RE: ASSISTANT LIVING CENTER

John Millar explained about an Assistant Living Center that Beehive
Homes wanted to build on West Main. The property is zoned L.D.R.1. It
would be allowed with a Conditional Use Permit.
Five members were all that were in attendance to the meeting. After
questioning if a quorum was present, Stephen read from the Zoning
Ordinance 6.7 which only requires five members to be present for a
quorum.
A motion was made by Doug Smith and seconded by Roger Muir to approve
the minutes. A11 Aye
RE: PUBLIC HEARING REGARDING C.U.P. FOR DAY CARE ON MAIN STREET

Public Hearing regarding the proposed issuance of a Conditional Use
Permit to provide that the property located at 507 West Main be used
for a Day Care. The property is currently in a L.D.R.l Zone. Bobbette
Carlson declared a possible conflict of interest because her property
is located near this home. Wayne and Nancy Davis were at the meeting to
explain their proposal and show and discuss their ;plan.
They are planning to put in a day care center. The ordinance requires
two parking spots for each employee so they will need 10 parking
spots. He showed his plan with four parking spots in front and six
parking spots in back. There will be two parking places in the garage
for employeese They are planning to have the driveway only one way with
an entrance off of 5th West and and exit off of West Main. Because they
are not allowed to-have parking in the 20' right-a-way, they had to
move their parking back. They have tried to arrange it so they could
keep most of the trees. There is a tree in back that is near the wires
that will need to come out. They are changing the drive way a little.
• There concern is the safety of people-coming and going. They will post
the entrance and exit. At the exit they will sign it with Right Turn

Only. Discussion on the shrubs, trees and bushes. They will restrict
the employee parking to the back yard and garage. They will need to put
in more cement and are planning on putting in a 6' high fence around
the play area in the back. Their hours will be from 6:00 A.M. to 6:00
P.M. They are looking at putting bushes along the fence to muffle the
noise. They need to put in an outside entrance on the west side with a
sidewalk. Little will be changed in the front yard and the landscaping
will be maintained. Inside the fence will be a playground.
Public Comment:
Bob Carlson- 539 West Main- He thought a Day Care was a good idea and
did not feel it would affect the neighborhood. anymore than the school
playground in back of them. The only concern would be the safety factor
but he did feel if they come in on 5th West and out cn Main it would
help. The drawing looks good. He discussed the parking in the back and
wondered if they could turn the parking lot around rather than having
them back out. He did not feel the Aspen Tree in the front corner would
be in the way. Because they can't have parking in the set back it will
help.
Art Hubsher - 517 West Main - He stated his experience in getting in
and out of his driveway was it was easier to get in than to get out. He
felt they should come in on Main and go out on 5th West. He had written
a letter to go in the records stating the same thing.
Leo Heer - 575 West Main - He 1_ives on West Main but not next to this
property. He is opposed to the idea of putting a Day Care in that
house. Why would they want to put a Day Care there? That location would
be a big liability. At 6:30 A.M. he has counted 6 er '7 cars waiting to
get through the stop sign and at 8:00 A.M. he has counted as many as 12
cars lined up waiting to get through the stop sign. People would have a
hard time turning in and out of the driveway. It is a hazardous
location. His main concern would be the safety. He advised them to lock
for a different location.
Melonie Wade- 30 South 5th West- She said she had been taking her
children to their Day Care Center out of town called "The Children
Place". It is very well supervised and well rur~. The children are weii
taken care of. The children have things to occupy them.
Don Hammer - 239 South 5th West - They have taken their little boy to
the Day Care they run now. The children are well supervised and it is
well run. He did not feel this location is dangerous. The kids are
never out in the front yard and are always supervised. He suggested
that they enter on 5th West and come out on Main. Right now he had a
concern with their present location out of town because when the roads
are bad in the winter it is a concern to drive out on the bad roads.
Brad turned it over to the board for discussion.
Doug Smith told the board he had looked at that property a lot. He
felt they should enter on 5th West acid a exit on Main. It is already a
busy corner with the school and that can't be changed. This would not •
make it any worse to add this Day Care Center than it is now.
Marilyn Hanson questioned. if there would be a canape to cover the
outside stairs. "r'_e said they had outside stairs at their present
location and they just have to keep the snow shoveled out. There is
also a 2' over hang on the roof. Art Hubsher said very little snow
gets on that side of the house.
Roger Muir ques'~.ior.ed the parking in the back backing onto the
sidewalk. John ti1i_liar stated they would require the employees to park
there and the drop off would be in front which would help.
Mrs Davis told tr~iern the employees would work on shifts and would be
coming and going at. different hours than the school.
Mr Davis questioned the need for two parking spots for each employee.
The most employees they have are during the lunch hours and there are
no parents corning- at that time of the day. They don't have that many
employees dur ~g the day to need that many parking spots. Discussion on
changing the parking. John N~ill.ar sketr_hed in the parking different in
the back yard ti,.at he felt would be safer. however it would mean taking
out two big trees.
Marilyn Hanson auesti_cned if we could allow fewer. parking spots. John
told her we could not unless we change the ordinance.
John recommended that they come in off of 5th West and exit out on
Main. He recommended signing the entrance and exit only with a sign for
• a right turn: cnly onto Main Street and that the signs be official
highway signs.
A motion was made by Doug Smith to approve the conditional use permit
.,ith the following conditions, (1) that the parking be put in as drawn
on the plan with ?0 par'cing spots and with the parking in the back as
John had drawn it; (2) that the cars enter off of 5th West and exit on.
Mair. Street; (3) -hat it be signed for entrance and exit only with a
sign for a "Right Turn Only" or_to Main Street; (4) that the signs be
official hig'nway signs as john had recommended. Seconded by Roger Muir.
Bobbette abstained. All ethers voting aye..

Discussion on holding a Public Hearing for the Assistant Living Center
by Beehive Homes. A motion was made by Doug Smith and seconded by
Bobbette Carlson tc take it to Public Hearing. All Aye
Discussion on the Sign Ordinance. Discussion on the sign for Checker
Auto which will have to be changed. Discussion on the Staples Sign.
Discussion on the Subdivision Ordinance..
