All Aye RE: DALE ALLEN OWNER OF SOMERSET APARTMENTS REQUEST C.U.P. FOR PARKING LOT CHANGE TOPIC: (500,55,,,PARKING,C.U.P.,1ST W.) `~ Dale Allen was at the meeting he owns Somerset Apartments at 480 South 1st West on the corner of 5th South and 1st West. They are cramped for parking. If they were to conform to 70~ now that would still be inadequate. They don't even conform to 70~. The building was built in 1978 and the parking conformed to the regulation at that time. The situation as it is now is beginning to impact his business. He is locked on all sides. He is talking to the people about the property between the Living Center and the Town Houses but it does not front the street. There is about 100 foot of frontage there along 5th South that runs from 2nd West to 3rd West owned by Alan Batt. He is going to put apartments there. He had spoken to Mr Batt and he will provide an easement for a 30 foot strip driveway from the property between the Living Center and Town Houses out to 5th South. (discussion) Joe stated he would need a conditional use permit. Stephen explained he would need to provide proof of the easement and a site plan. John Millar told him. he would be required to provide storm drainage. A motion was made by Mary Ann and seconded by Roger to schedule a Public Hearing for a Conditional Use Permit. All Aye RE: SMITH-MCBRIDE SIGN TOPIC: (500,55,,,MCBRIDE*DOUG,SIGN,PARKING) Smith/Mc Bride Sign- Doug Mc Bride was at the meeting to discuss the sign and also parking at 33 West 1st South. He understood there was some problem with the banner that was put up, however it was just temporary to let people know where they were going to move to. He showed a picture of a sign they wanted to put up it would be 3'x5' and ~~ would be put on the fence. He also showed a parking plan for three 10' parking stalls. (copies attached) A motion was made by Jim Long to approve the sign as presented no bigger than 3'x5' as a condition of their Conditional Use Permit. Seconded by Ted Whyte. (discussion) All Aye to Motion. Joe told him the sign would have to be back of the right-a-way. Parking issue. The parking needs to be 25 feet back of the setback back. (discussion). A motion was made by Davawn Beattie and seconded by Ted Whyte to accept the parking plan as presented as a condition of the Conditional Use Permit. All Aye It was suggested that he make the parking wider if possible. They told him he could keep the temporary banner up for a short time until he got his sign up. RE: JOE LAIRD REQUEST FOR A C.U.P. TOPIC: (500,56,,,LAIRD*JOE,C.U.P.,APARTMENT,IST N) Request for a Conditional Use Permit for Joe Laird to put a duplex in the house at 514 East 1st North. Joe, Roger and Ted declared a conflict of interest. Joe explained his application, the bottom floor would be one apartment and the top floor another apartment. They did not plan to rent to students but to couples. (discussion) A motion was made by Mary Ann and seconded by Jim to go to public hearing for a conditional use permit to allow for a duplex in this house. All Aye RE: SIGN ORDINANCE RECOMMENDATIONS TOPIC: (500,56,,,SIGN,FRONTAGE) Sign Ordinance recommendations. Joe and Stephen explained the way they had revised the Basic Sign Sizes and Sign Size/Location Formulas. (copy on file) (discussion) A motion was made by Jim Long to approve the amendment to the sign ordinance as recommended by Joe and Stephen with two changes to their recommendation, on page 3 - (5) changing 2.5 to 2 and changing (6) Sign Area 10 instead of 5. Seconded by Davawn Beattie. All aye Discussion of zoning violations in the Impact Area- Trailers South West of the City and propane tanks West of the Freeway. The attorney was directed ~o write them a letter. Meeting Adjourned.
