A work session only was held. RE: MAP OF COUNTY'S TRANSPORTATION PLAN DISCUSSED TOPIC: (400,101,,,MAPS,ARTERIALS,EASEMENTS,COMPREHENSIVE PLAN) Joe explained a map for the County's Transportation plan. This has not been approved by the County Commissioners or their Planning Commission yet, but it has been reviewed by the Transportation Committee and there will be one more meeting with them before they really approve the county transportation plan. This is the most recent version, but there still might be some changes. (referring to the map, copy attached) The lines shown in purple are the ones that would be major arteries because they will be the ones carrying the most traffic in the long term. The yellow lines would be termed a minor arterial. Either of them would probably have a 90 foot right-a-way, the purple ones may go to 100 or 120 feet of right-a-way at the major intersections with other major streets for right turn lanes of double left turn lanes. This would be bases for a long time in the future when the area around Rexburg is completely built up so when you go through the Idaho Falls stage, the Boise stage and Salt Lake stage. This would provide arterial streets if the area were built up. This would be planning so if subdivisions develop and as we see all of the homes being built on county roads through out the county so the county and city has some means of saying we need this amount of right-a-way on these particular road and have an overall plan in mind as to what is going to be the major roads and some idea of what the widths will be. Seventh south from the interchange up to south of college over to the east is one of the main east west arterials. It would be good if Main Street would have been extended to the east, but instead we have a hospital in the road. We now will have to go to 1st North and extend it to the east and down through the Millhollow area and up the cliffs on the other side to provide some kind of east-west arterial for the downtown area. Just above that is the Barney Dairy Road as we have discussed it would be good if that was a much wider road but with it having a narrower right-a-way it is still going to become one of the heavier traffic streets in town in the future years. Discussing the drawings as attached sheets explains. Discussing the bike and jogging paths. (the people did not come to the meeting for the Millhollow Subdivision plan) Stephen told Joe if they adopt this map in the formal sense that is being implied, they have to start paying people for those easements. His guess is this is a Comprehensive Plan type map without dictating that this is a mandated roadway. These are conceptional maps because State of Idaho anytime they make an informal mandated roadways they in . can be forced to buy the land, which in this case would be millions of dollars. Joe said it would give you a guideline so when the area is platted, you can require it be platted as part of the subdivision plat for the right-a-way. Mike asked if anyone could build a house where the roads are indicated on the map? John Millar told him they could. Stephen told him the county is in the position to deal with that right now with their Planning & Zoning Ordinance that they are working on. They can restrict access on any county road today and have been able to do that before but have not exercised it. If the county has this map as a general plan and they act upon that in the back of their mind this is a Comprehensive Plan, if they are doing their job well their Planning & Zoning will start to act upon this. Stephen suggested the roads he is talking about are those like 10th East that are non existing roads. Stephen explained that on section lines there are established right-a-ways, but we can't claim right-a-ways along any proposed roads unless they want to pay far them. The Pole Line road was a section line road that was taken by an easement, but when they went to widen it the last time they had to get somemore easements. The county has a statutory right to the easement along the section line road but they have to improve it. They can't just tell someone they can't use the property on a section line road because they have an easement. Stephen explained to Lyle Smith that these roads are proposed for several years from now, they want to be aware of where the proposed roads are. (Joe explained the roads in the Millhollow, Barney Dairy, and 1st North areas). Joe asked Lyle Smith where he would like to see a road. Lyle explained where he farms and where Sefferd's property is next to Lyles. John Millar explained that in the Comprehensive Plan it shows 5th South coming, in and tieing into Millhollow. (discussion) Stephen had to leave. RE: SIGN ORDINANCE RECOMMENDATIONS TOPIC: (400,102,,,SIGNS,SIGN ORDINANCE) Sign Ordinance- Because we don't have a quorum, we can't take any action only make recommendations. Billboard- Non Accessory Signs- A recommendation to delete "Billboard" and on Non-accessory Off Premise (Free Standing) add to 24 sq. ft or None above building height except by C.U. There is a error on Copy Area, it needs to be 100. ~~ s The other one is in all areas, adding to allow all Non Commercial Directional Signs within the Public right-a-way. John Millar suggested that instead of entering it in every table, to just enter it in a line item. Just put an * behind Directional signs in all areas and bring it down and say, "Non Commercial Directional Signs allowed in the public right-a-way with a Conditional Use Permit" no more than 6 square feet. Sub referenced under Section 15.01. (footnote) "O" Lot Line- Stephen wanted to talk about the "O" Lot Line but he had to leave. Household Pets- A recommendation was that we allow 5 mammals and direct off spring which can't exceed that number for more than 3 months.
