Ted made a motion to approve the minutes, seconded by LaDawn. All voted aye.
`~~~ RE: DAVID AND IlZIS JUDD VARIANCE

John Millar explained the request for a front yard variance. There are 4 homes on that street
located in LDR with a requirement of a 25' setback. The homes on that street all appear to be
within a foot or so of being at the 25' setback. The variance would be building on a porch in front
to within 17'.
Iris Judd - 259 Melonie Dr.
Iris brought pictures of the present entryway into the home and explained each one. Their plan is
to build an entry room to allow more room for an entry eliminating crowded conditions. This has
been a growing concern for them because of the number of children and grandchildren visiting the
home. They would Like to build a room, not just a small entry, where there will be plenty of room
when the door opens and there are a large number of people in the home. The home was
purchased in 1977.
David Judd pointed out a home on the block that is 1T from the porch to the walk. His home is
now 27' and their building would finish at 17'. There was discussion on the setback of other
homes in the block, the ordinance allows for the same setback as your street.

The contractor, Kevin Virgin stated it would be a nice looking addition that would not infringe on
the street traffic. He stated he didn't think it was a question of where the door goes, that could
be changed structurally.
The criteria for variance and set back were reviewed and all four of the criteria would need to be
met in order to grant a variance. There was discussion about the concern that granting a variance
establishes a pattern and a precedence that is har-d to live with. The question was asked if the
Judds had considered doing the remodel job inside the house. They stated this would be
impossible because of the location of the stairway and going through the structure of both levels
of the house. A suggested solution was to make the entryway smaller rather than adding an
additional room.
Roger made a motion to table this issue until more information is obtained about the area, have
the Judds fill out the application for variance and return when legal counsel is present before a
decision is made. Motion was seconded by Ted. All voted aye.
RE: AIRPORT ZONING ORDINANCE

John distributed the revised Airport Zoning Ordinance for review by the Commission to be
reviewed and voted on at the next meeting.

The Zoning Ordinance was discussed and it was a general consensus of the group that
they would like to see a Glossary added to the book for easier accessibility. John or
Marilyn will look into getting the glossary produced.
At sometime in the future it was also suggested that the Sub-Division Ordinance be
printed with the Zoning Ordinance so there would be one document rather than several
smaller books.
It was also suggested that an official agenda be sent to the members and the media and
where applicable an addendum be added for the members explaining some of the items
on the agenda and perhaps a section of the zoning ordinance where these requirements
could be found.
The time line for being put on the agenda was suggested to be Friday at 4:00 p.m. Also
before being put on the agenda the applications for variances, conditional use permits,
etc. should be into the City Clerk so they can be mailed to the Commission with the
minutes and the agendas.
Last minute items that have not been reviewed will not be accepted.
For times with a short agenda it was suggested that one section of the Zoning Ordinance
be selected, advise the members in advance so they can review, and that section be
discussed and reviewed at a work meeting following the regular meeting. One section at
a time will be more beneficial than trying the entire ordinance.
The Commission also felt that it was imperative that legal counsel be present at all
meetings.
The zoning map will be complete and ready for distribution by the next meeting.
