A motion was made by Jim Long and seconded by Davawn Beattie to approve s the minutes of 1/14/98. John Millar abstained from voting because he was not at the meeting. All others voting Aye. House Keeping Amendments for 1997 to the Zoning Ordinance: RE: LANDSCAPING STRIPS TOPIC: (500,50,,,LANDSCAPING,ZONING ORD.,SUBDIVISION ORD.,) The first item that was discussed and voted on was 4/9/97 regarding Landscaping Strips. At that meeting a motion was made that in all zones except C.D and Industrial there must be a green strip on the right of way from the curb to the sidewalk with a minimum width of 7 feet. John Millar stated that would need an amendment to the Zoning Ordinance, the Subdivision Ordinance and the Standard Drawings which have been accepted by the city council. RE: CHANGING THE SETBACK TOPIC: (500,50, „ SETBACK,SIDEWALK,LANDSCAPING) Discussion on minutes from 2/12/97 regarding a possibly changing the setback to 20' with the 5' to 7' planter strip to offset that 5' to 7' which would not change anything but would allow for a planter strip and allow for usable safe sidewalk that could be maintained year around. r: ~~ • RE: FENCES TOPIC: (500,51,,,RIGHT OF WAY,FENCES,LANDSCAPING) On 9/10/97 A motion was passed to allow fences in excess of three feet if constructed out of rigid materials and approved by Planning & Zoning with 50~ or more see through per lineal foot and that they be between 3' and 6' high within 15 feet of the right-a-way. (discussion on setback) A motion was made by Davawn Beattie to change the setback in new subdivisions to 5' less to allow for the 7' planter strip. Seconded by Mike Thueson. All Aye A motion was made by Doug Smith to direct the attorney to prepare the ordinance and set it for public hearing. Seconded by Jim Long. All Aye RE: SIGN ORDINANCE TOPIC: (500,51,,,SIGN,LOT SIZE) Sign Ordinance- . Joe gave a handout to the board. Joe stated when we talked at the last meeting we were discussing a number of different ways we could measure street frontage, square footage of buildings or lot size and convert that to some type of allowable signs that would stand alone out in front, either monument or pole rnou.-,ted signs. He got a lot o£ signs ;~ ordinances from different cities and reviewed them. Bruce Sutherland reminded Joe we had agreed to just come up with a formula. Joe stated on the handout there was three different ways to figure sign size, giving examples. Strip Malls was discussed. We need to be fair with the square footage of signs for them. {discussion on the size of other sign sizes) It was felt we need to keep the sign size consistent. We need to be careful not to discriminate against the Strip Mall. What we decide needs to be able to be defended by Stephen. Stephen stated that the number has to be something that is rational not something that we created to accommodate our desire to have small signs. We need to pick a method and then not dictate. Tell them their development is entitled to so many square feet of sign subject to the following criteria. From the legal standpoint, lets not dictate to them precisely where they are going to do it. Lets give them so much square footage and tell them to do with it as they choose provided you don't give us something that is a clutter. We dictate the clutter by using somewhat the same method that Boise uses on billboards. Boise's billboard language allows for size restriction and a distance restriction on their highway. For their highway they also put in "at the speed limit how .long you must be able to see that sign.". This would be a defensible and an objective standard. A suggestion would be we don't want anymore signs in a city block than if it were all owned by an individual. Let them do what ever they want with that signage up to a maximum square footage. Stephen felt the lot size was the most defensible way to do it but he did not think the factors that we had sc ~~ ~. far are defensible. He felt the best way to approach it is with the 660 foot street can get up to 330 feet of signage and work from that onto a lot size. Take a half of a block and figure out how many signs that would allow for and work backwards from that. Create a lot size based on what he believes is a rational sign amount on a block. Doug Smith suggested that we have Stephen figure up the factor and come back with it. Stephen asked if they would be happy with some sort of a lot that would generate approximately 330 square feet of sign for a normal frontage along a single block? The board felt that would be reasonable. Stephen said they would be able to come up the factor. RE: PARKING AT THE LIVESTOCK AUCTION TOPIC: (500,53,,,LIVESTOCK AUCTION,PARKING) John Millar suggested that at the Livestock Auction they are using the highway to park semi trucks on the road and it is causing a problem. They don't have enough parking for their business. Stephen told him they are grandfathered and it is an enforcement issue not a zoning issue. They are looking for new property to relocate.
