RE: ROSS FARMER PARKING SITE

,`~ Parking Site Plan for Ross Farmer - 268 South 1st West- Ross showed a
site plan of the parking. (attached are comments from John Millar) This
~- plan is to meet the requirements for off street parking. There would be
two parking places in the driveway and four in the back which will give
the parking places needed. A motion was made by Doug Smith that we
approve this plan with the requirement that the parking be hard
surfaced. Seconded by Raymond Hill. All Aye
RE: BONNIE SEARCY GARAGE VARIANCE

Bonnie. Searcy Request for a Variance - 460 W Main - She would like to
build an attached garage on the East of her house so she could enter
the garage from the house. (Comments from John Millar attached.) It
would be a small single car garage for a small car. It would be sloped
to the north so the run off would go into her own yard. The reason the
variance would be needed is building the garage would only be 3' from
the property line. She had a signed statement from the next door
neighbor saying it was okay with him. It would leave 30 feet from the
neighbors house. Discussion on if it could meet the requirements of a
variance. The attorney was not at the meeting to give an opinion. A
motion was made by Ted Whyte and seconded by Mike Thueson to take it to
Public Hearing and give the neighbors a chance to comment. All Aye
(After the meeting the attorney looked at the property and told her she.

some property from her neighbor in order to build the garage.)

RE: SIGN FOR NANCY DAVIS DAY CARE •

Nancy & Wayne .Davis Day Care located at 507 West Main - request for a
sign permit under the C.U.P which was approved at the Public Hearing.
Wayne Davis presented a proposal for two signs. The property is zoned
L.D.R.1. The sign ordinance requires a C.U.P. to put up a sign in a
Residential Zone and because they have a C.U.P. they are requesting
that they be able to put up a sign for the Day Care. They would like to
put a post lamp at both the entrance and exit so it is more visible.
They would like to put a sign that hangs down from the post lamp out in
front. They have approximately 11 1/2 feet between the planter box and
the sidewalk and would like to put it next to the planter box and
another sign on the side of the garage. Discussion on the size of the.
sign. A motion was made by John Watson to approve the two signs as
submitted and that they don't exceed 2' x 3' and that this condition be
added to their C.U.P. Seconded by Ted Whyte. All Aye
RE: TAMARACK SUBDIVISION PLAT

Tamarack Subdivision - Doug Smith declared a conflict of interest.
(Attached are comments from John Millar regarding the plat.) Doug said
he had spoken to all the neighbors regarding the width of the road and
that can be ironed out without any problems. As far as his lot not
having any access to get out as it is recorded, he was sure that has
been taken care of and they have determined a point. If you look at
point on Rasmussen's lot and draw a line from that point due West that
will be his lot and if you take in all his driveways it will allow him
to get out of his lot. The one lot on the plat is a pond. (discussion)
There is an existing road on this property that comes right out. Boyd
Cardon arrived to show the plat. A motion was made by Mike Thueson and
seconded by Bobbette Carlson to approve the Preliminary Plat contingent
upon the approval from the Engineering Department. A11 Aye
RE: SITE PLAN REVIEW FOR DEAN BIRCH.
TOPIC: (500,199,,,BIRCH*DEAN,PLAN REVIEW,SITE PLAN,3RD SOUTH)
Site Plan Review for Changes for Dean Birch Plan. John Watson stated he
had a possible .conflict. No one was at the meeting to represent the
changes on the plan. John Watson stated that Dean had hired his firm to
draw the plan for the buildings. When he billed Dean he came in and was
upset and John told him he needed to finish the site plan. He thought
Dean might be trying to bypass that phase. John said he shouldn't get
an occupancy permit until he has the site plan consistent with the
minutes. (discussion) The Planning Board stated that his site plan
should comply with the requirements of the ordinance. The plan should
be approved by the engineering department according to those
requirements. He should stick to the plan .that was previously approved.
If there are further concerns he should come to the P & Z meeting or
have representation come to the meeting.

Parking Plan for Ross Farmer: The proposed parking lot is for the house just south of
Carriage House on 1St west. The drawing shows the layout for the proposed lot. The
house has a garage and driveway that will count for two parking places. The required
four more will be built in the rear of the house. I feet that the proposal meets the
intentions and requirements of the ordance. Along the south of the property is an
existing chain link fence and the Normandy apartments parking lot and building are
adjacent to the fence. The driveway and parking area will have to be hard surfaced before
it will meet the requirements of the ordiances.
We have received no information on the proposed plat amendment and therefore cannot
comment on the proposal.
The Davis' need to have some signing for their daycare facility. The ordinance does not
allow for signs in residential areas so we will have to include the signs as one of the
conditions of their permit. As long as they are small and. stay with the concept of
residential areas they should be approved.
The proposal for Bonnie Searcy for the garage will require a variance to the side yard.
setback..I reviewed the site and found that the dimensions shown on her drawing are
correct. The house on the east side of her is approximately 30 feet from the property line.
There is sufficient room on the west side of her house so that the proposed garage could
be built on the west side instead of the east side. This could be done without needing a
variance but would not fit the existing driveway or the configuration of the house. It will
be difficult to meet the requirements of the needed proof for granting of a variance. This
could go to public hearing and see if the neighborhood has any problems with the
proposal or be turned down for not meeting the three criteria as dictated by the ordinance.
5. Tamarack Subdivision: The preliminary plat is still insufficient to meet the exact
requirements of the subdivision ordinance. Where the homes already exist I would
propose that the preliminary plat be approved if the needed right-of--way can be obtained
from the two property owners on the corner. The problem with Doug having no access
and the location of the pond needs to be corrected on the final plat. I would not approve
the overall concept for the entire site master plan but would require that when Doug
wants to sell any lots beyond these that are plated that he do a real overall master plan at •
that time. I would approve of this going to the next step of final platting.
