RE: WENDELBOE REQUEST FOR C.U.P. FOR MOTHER IN LAW APARTMENT -
SHOSHONE & MILLHOLLOW

Mr & Mrs Calvin Wendelboe were at the meeting to request a Conditional
Use Permit. They have bought the last piece of land on Shoshone right
across from the triangle that is by Millhollow. They are going to
build a home and he showed the plans which is about 2200 square foot
per floor. They would like to construct a mother-in-law apartment with
a rear entrance. They would like to rent the apartment to a couple or
a single person during the interim period before an elderly parent
lives there.. He read the amendment to the Protective Covenants
regarding an apartment as recorded March 1964 . It is zoned L.D.R.1 for
single fam~.ly needing a Conditional Use Permit for an apartment. Mary
Ann told him that if the apartment is used for immediate family he did
not need a Conditional Use Permit, but if it was used for an apartment
rental for anyone not in the family he would need one.~Discussion on
parking. A motion was made by Mary Ann and seconded by Mike that we
schedule this for Public Hearing for a Conditional Use Permit. All Aye
RE: DOWNTOWN REVITALIZATION

Downtown Revitalization- Joe explained that it looks like the old
Washington School property is going to sell to a developer for a
grocery store and some smaller businesses. There is a possibility that
we can get a $500,000 grant .for revitalization of the downtown area.
The grant proposal will need to be in by March. We need to come up

with ideas for improvements. (he gave a handout with suggestions
attached) Discussion. John Watson. suggested utility improvements,
especially storm drainage. Joe told them there is a bad problem in the
downtown area with the sanitary sewer. Jim asked what they are trying
to accomplish? If it is to get people to shop, you need something to
get their attention to entice people to shop, putting storm drains and
new sewer in will not draw anyone downtown if that is what you want to
do. Joe stated we probably need a new sewer in that area before they
build a new building. John Millar told him that is a new sewer in that
area for that property. (discussion on parking) Jim suggested that we
need a way to get to the parking lots. When you go from the parking lot
behind Forters to College Ave, unless you go through Porters it is hard
to get through the alley. Craig told them he had seen several downtown
redevelopments in northern Idaho. Most of those towns downtown area do
not recover from a Walmart. The downtown becomes more of a service
area with some restaurants. To make it work you need to make the
downtown area more pedestrian friendly. Discussion on possibility of
making College Ave so it would entice pedestrian traffic. John Millar
discussed some of the the things other cities had done. After
discussion, Mary Ann suggested that everyone go home and think about it
and make suggestions at the next meeting.

RE: ARTERIALS - MOTION PASSED

Joe explained that on the map we show 5th South being a residential
collector and being extended over to Millhollow, and 2nd South as a
neighborhood collector and the other choice is whether it is Shoshone
or Millhollow as a neighborhood collector. He wanted the feeling from
this group as to if Shoshone or Millhollow would be better for a
neighborhood collector. It was felt that the right-a-way and setback
were bigger and there is more room on Shoshone.
Richard felt that Shoshone and 5th South .should serve as neighborhood
collectors. Shoshone and 5th South would relieve the pressure on 2nd
South and help to empty the residential areas. 5th South and Shoshone
are important streets.

Richard discussed the sweeping turns vs square corners. Joe felt that
there needed to be the sweeping turns. Discussion on cost of
acquisition of property for right-a-way. {discussion)
Stephen told them when you draw a line on the map, it is okay, but if
someone wants to build a house where the line is you will have to buy
the. property to prevent the house from being built. The city also has
no control of the arterials outside of the Impact Zone. We can only
show how it ties into the county arterials. Richard stated that as he
saw it when you draw a line you are- making a decision as to how the
development will go. He wondered if we were a little premature with

drawing all these lines on the map. He felt we should only draw the
roads in that are necessary and needed.
A motion was made by Jim Long to keep the arterials as it shows on the
amended map as per our motions made at the last meeting. Seconded by
Mary P.nr. Mounts. Richard declared a conflict of interest. All Other
Members present voting Aye Richard told them he would support their
decision. (Stephen cautioned that our only jurisdiction is in the
Impact Zone.)
RE: FUNCTIONAL CLASSIFICATION MAP

Mayor Boyle arrived at 8:30 P. M.
The mayor told them we need a Functional Classification Map into the
state right away which can be changed every 5 years.
Discussion of the County Land Use Plan. The board was advised to
attend the county meetings if they had any input.
