Work Meeting on Comprehensive Plan. RaNae Mc Gee was at the meeting to
discuss and go over the plan.
Regular Meeting Starting at 7:00 P. M.
RE: REVISED PLAN FOR THE BROULIM5 PROJECT ACCEPTED

Discussion on the revised plan for the Broulims project. Jim discussed
what was discussed in the Redevelopment Agency Meeting about the
landscaping elimination on 1st West. In the meeting Glen was trying to
eliminate the landscaping on that street. Joe stated he would prefer
to see the trees relocated. Jim felt he was trying to eliminate them.
Mary Ann felt strongly that we need that planter strip. Joe stated
that if the school doesn't care enough to pay for it, they don't want
it. Mary Ann thought Broulims was paying for it. Joe told her that
Broulims are paying for the landscaping on their property. The board
remembered when Mr Broulims presented the plan that landscaping was
there. Joe stated that it had been showed on the over all plan. Joe
explained that their building permit only covers the area of the
building. Re Nae suggested that a development agreement would have
solved the problem.
Joe described that their site plan did not show that they had anything
to do with the utility strip between the sidewalk and the curb and
gutter. In trying to cut the costs, Broulims said they would do all
the landscaping in the utility strip but they wanted to change some of
the trees from being back in there landscaping strip to go out into
landscaping strip between the sidewalk and the curb and gutter. The
only difference is that some of the trees that were setting back on
Broulims property before have been shifted out into the utility strip
between the sidewalk and the curb and gutter. The width of the utility •
strip with the landscaping strip has all stayed the same.

Mary Ann stated that she felt the board was deceived because Broulims
had shown as part of their site plan, the landscaping on the east. Jim
stated that the Redevelopment Agency did not care about the landscaping
on the east side of the street. Joe said if that landscaping is not put
in, it will save the city money, because the city won't have to put in
a sprinkling system or trees in that area. Joe stated that some of
their feeling was that they felt the school should be doing some of it
and we have not been able to get the school to do any of it.

A motion was made to accept the revised site plan on the Broulims
Property as shown. Seconded by Davawn Beattie. All Aye Joe explained
it would be extended in front of J.B.'s with the same landscaping strip.
The board felt it should be in the agreement that the landscaping strip
will be maintained. Continued discussion on the landscaping on the
East side of 1st West. P&Z felt the landscaping should be put in as it
was previously shown.
A motion was made by Mary Ann that we request that they put back the
planting area with trees, grass and a sprinkling system on the east
side of 1st West as proposed in the original plan. Seconded by
Davawn. All Aye.
A motion was made by Jim Long and seconded by Mary Ann Mounts to
approve the minutes of September 10. All Aye
A motion was made by Jim Long to recommend that all items dealing with
landscaping and tree issues be forwarded to the Tree Committee.
Seconded by Davawn Beattie. All Aye
Rose was asked to write a letter to the Redevelopment Agency with the
recommendation about the landscaping by the Broulims Building.
A motion was made by Mike Thueson and seconded by Mary Ann Mounts to
adjourn. All Aye
