RE: HARRY SUTHERLAND SITE PLAN APPROVAL ON SOUTH HIGHWAY

Harry Sutherland Site Plan Approval which is in the Impact Zone. John
Millar explained the proposal. The site is located on South Highway
behind the. manufacture place. It will be an expansion of an existing
building which is currently 165 feet long. The expansion will be 60 x
40 feet for a total of 2400 square feet. It is zoned Industrial Zone
which would allow this. The building will be cinder block. We still
need some additional site information and it has not been reviewed by
the Fire Department (Discussion) A motion was made by Mike Thueson to
approve the plan subject to department approval. Seconded by Bobbette.

RE: DEAN BIRCH PLAN APPROVAL

Plan Approval for Dean Birch- John Showed the proposed plan. It has
gone through department approval and he had a handout which consisted
of comments by the city engineer. Most of the issues were engineering
issues such as fire flow which can be worked out. Another issue was
that the plan indicated the existing sidewalk would be kept, however
that sidewalk is below the curb and gutter and holds water. That needs
to be looked at. The rear yard on Phase II needs a larger setback back
of 13-1/2 feet. One issue we have seen before on a corner is there is
no rear yard showing but two side yards. Phase II will not be built at
this time. There are 46 parking spaces shown and only 38 are required.
The area for landscaping exceeds that required by the ordinance.
John Watson pointed out one of Joe's comments require 20 of apartments
need to accommodate handicapped accessibility. Stephen explained the
requirements and told them it has to be in compliance as far as it has
been approved. (discussion) A motion was made by Mike Thueson and
seconded by Ted Whyte to approve the site plan subject to site plan
comments and approval from the engineering department. All Aye

RE: LIBRARY BOARD CONSIDERING NEW BUILDING ON MATN STREET

New Library-.John Watson- He declared a conflict of interest. A year
ago he had reviewed an additions to the library and assessed how much it
would cost. An addition wouldn't involve the purchase of any new
property.
The Library Board looked at the results and then started considering
getting new property. They talked to John Watson and told him how
large a building and how much parking they would need, so he laid out
the plans conceptually. He told them they would need a Conditional Use
Permit to build on the property they have chosen on the South side of
West Main between 4th West ar_d 5th TnTest. Or. that property they would be
able to build a 20,000 square foot building - 1 story. They could have
60 parking spaces. There would be two approaches into the library, and
they could easily satisfy the landscaping requirements. John Watson
would like to schedule this for Public Hearing in June. The Library
District has put up earnest money but does not want to put anymore into
it if the neighbors don't want to allow a library to be built there.
(discussion) John Watson said the Library District isn't in a big
hurry. The funding is similar to school funding.

RE: EXCAVATION PERMITS

Excavation Permits-
Stephen explained the city council has passed a fee increase for
permits to breach roads. The permit will be increased to $1000 or more
for a larger cut in the street with the city keeping $100 of the
deposit for inspection and $900 will be returned if the permitee
performs adequately to fix the road. If not, then the city will use the
deposit to get the road fixed.-This is done to prevent road breach that
goes unfixed. The people will be required to make repairs according to
our rules. We will put an inspector out to oversee the road repair.
This will apply to any public right-of-way.
(Discussion) Stephen told the board the council has approved this
permit but it needs to be incorporated in the Zoning Ordinance when we
do the Housekeeping Amendments. A motion was made by Ted Whyte that we
approve this permit and incorporated in the Zoning Ordinance 4.5 (B)
That all modifications or construction ~,aork requiring roadways to be
cut in anyway shall comply with the Excavation Permit Requirements.

RE: SITE PLANS

~7ohn Watson brought up a concern that site plans are approved which
aren't quite complete and still require more work. He was concerned
that they approve plans and later find problems that need to be fixed.
Stephen explained if we approve plans that aren't complete or partial
plans the permit process will require the permitee to get their
paperwork done with the site plans corrected.
