Ted Whyte moved to approve the minutes of 1/24/96. Mary Ann seconded
the motion. All aye.
Mary Ann moved to approve the minutes of the work meeting 2/8/96, with
one correction. Mike seconded the motion. All aye.
~/• RE: SITE PLANS FOR GREASE MONKEY PRESENTED

Larry Hudson, Mountain River Engineering, presented site plans for
Grease Monkey north of Wal Mart.
Phase I would develop the front acre of the 6 acre parcel. Plans had
been changed, following the recommendation of the City Engineer, to
have a dedicated roadway along the north line instead of a 30 foot
frontage road as .originally planned. (Plans were shown and explained.)
Phase II might include a hardware store to the East. It would be a 80'
x 150' building.
John Millar said the road straddles the property line and asked how the
other property owners feel about it. The Mais, who own the Grease
Monkey property have agreed to the road and are willing to pay their
share of the costs. The other property owners to the north have not
been asked. The Fire Marshall is against a private frontage road and
feels a dedicated road to the north would be better for the utilities
and give them better access.
They will put in curb and gutter, sidewalk and utilities for all of
Phase I now. They. will do the same for the rest of the property as it
is developed. At this time the nearest sewer line on their side of the
• road is at 1000 North. They would rather dig under the road and
connect to the sanitary sewer line there. The water line runs along
their side of the road now. It is a 12" line and they will attach with
an 8" line. The storm drain is also on their side of the road now and .
they will hook on to it.
Eric pointed out that this has not been platted and is worried about
1/2 a street being built. Roger felt this would be a benefit to the
adjoining properties. With explanations to the property owners, they
may see the advantages. Joe said that Lois Grover and the Davidson's
have contacted him and stated that they have no plans for a road system
at this time.
Mr. Hudson asked if the City is willing to participate in the
installation of the utility lines. Joe said the City participates in
the extra sizing, but other than that it would have to be part of the
annexation agreement. He could also recoup his costs by charging
people as they attach to the system. Whether the utilities will be
private or dedicated would depend on the terms of the annexation
agreement.
In discussing the advantages and disadvantages of only 1/2 a street
being built, the Planning & Zoning Commission felt that 1/2 a street
would be better then a 30' private driveway. If other property owners
do not agree to the road they may have to concentrate the utilities on
the Grease Monkey side. They would prefer to have them down the middle.
John read from the Subdivision Ordinance page 18 #3:
3. Half-street dedications shall be discouraged; provided,

however, the City may accept a partial street dedication when
such street forms the boundary of the proposed subdivision
and is deemed to be necessary for the orderly development of
the neighborhood, and provided the City finds it will be
appropriate to require the dedication of the remainder of the
right-of-way when the adjoining property is developed. When
a partial street exists adjoining a proposed subdivision the
remainder of the right-of-way shall be dedicated.
If this area is divided into 3 or more parcels it will be considered a
subdivision.
They are asking for one approach and a 2nd one on the 1/2 street.
Roger would like someone to contact the Johnson's on the North to find
out their views on the street.
Mary Ann moved to table this until after the public hearing on the

RE: PARKING LOT - RICKS COLLEGE PRELIMINARY PLAT (CORNER OF CORNELL
AND 3RD SOUTH}

Davawn Beattie presented a rough draft of the plans for a parking lot
on the corner lot of Cornell and 3rd South. The drainage will drain to •
3rd South. There will be a 13' retaining wall at the Northwest corner
of the alley. ALL TRAFFIC will enter and exit on to 3rd South, not

~/ • Cornell. His question is do they need to apply for a variance because
they cannot meet the 25' setback requirement on both Cornell and 3rd
South? Their plans are for a 4' brick planting stripe, 8' sidewalk and
8' landscaping. Total of 20'. Yes, they do need to apply for a
variance.
RE: MADISON FORD BUILDING - PRELIMINARY PLAN

John Millar declared a conflict of interest. He showed a preliminary
plan for some minor expansion to the Madison Ford Building. It is
mostly cosmetic but they are redoing the entire parking lot. They are
acquiring more property onto 5th West.
They will do curb and gutter and widening of Yellowstone Highway.
(They will extend the asphalt to the curb and gutter. It matches
fairly close now.) The old highway has 66' of right of way. It is
hard to widen to the West because of the power line. The sidewalk will
be contiguous to the curb.
There is no curb and gutter there now and never has been, so, by their
putting it in they will establish the road - setting precedence.
It is 4 lanes now.
5th West has no deeded right of way on the West half of the street.
! • They will drain one portion to 5th West and then put in shallow surface
injection wells for the rest. They will get water off from 5th West.
There is no water line on the old highway. There is no fire protection
so they will run a fire line in off from 5th West to the Madison Ford
Building.
They have modifications to make and will come back with a final plan.

RE: RANAE MAGEE - WORK MEETING

John asked Ranae if she was interested in working with them on the
Comprehensive Plan. Rose asked her to put together a proposal and she

had one to present. She wasn't sure how realistic it was but it would
give them a "ball park" figure. (She asked several questions regarding
how much had been done already.} She asked what they thought the major
issues were and the Commission felt they were:
- Transportation
- Recreation - Bike Paths, Golf Courses, etc.
- Business Districts
- Commercial Developments
Mary Ann asked how she felt about doing this in combination with Terry
and the County and RaNae felt she would have to see what all that
involved.
There have been some significant changes in transportation, building
and direction in the last few years but you still may be able to use
some of what you have in the current Comprehensive Plan.
RaNae had copies of a draft plan she had just finished working on with
Menan so they could get an idea of her style. Also, she had a summary
of the Idaho Falls Comprehensive Plan that she had worked on. There are
two things that she would propose to do: 1) Determine what the Land
Use was and 2) Go out and talk to people before they start the plan.
(She explained how she did this in Idaho Falls and what they found
out.) You can get a good feel for how the community feels, where their
values are and what they would like in the Plan, all, before you go to a
Public Hearing.
Eric was worried about the City plan being lost if we do it at the same
time as the Madison County Plan. Will we get the input we want?
(Discussion).
RaNae said her proposal was negotiable - mapping, "leg work", etc. The
reality is, she works for the City of Idaho Falls and they always come
first. They get at least 40 hours a week if not more. Because there
is so much leg work there is a person she now works with who is
available from 8 to 5 and she is a landscape architect by training.
She covers a lot of the leg work that needs to be done. There is a
time frame included with her proposal.
Mayor Boyle said they have $5,000 budgeted for this from now to
October. There is a real need for a Comprehensive Plan. It gives
Grant application real meaning.
At the next meeting they will make a decision. RaNae said she knows
Terry but has never worked with her. If they decide they need a
different proposal she would need to sit down with Terry and find out
just what they have done and how they have done it. Her proposal right
now does assume that some things have been done.
Davawn asked RaNae what she saw as
this. RaNae said mainly as:
- defining the issues
- what they .want from citizen
- setting the guidelines
their role (the Commission) in

The Commission needs to review the existing Comprehensive Plan and
RaNaes proposal.
