RE: DISCUSSION OF DEVELOPMENT NORTH OF WAL MART
TOPICS: (400,56,,,GREASE MONKEY,WALKER PROPERTY,ANNEXATIONS)
Joe discussed with the board the proposed development North of
Walmart. There is a proposed Grease Monkey Development and a Hardware
Store, possibly later there will be a warehouse or storage units
behind. He discussed the accesses and flopping the development over to
abut the Walmart Development. There needs to be some type of street
system back in the development.
Stephen explained that in 1992 there was an annexation proceedings for
property North of Walmart contingent upon the sale of the property, but
the sale did not go through. Rod Jones, of Coldwell Banker Reiley
Realty, approached the city and asked if they could still bootstrap
that annexation back by selling it now? After looking at it we told
them if they made it exactly the same annexation we could probably
allow it because we had already had public hearings. After looking at
it there are enough mistakes and inconsistencies that we feel they need
to start over with annexation. They took annexations papers with
them.
Discussion on the two approaches and discussed if two approaches were
safe, apparently the Highway Department approved two approaches. Joe
stated that 1000 North needs to have a 90 foot right-a-way because that
will become an East-West Arterial for that end of town. That will need
to be looked at when we look at an Arterial Street development.
RE: SUMMERWOOD TOWN HOUSE PLAT
TOPIC: (400,56,,,SUMMERWOOD SUBDIVISION,TOWNHOUSES,PLATS)
Summerwood Town House Plat- John Millar declared a conflict of
interest. Mary Ann chaired the issue. This is the same plan he
presented before. The only difference is the new ordinance requires
that any deviations from the ordinance be on the face of the plat,
which he had done in the right hand corner. On the top on the last
line he had calculated the average lot area 8086 square feet and the
ordinance requires 8000 square feet. John explained. Jim discussed a
bike path going along the back of this property on the easement.

• (discussion) Stephen stated that we can't legally require them to leave
an easement for a bike path. A motion was made by Ted Whyte to pass and
approve for final approval this plat as drawn up. Seconded by Jim
Long. All Aye
A motion was made by Roger and seconded by Mike to approve the minutes
with one correction. All Aye
RE: REPORT ON ARTERIALS FROM COUNTY COMMISSIONERS
TOPIC: (400,57,,,ARTERIALS,BARNEY DAIRY ROAD, COUNTY COMMISSIONERS)
Roger reported that he had talked to the County Commissioners about the
arterials. After reading the City Council minutes, he found the City
had not designated the Barney Dairy Road as an arterial. The county
felt if they go in and approve arterials at this time while the
Comprehensive Plan is being developed, they were walking over
themselves. The Commissioners idea is to wait until the Comprehensive
Plan is done, which will hopefully be by fall. That will be included in
the Comprehensive Plan and be taken care of instead of more
ordinances.
Roger questioned if there could be a frontage road in front of the new
Grease Monkey?
