Hancock Engineer: Joe Laird Fire Inspector: Dee Owens A motion was made by Davawn Beattie and seconded by Jim Long to approve the minutes of 10/25/95. A11 Aye RE: PLANS FOR STORAGE SHEDS ON S 5TH W - DOUG RASMUSSEN TOPIC: (400,43,,,5TORAGE SHEDS,RASMUSSEN*DOUG,STORM DRAINAGE,5TH WEST, FIRE CODE) Doug Rasmussen was not in attendance at the meeting so Joe presented his plans for storage sheds on South 5th West, North of of the Railroad Track, which is zoned Industrial. It is next to Melaleuca. He is proposed is taking the existing building. He has a slab on the north side and he is going to build a building on that slab, a ten unit storage shed that would face to the north and a another building on the west of the existing building and it would be sloped in both directions. Coming down along the side would be 18 rental storage units, they would, slope in one direction from front to back. The other rental units slop from front toward the railroad tracks. There would be a four foot high concrete wall and 2x4 construction above the concrete wall. The access would be off of 5th West. Drainage-He said he would get with the neighbors and Joe told him they would need somekind of an agreement that would cover storm drainage. He said they would put it into the irrigation ditch. The interior will go to a french drain. (discussion) Dee Owens said they reviewed the plan and the main problem they have is access to the back part of the buildings. The fire code says 150 feet. He suggested that he eliminate one or two units to give access. Another thing is water supply to the area, people would not be living on the property and they do have a fire hydrant within 150 feet._He is complying with what it is zoned for. A motion was made by Mary Ann Mounts to approve the plan with the condition that he meets the fire code. Seconded by Davawn Beattie. A11 Aye. RE: PUBLIC HEARING FOR ANNEXATIONS NORTH OR TOWN TOPIC: {400,44,,,PUBLIC HEARINGS,ANNEXATIONS,RAILROADS,BUSINESS PARK, ARTCO,HORKLEYS,ULTIMATE DIRECTION,WALTERS READY MIX,BEER SALE, UPPER VALLEY ELECTRIC) 7:30 P. M. Public Hearing pertaining to the annexation to the City of the following described properties: Tract 1, (R.R. right-a-way and Business Park & Artco Business Park} Light Industrial (L.I.) Tract 2, (Horkleys) Highway Business District (HBD) Tract 3, (Ultimate Directions} Highway Business District (HBD) Tract 4, (Upper Valley Electric) Highway Business District (HBD) Tract 5, (Walters Ready Mix) Industrial (I} John opened the hearing for public comment. Gordon Thatcher, representing Bryce Thatcher from Ultimate Directions was at the meeting to discuss their property. Ultimate Directions is a manufacturing plant, that is the main purpose and is an Industrial Use. The entire 17 acres will probably be Industrial Use. They want to request that they be zoned Industrial rather than H.B.D. to be conforming to what they are and what they will be. Eric questioned Tract 2 Horkley? John told him the council had agreed that they would be brought in under grandfathering the sale of beer an Sunday. A motion was made by Jim Long to change Tract 3 Ultimate Directions property to Light Industrial as opposed to H.B.D. and annex that property. (discussion on present zoning). Seconded by Davawn Beattie. All Aye A discussion that Upper Valley Electric had decided they didn't want to be annexed, however the city have requested that they be annexed. A motion was made by Jim Long to recommend that Upper Valley Electric be included in the Light Industrial Zone as well and be annexed. Seconded by Ted Whyte. All Aye Close Public Hearing. RE: PLAN REVIEW FOR APARTMENT COMPLEX - DAVE RASMUSSEN TOPIC: (400,44,,,RASMUSSEN*DAVE,APARTMENTS,WEST WINDS,PLOT PLANS, DRAINAGE,PARKING,SETBACKS) Dave Rasmussen- Plan review for apartment complex. He is going to do a six plea now. When he did his last development, he was required to submit a plot plan of the full development. This will be an addition to West Winds. He has drainage on site. John indicated that the two parking spots in the setback zone needed to be changed, no parking is allowed in the setback area. It does not meet the setback requirement but it does meet the criteria under existing buildings. Discussion on the sidewalk and the grade and who had the liability. John told him to get with Joe to make sure the parking is adequate. A motion was made by Davawn Beattie to approve the plot plan as shown with the adjustment of the parking on the N. W. corner to meet the setback area. Seconded by Eric Erickson. All Aye RE: VARIANCE REQUEST FOR HOUSE ON CORNER OF 1ST S & HARVARD TOPIC: (400,45,,,VARIANCES,IST SOUTH,HARVARD) Ted Whyte declared a conflict of interest. He was requesting a variance on the corner of 1st South and Harvard for a house prior to a sale on the property. He showed drawings and explained. The house the perspective buyers are proposing to put on the property would not fit on the lot unless they got a variance. The lot on Harvard is 57 3/4 inch wide, showing the dimensions of the house they want to put on the lot. They are short with the 19 feet from the house to the street on Harvard and that is where they are asking for the variance and also the total lot size should be 8000 to meet the requirements and it is about 7200. The board felt there was no problem with the size but the house plan is in question. Existing substandard lots are grandfathered. John stated if he lined the house up more they would not need a variance. The board stated they were having a hard time with "Hardship" for the lot with with this house plan. Ted was just asking for a feeling of the board on this property. We have to comply with the four criteria items of the ordinance. John told him there was maybe but no guarantee. RE: VOTE ON ANNEXATIONS NORTH OF TOWN TOPIC: (400,45,,,ANNEXATIONS,RAILROADS,BUSINESS PARK,ARTCO,HORKLEYS, ULTIMATE DIRECTION,WALTERS READY MIX,UPPER VALLEY ELECTRIC) John told the board we need to vote on the annexation approval on the parcels that we have not approved. Mary Ann stated that she had a conflict on the Walters property, they are related. Parcel 1 being the Railroad and Highway right-a-way at the zone as stated. A motion was made by Jim Long and seconded by Davawn Beattie to annex parcel 1. All Aye Parcel 2 being Ultimate Directions which we have covered. Parcel 3 being Horkley property- A motion was made by Mary Ann Mounts and seconded by Davawn Beattie to annex and zone parcel 3. All Aye Parcel 4 we have covered. Parcel 5 being Walters -Mary Ann stated a conflict- A motion was made by Jim Long and seconded by Ted Whyte to annex and zone parcel 5. All Aye Meeting adjourned. •
