All Aye. RE: ARCHIBALD AGENCY PLOT PLAN APPROVED TOPIC: (500,91,,,MAIN ST.,PARKING,ARCHIBALD AGENCY) Lynn Archibald was at planning and zoning to representing the Archibald Agency. iir. Archibald presented his plot plan for a new building cf,est of his present building. Joe showed his concerns of the parking, which was the location of the handicapped parking, other- then that the parking is sufficient. Lynn also mentioned putting in basement for storage. This would require him to have some sort: of storm drainage system. There is an area in the back of the lot that a French drain could be placed. If a basement is put in it also requires a sprinkler system in the basement for fires. Ted Whyte made the motion and Jim Long seconded to approve the plans contingent on the city departments approval of the plans. RE: LINDA EAMES PLAN REVIEW FOR SMALL SUBDIVIDSION ON 5TH SOUTH TOPIC: (500,91,,,EAMES*LINDA,SUBDIVISION,DRAINAGF,5TH S.) Linda Eames was present for a plan review for a small subdivision on 5th South, near 5th West. She would like to develop 4 lots at approximately 6000 sq. ft. The area is zoned MDR, she would develop a private drive that all of the owners will be responsible for. The road will be approximately 20' wide. It will be for more affordable housing for lower income families. (Discussion) Before the plans can be approved, they will have to show adequate drainage. The fire department may have some concern about the access. The plans will have to meet the subdivision ordinance. The commission asked Linda to bring in plans that are more detailed, including the drainage. ~~ RE: KEVIN TAGGERT REQUEST FOR C.U.P. AND ZONE CHANGE TOPIC: (500,92,,,C.U.P.,1ST S.,APARTMENT,BROULIMS) Ted Whyte and Kevin Taggert request for C.U.P. and Zone Change. Mr. Taggert showed the location and explained his plans to the zoning commission. They would like to rezone the property located directly behind the old Broulims Supermarket, and build a forty-unit apartment building. They feel that it is a good location for student housing and also for the down town area. (Discussion) They would like to purchase the house on the corner of lst South and 1st West, for a manager house. Motion was made to go to Public Hearing by Mike Thueson and seconded by Mary Ann Mounts. All Aye. Ted Whyte abstained due to conflict of interest. RE: REQUEST FOR C.U.P. FOR THE CRESTHAVEN CHURCH TOPIC: (500,92,,,C.U.P.,PARKING,CRESTHAVEN) John Watson request for C.U.P. for the Cresthaven Church. John showed the plot plan for adding onto the church. (Discussion) The present parking complies with the zoning ordinance. Davawn Beattie moved and Jim Long seconded that it goes to Public Hearing. All Aye. John Watson abstained do to conflict of interest. RE: GENE PALMER REQUEST FOR SUBDIVISION IN IMPACT ZONE TOPIC: (500,92,,,PALMER*GENE,NORTH HILL RD.,TMPA~T ZONE; MINOR ARTERIAL,SUBDIVISION) . Gene Palmer was present, representing his sister Marcel Blunk. Gene showed the plans for a subdivision which is in the impact zone located on North Hill Road. The property is owned by Marcel, and she has been approached to develop it into several lots and sell it. It would need to be developed into a subdivision, and ,they would run city water and sewer to the property. The problem with the location of the subdivision is that the Comprehensive Plan shows a minor arterial going through the north end of the property. Mr. Palmer Would like to see the road take a different route. There are plans for other arterial roads, Barney Dairy Road to the north a half of mile and Pole Line Road to the south a mile or so. He can't see the reason for another arterial road. He feels that an arterial road is too dangerous to run by 2 schools and a city park, which the speed limit is 20 M.P.H. Stephen said that because of safety issues the only way they can run an arterial road pass schools in the state is to put very tall fences up around them. Joe feels that we need to have an arterial road in that area to control the follow of traffic. (Discussion on road size & alternative roads) Gene asked if there is a way to work around having an arterial road at that location. Jim Long asked about that being a residential road rather than an arterial road. Jim made a motion for the road to be change to a residential road, motion died due to lack of interest. (Discussion on alternatives) Davawn Beattie moved, Mary Ann Mounts seconded to come back in two weeks with some alternative options. All Aye. John Millar abstained due to conflict of interest.
