RE: PUBLIC HEARING REGARDING PROPOSED ISSUANCE OF A CONDITIONAL PERMIT FOR RICKS COLLEGE RELIGION BUILDING; C.U.P. GRANTED TOPIC: (300,135,,,C.U.P.,RICKS COLLEGE,REILGION BUILDING,PARKING) Public Hearing regarding proposed issuance of a conditional use permit, to provide as follows: That the owner of the Ricks College property be granted a conditional use permit for construction of a religion and humanities classroom and office building. Included in 60,000 gross square feet are a 350 seat chapel, approximately 6,500 square feet sub-dividable cultural hall space, fourteen classrooms, thirty-six offices and related support spaces. Included within the site will be a 320 vehicle parking lot and a service drive to Second East. Davawn Beattie and John Watson declared a conflict of interest. Chuck Frost made a presentation and explained how the Religion Building will relate to other buildings on campus. He showed the plans and explained. Showing what would happen when the street closes. He explained pedestrian access. The religion building is about 60,000 square feet. The chapel part is on the north end and built in the form of a "V". There is room in the cultural hall behind the chapel for additional seating. The intent is to have one College Stake meet in the building on Sunday. There will be nine wards and the Stake Presidency meeting in it. They will also have Stake Conferences in the building. College Stakes are limited to about 1200 people, so the majority use on Sunday would be about 1200 when there is a stake conference. The area behind the chapel is large enough so if we need to we could put 2000 people within view of the front of the stage. We have no idea when we would ever have that many people. The Religion classroom part is in the South and is a two story section with 11 class rooms and about 35 offices. Humanities and Religion will both be in that area. They have tried to meet some of the concerns that were made by the city and have a drop off area for the Manwaring Center and Religion Building. The building will take about one-half of the existing parking lot. There are 412 spaces in that Parking Lot and to their knowledge it has never been full. When they are done with the r ~~ . project, they will have 111 parking spaces in one area, 109 parking spaces in another area and included in the project 318 new parking places. They plan an extension when the Administration building is complete of another 146 cars. Net gain will be about 300. Chuck pointed out in the Zoning Ordinance there is a provision for Joint Use. They would never have two large events going on at once. On Sunday the faculty and staff will not be at the college. They figured there. was about 750 parking places in all the joint parking lots. They did not count any parking on the street. Mary Ann stated the only problem would be if you were having events in all of the buildings. Chuck pointed out they only have so many student to attend. The Religion Building will not add any new students to the enrollment or anymore faculty. John Watson stated that we get a lot of calls about the parking down by the 4th Ward Church and the Snow building, and how will this alleviate that or help that? Chuck said, they have put in their budget for next year 36 parking spaces on the East side of the Kirkham Building. John stated that since they are going with Religion and Humanities in the new building, the faculty will move up to the new building and pull the faculty off the street to parking by the new building. Eric stated he did not see any problem with the parking as it had been addressed. Jeff stated that they aren't adding anything except net gain of parking, because the overall use of the campus will be the same as it is now. Bruce stated the plan looks sound for the parking for the Religion Building. Chuck explained that the college has land up south of the Religion Building, where parking lots could be built if needed. Chuck told the group they are 40$ complete on the working drawings and are looking at a spring bid and hope to start construction in May. Chuck stated he felt this plan was consistent with the Ordinance and the Joint Use of parking. Joe Laird said he had reviewed it and felt it has satisfactory parking. A motion was made by Jim Long that we grant a Conditional Use Permit with a condition that a College and City Council Traffic Committee meet to reassess any parking problems at some later date when the building and parking is put in place. Seconded by Jeff Walters. All Aye Except John Watson voting Nay, because he felt it should happen without any restrictions. Chuck discussed the master plan. An arena is in the long term master plan. It is not on their high list of priorities. Showing location of a new Intercollegiate Baseball Field. They are starting preliminary plans for the administration building. Explaining new construction planned. John Watson asked about the next move, do they submit a final site plan for Joe to review and then bring it to Planning & Zoning for ~~ review. The board agreed. They would also need to get a building permit. RE: HEARING FOR A CONDITIONAL USE PERMIT FOR PHASE #1 ALTERNATE #1 CONSTRUCTION/EXPANSION OF THE MADISON MEMORIAL HOSPITAL TOPIC: (300,136,,,C.U.P.,MADISON MEMORIAL HOSPITAL,HOSPITALS) Conditional Use Permit for Phase #1 and Alternate #1 construction/expansion of the Madison Memorial Hospital to include a cafeteria, physical therapy area, elevator, connection into community services building and a new boiler. Property is located at 450 East Main, Rexburg, Idaho. John Watson declared a conflict of interest. John Watson gave a presentation with a model of site and expansion and explained it. He presented an over view of what had happened in the past five and six years. Phase 1 is a physical therapy unit, cafeteria, as well as a connection from the hospital to the community services building. Currently the hospital is using the greater portion of the community service center. A boiler will be replaced in the Community Service Center. As an alternate they need to increase the size of the administrative area with some physician leased space on the lower level. He handed out a parking calculation. {copy attached) Phase 2 looking further down the road is a second level with a women and children center. That is the master plan of the hospital. To get to ` ~ this point they have expanded the parking lot. The overhead lines will be relocated around the perimeter. They have put in a new fire line. They don't anticipate having to do any more with parking or fire lines. He explained the parking calculation. Jeff asked about the physicians offices on the lower level and if how that parking was calculated? He explained. A motion was made by Davawn Beattie and seconded by Jim Long to approve a Conditional Use Permit of Phase #1 and Alternate #1 for the hospital expansion. All voting aye. They would need to come back for the Conditional Use Permit for Phase 2. They would need to bring the plans into Joe and back to this group and then get a building permit. RE: REQUEST TO PUT DOUBLE WIDE TRAILER AT 239 W 3RD N; REQUEST DENIED TOPIC: (300,137,,,TRAILERS,LOT SIZE,3RD NORTH) A request from Clifford and Patricia Gaugh to put a used Double Wide Trailer on a permanent foundation on the lot on the west side of 239 West 3rd North. Eric Erickson stated a conflict of interest. Their lot does not comply with ,the city ordinance. It is only 41.5 feet across the front. The lot was broken off from a lot that had a house on it. The lot had previously had a trailer on it. They asked for a variance for the lot size and also because it was a used Mobile Home. J. D. explained that it looked like they had voluntary sub divided the lot and wanted to sell the piece as a whole lot. Mr Gough explained they had sold the house and the lady that bought the house did not want a very big lot. J. D. told him our ordinance stated you can't subdivide lots if they are not big enough. E ~t? t -~ Mary Ann told him it would not qualify for a variance if they created the hardship. It does not meet the criteria for a variance. The board agreed. They suggested that he negotiate a deal with the fellow that owns the lot next to him to purchase more land or sell his lot. He would need 60 feet frontage and 8000 square feet of property.
