
them complies with the statute. There needs to be an Irrigation Water Rights Release signed by
owners of any water that is transported through this subdivision or adjacent to it.

The final plat has not been reviewed and approved by the Department Heads. John made a
i motion to send this project to public hearing contingent on Department Head approval, motion
was seconded by Roger. All voted aye, none opposed.
John Millar distributed the new zoning map for review.
