All Aye RE: COMPREHENSIVE PLAN TO GO TO PUBLIC HEARING TOPIC: (500,57,,,COMPREHENSIVE PLAN,PUBLIC HEARING) Discussion on the Public Hearing for Comprehensive Plan. RaNae had `~ suggested a Pre Information Hearing prior to the hearing. A motion was made by Ted Whyte and seconded by Jim Long to set the Public Hearing for the Comprehensive Plan for April 8, with the Pre Information Hearing at 6:30 P. M. and the regular hearing at 7:00 P. M. All aye RE: SIGN ORDINANCE REVISIONS TOPIC: (500,57,,,SIGN) Val Christensen gave the Planning Board a copy of revisions that Joe had made on the sign ordinance. He and Stephen explained the changes. Stephen told the Planning Board to review these revisions and make any changes they felt necessary and bring them back to Rose if they could before the next meeting or when you have had time to review it. We will discuss it and make a decision when everyone has had a chance to review their copy of the revisions. RE: PROPOSAL FOR A L.I.D. AT PROFESSIONAL PLAZA TOPIC: (500,57,,,L.I.D.,PROFESSIONAL PLAZA,SIDEWALK,PARKING) John Watson discussed with the board that there is a proposal to get an L.I.D. on Professional Plaza for those property owners that are in agreement to move the sidewalk, curb and gutter out farther. He showed a proposed plan showing the proposal and parking. The expansion of Dr Lofgren and Lovell is what is driving this proposal. Doug said it is hard to back out when parked on the street. in the winter.. He wondered ',`~ what would happen if the road was raised up. Discussion on drainage. John Watson asked if he needed permission for this type of proposal from this group instead of just getting permission from Joe Laird. ~~ 1.. Stephen stated that the reason it would not need permission from this board if it does not alter or add a structure and is a redesign of a street. It does not re-direct the street or add additional structure. It would not require the city to give up any right-a-way unless the setback is moved. RE: PUBLIC HEARING FOR CHANGES TO ZONING ORDINANCE TOPIC: (500,58,,,ZONING ORD,LANDSCAPING,SETBACK,FENCE) 7:45 P. M. Public Hearing pertaining to the proposed changes to the Zoning Ordinance of the City of Rexburg known as Ordinance 725. The proposed changes deal with corrections and modifications to the ordinance as previously recommended by Planning and Zoning Commission. The changes are: (1) Landscaping Strips in all zones except in C.B.D. and Industrial there must be a green strip on the right-of-way from the curb to the sidewalk with a minimum width of 7 feet for all new construction and in all new Subdivisions. This will need an amendment to the Zoning Ordinance, Subdivision Ordinance and the Standard Drawings: (2) Changing the setback to 20' with the 5' to 7' planter strip to offset that 5' to 7' which would not change anything but would allow for a planter strip and allow for usable safe sidewalk that could be maintained year around in new construction and new Subdivisions. (3) To allow fences in excess of three feet if constructed out of rigid matErlalS and approved by Flanixiiig ZGni1"ig with 5v% or More See through per lineal foot and that they be between 3' and 6' high with 15 feet of the right-a-way. No one attended the meeting to give public comment. There was no comment from the members of the Planning Commission. The Public Hearing was closed. A motion was made by Jim Long and seconded by John Watson to approve the changes listed above to be made in the Zoning Ordinance, Subdivision Ordinance and in the Standard Drawings.
