Mary Ann Mounts took charge of the meeting in the excused absence of
John Millar.
A motion was made by Jim Long and seconded by Doug Smith to approve the

RE: HOSPITAL MASTER PLAN PHASE 2

John Watson declared a conflict of interest and presented Phase 2 of
the master plan of the hospital. It had been presented previously, but
this is an update. He explained the plans for the major expansion of
the E. R. which would be about 10,000 square feet. The ambulance bay
will disappear and a new ambulance bay built to house three ambulances
and living quarters in the back. You can drive through the bay with a
place for the public to drive through or the ambulance can come
through. The design is so it will separate the public from the medical
needs of E. R. Right now you can walk down the hall and look in the
rooms in the E. R. section. There is also a total redesign of the
business office and an addition. They are bidding that and a total
second level. The nursery will move upstairs and all the nursery
related functions will go up stairs. Labor, delivery, and recovery
will go upstairs. There is an area for older patients under medicare.
Right now the front entrance parking lot is hard to get in and out.
They are going to adjust the grade and widen it. Discussion on egress
and ingress. John explained the complete plan and entrances. He
explained the drop off area. He felt that the signage is inadequate.
He is proposing right where it would be visible from Main Street. There
is a large planting area. They want to put up a sign for directions
that would be highly visible and lighted, so when you come up Main
Street, you can see it. It will direct traffic.

County Land Use Plan- (see attached map). Joe also had mailed a letter
to the board he referred to. (attached) Joe explained. He wondered if
we should have comment into the county plan. The plan shows a little
bit of industrial on the north west and south west of the south
interchange. The is a well drilling business and a bulk plant along
there. He thought it should be a Highway Business Area. It is down
wind of the city so if there was a smoke stack all the pollution from
that area would come across the city. Those businesses would be
grandfathered. He pointed out an area that was transitional
agriculture which basically says it can be turned into residential with
very little problem. The east side and south side of the city in the
Impact Area is not transitional agriculture zone. (discussion) The
county is having hearings in all the rural areas every Thursday night.
The Public Hearing in Rexburg will be February 27. Stephen explained
the map further. Stephen gave everyone a copy of County Proposed
Zoning Book to review. A motion was made by Richard Smith that we
review all the information and map and at the next meeting this group
makes recommendations and have Stephen draft a letter to the County
with those recommendation. Seconded by Davawn Beattie. All Aye
RE: ROAD DESIGNATION

F_ Road Designation- Richard told Joe he felt he was making a mistake not
using Pole Line Road as the arterial. To go the other way, the land
acquisition will be very expensive when you already have the
right-a-way on Pole Line Road. It would be a very expensive proposition
making the other a road which will come off of the interchange and
swing past the south side of Cresthaven Church. That road would go
through the middle of Richard's farm and through the middle of Kelly
Sommer's farm and swing down through one of the washes onto Sommer's
road. Doug stated you couldn't get out of the wash. Richard said
construct would be very expensive and obtaining the right-a-way would
be very expensive when just a quarter of a mile to the south you
already have an established road and a right-a-way. Basically it would
only mean widening Pole Line Road. (discussion) Looking at the map,
Richard told them it would be very difficult to bring a road up out of
the wash that they discussed. (discussion) Discussion on the road
going up past the Cresthaven Church, to 2nd East, to Millhollow.
Millhollow is still usable on the South part until you hit 5th South.
Any road that is proposed should hook up to all the feeder roads. The
road as designed does not hook up to Pole Line Road. It would not cost
nearly as much to widen Pole Line Road. It was suggested that they
take part of the grass at the Cresthaven church and get rid of the
parking lot on the north side of the church and put all the a parking
on the south west and east side and have a real nice straight road to
come into 2nd East. Davawn stated the college would give up some

F Stephen suggested that we need to look again at 1000 North that Joe has •
`. designated as a major arterial. We will never get the right-a-way for
that as a major arterial. He suggested that it be reduced to a minor
arterial.. A major arterial is from one population to another. That
property is proposed as residential. A minor arterial has 5 lanes and a
major arterial has turning lanes.
A motion was made by Richard that 1000 North be changed to a minor
arterial and that we delete the curve. Seconded by Jim. All Aye
Jim made a motion that we designate 15 South to connect to 1000 East
and that it be a major arterial from 15 South North, to 1000 North.

A motion was made by Ted that if it is feasible 15th South should go on
the North Side of the Cresthaven Church (if it has not been platted).
Seconded by Richard. All Aye.
A motion was made by Davawn and seconded by Richard to adjourn. All
