Present were: Chairman: John Millar Members: Davawn Beattie Mike Thueson Richard Smith Mary Ann Mounts Jim Long City Clerk: Rose Bagley Attorney: Stephen Zollinger Engineer: Joe Laird A motion was made by Jim Long and seconded by Mary Ann Mounts to approve the minutes of March 12, 1997. All Aye RE: HOSPITAL PARKING LOT TOPIC: {400,175,,,MADISON MEMORIAL HOSPITAL,PARKING LOTS,SIGNS, HANDICAPPED) John Watson Jr. was at the meeting to present the revised plans of the Madison Memorial Hospital parking lot. They had met with Joe and he had been pleased with the modificatio..s they have made. There :•:ould be plenty of visual control over the intersection. The entrance to the emergency entrance would be on the South West corner. Signage would help direct the traffic. They had complaints on the grade of the existing parking lot. There would be better Handicapped Parking and parking for the elderly. The existing city storm drainage comes right through there. This would make 75 parking places instead of 48. A motion was made by Jim Long and seconded by Mike Thueson to take the plan to public hearing so all the neighbors can be informed and be able to see the plans. All Aye RE: 5UMMERSET APARTMENTS PARKING LOT TOPIC: (400,175,,,SUMMERSET APARTMENTS,PARKING LOTS,APARTMENTS, RIGHT-OF-WAY) Mr and Mrs Dale Allen were at the meeting to show plans for an addition to the Summerset Apartments Parking lot. They have been housing women but have now changed to housing for men. They have more men with automobiles than they have parking for. They are land locked on both sides. They would like to take the grass out on 5th South and restructure the sidewalk and cut the curb down They then could make 135 parking places instead of 115. The planning board told them this would put the parking stalls on the right-a-way which can't be done. It is against the ordinance. It would also eliminate the percent of open space required by the ordinance. • Discussion on the meetings on the Comprehensive Plan. Joe said it would be be finished about two weeks after school starts in the fall. Discussion on the traffic problem when the new building is open. Meeting adjourned. • •
