RE: NEW COMPREHENSIVE PLAN DISCUSSED

Terry Ottens representing A.I.C. was at the meeting to discuss the
Comprehensive Plan. She has been working with Madison County for the
past year. She is working through a Community Block Grant giving
technical assistance in Planning & Zoning to Cities and Counties. The
purpose of being here is to talk about Rexburg's Comprehensive Plan and
its update and some of the options in doing that.
There are four options.
1. Hire a consultant
2. Do it yourself
3. Hire A.I.C.
4. A combination of any of the 3 above
She gave Rose a list of consultants and a draft request proposals and
handed out a guide for the development of the comprehensive plan.
A.I.C. has a two phase program and are funded by a Block Grant. The
basic service is free explaining they have a library on growth
management. They will do training sessions at no cost to the city.
The second level of their service is hands on. They do contract with
cities and counties. The difference between their service and a
consultant is they do not do all the work. The work is done by the
Planning Committee and the City Council. They would help with meetings
and help set up the 14 components and guide the city through the
process and go through the review and help set up the community
involvement meetings. They normally charge $5000 to work with a city
to up date their comprehensive plan and make sure their zoning
ordinance and subdivision ordinance are in compliance with that plan,
however, Rexburg will get a break because she is currently working with
Madison County. A lot of the statistics that need to be collected, they
have already collected. They also charge for travel. They will try to
coordinate the trips so the county and city can share the charge. Maps
are not included.
The board discussed Ranae Mc Gee working with the A.I.C. to do the
plan.
