RE: PAPA ALDO'S PIZZA PLAN REVIEW TOPIC: (300,195,,,PAPA ALDO'S PIZZA,PLAN REVIEWS,IST NORTH,2ND EAST, TRAFFIC) ~~ Papa Aldo's Pizza plan review. This is located at the corner of 1ST North and Second East east of Washington Federal. Scott Meyers was at the meeting to present the plans. The plans were drawn by Keith Kennedy, Architect. Joe said the plans meet the landscaping requirements, parking requirements, and all other requirements. It is in a H.B.D. and there are no screening requirements. The person they bought the property from owns a concrete plant and he proposed to give them free concrete so next spring or summer they could build a nice wall around the parking area. Dave is retaining part of the property where the little garage is. Jim ask about the safety with people trying to make a left hand turn into the parking lot. -Right now there is a problem with people turning into Maverick and this will compound it. It was decided that would be a State Highway Problem. John told him he would have to have an approach permit from the State. It was felt that it was a striping problem. John stated the problem is they are allowing parking south of there. If the parking was taken away it would be better. Mr Meyers told them they are primarily a evening business and would have no objection offering parking for the businesses if they need some parking during the day. John said this will generate much less traffic than the car wash would have generated. John stated that he thought it met the requirements of the ordinance, but possibly the traffic safety committee should approach the highway department about eliminating the parking and getting the turn lane down • further. Bruce said especially with the completion of the road with five lanes and no parking out to 1000 North. Jim said the same problem exists with cars turning into Thueson. Joe told the board the major J ~~ i, turning into this business will take place at the intersection of first north, they will turn there and come over to that driveway off of first north. John stated that we can't officially approve it, because we are short one member, but we can make a recommendation. Jim Long recommended that we accept the plan for "Papa Aldo's Pizza" and recommend he get a building permit. Seconded by Marsha Bjornn. All voting aye with a straw vote. RE: REXBURG BUSINESS PARK FINAL REVISED PLAT FOR PHASE ONE TOPIC: (300,196,,,BUSINESS PARK,PLATS,PROTECTIVE COVENANTS) Rexburg Business Park Final revised plat for Phase One. John Millar declared a conflict of interest. Mary Ann Mounts chaired this issue. At the last meeting we approved the plat for the entire subdivision as a plat, it is going to developed in phases. It has been broken into Phase One and only Phase One will have a final plat filed on it at this time. He handed out the revised Protective Covenants with the change made on the sidewalks and setback between buildings. A recommendation was made by Jim Long that we accept this plat. Seconded by Ted Whyte. A11 Aye to straw vote. RE: ARTCO PLAT TOPIC: (300,196,,,ARTCO,PLATS,PROTECTIVE COVENANTS) f In conjunction with the Business Park is the Artco Plat with the same ~~ covenants as the Business Park with only the name change. John declared a conflict of interest. A recommendation was made by Marsha Bjornn and seconded by Jim Long. All Aye to straw vote. John told them the status of the construction is the sewer line is under construction now hopefully in about 10 days they can hook their sewer up. The about 10 days after that they should have water. RE: RICKS/PALMER SUBDIVISION FINAL PLAT TOPIC: (300,196,,,RICKS/PALMER SUBDIVISION,PLATS) Ricks Palmer Subdivision final plat, John declared a conflict of interest, asking Mary Ann to chair this issue also. The preliminary plat was approved. This is the final plat on Division 3. A recommendation was made by Ted Whyte to approve the Ricks Palmer Subdivision Division 3 Plat. He isn't going to put houses or a street in ,now, he is going to farm the land, he is just putting in utilities. Seconded by Marsha Bjornn. All Aye to straw vote. RE: JERRY CHRISTENSON REQUEST FOR ADDITION TO BUILDING ON EAST MAIN TOPIC: (300,196,,,CHRISTENSON*JERRY,ADDITIONS,MAIN STREET,TRAILERS) Jerry Christenson was at the meeting with a plan for an addition to the building that is located on East Main between Dr Heiner's Office and John Porter residence. They want to add on to build a house. It will be 22 foot wide at the front, with a covered carport and part of the • existing garage will remain. There will be a sidewalk between the existing garage and Porter's cinder block fence with access to the E I~~ ~ • back. There is 6 foot setback on one side and 3 1/2 feet on the other with the existing building. There will be a 12 inch overhang. They are still 5 feet within the property line, the building will be within 6 feet. The roof would not be closer than the existing structure is. Mary Ann suggested that they had changed the use. They said they were living in the garage now. It has always been a residential lot. The house will be 1200 square foot with the garage. Ted asked how long someone had lived in the garage? They said they had lived in it 2 weeks. John told him it appears to meet the requirements. John asked him about the trailer on the property? He said he is using it while the house is under construction. He will try to move it in the back when he can get the phone and power in. RE: REQUEST BY JIM HORKLEY TO BE ANNEXED TOPIC: (300,197,,,ANNEXATIONS,HORKLEY*JIM) John told the group that Jim Horkley has asked to be annexed, if he can be grandfathered for sale of beer. The city would like to annex out and including the Business Park. The property will need to be contiguous. The mayor and Joe talked to the life stock auction about annexation and they were not receptive. Possibly it could be one on the west side of the road. The city will be talking to various property owners about annexation to find a way to the Business Park. ~~~ Introduction of scouts. Meeting adjourned. •
