RE: DISCUSSION OF LOCATION OF MAILBOXES TOPIC: (300,81,,,MAILBOXES) Bill Scouter representing the U.S.Post Office was at the meeting to discuss the location of mail boxes. They would like the city to take a position for mail delivery in new developments and a potential for }~"~ retort fitting old developments with a different method of mail delivery, if that was the inclination of the planning & zoning and the city council. They have tried to make things more efficient over the last few years. .The city has gone to automatic garbage collection system and they did it because of the economics involved. Mail delivery is a similar situation where the more you can economize the more efficient it becomes. We have various options as far as the postal service goes, but we don't necessary control those options. If the city chooses to tell developers this is the way new developments will have mail delivery and that is a part of the acceptance of a plat or development that would help and that. will become a part of the mail delivery system and the developer really does not have an option as long as it is part of the city's regulations and fits in with the Post Office regulations. The Post Office can't mandate. Usually however they develope mailboxes it is almost always in a haphazard way. When someone moves into an development, they throw up a milk can, a planter or a tricycle and through a mail box on it, consequently all your new developments are happening just that way. That is not efficient planned mail .delivery. Mr Scouten feels mail delivery is the same as any other utility. If someone is house bound and they have a medical certificate the post office will hand delivery the mail. (discussion on sidewalks that are not shoveled for mail delivery) He asked the board to do pre-planning for mail delivery. John Millar told him that in new developments, we . are trying to push central delivery. Mr Scouten said if the developer puts in the central mail receptacles initially, the post office will take maintenance and ownership from that point on. The board felt that ~~ this is the direction we would like to go with mailboxes. John Millar • told him the only way it could be done in an existing subdivision is if the city said they would put in the mail boxes and tell the people after the city puts in the mailboxes, they would have to move all the obstructions off the sidewalks. Mr Scouten said if the city did that existing neighborhoods the Post Office would be willing to partly furnish the mailboxes. RE: DISCUSSION OF 4 PLEX APARTMENTS ON 6TH S & 5TH W - LINDA EAMES TOPIC: (300,82,,,APARTMENTS,6TH SOUTH,5TH WEST,EAMES*LINDA,ZONING) Linda Eames presented plans for some four plex apartments on 6th South and 5th West (copy) The lot is 159' x 323' and is zoned M.D.R. She explained her plan. John Millar told her it doesn't meet the zone. She has 24 units and that is not allowed in M.D.R. The largest complex allowed in M.D.R. is six dwelling units under a conditional use permit (page 25 in Ordinance). That Large of a complex is not allowed. RE: PLAT PLAN FOR GREENTREE SUBDIVISION - 3RD EAST & BARNEY DAIRY RD. TOPIC: (300,82,,,GREENTREE SUBDIVISION,SUBDIVISIONS,EAMES*LINDA, BARNEY DAIRY ROAD,3RD EAST,SEWER) Linda showed a plat for Greentree Subdivision on 3rd East and Barney Dairy road. The property is owned by Ted and Edna Garner. This was not any part of the landfill. John Millar told her the one problem would be getting sewer service to the property, because of the depth of the sewer. The back of the property drope down five feet and you couldn't reach the back lots, unless you put in a pump station of some kind. She was told that was something she would need to work out. Discussion on a flag lot. .She was told the plat in concept looks good. Planning wise there is nothing that would preclude it. RE: PLANS FOR A NEW FARM BUREAU BUILDING - 5TH WEST & MAIN TOPIC: (300,82,,,FARM BUREAU,5TH WEST,MAIN) Plan for a new Farm Bureau building on the corner of 5th West and Main. Joe had checked the plans and discussed the right-a-way line and parking. It is zoned residential with a Professional Office Overlay. (discussion) They would need the 6 feet on the side and the ordinance says he would need 25 feet setback. The board felt it would be a better plan if they would flip-flop the plan so the building would be in front and the parking in back. Discussion on a sidewalk. The board told Joe they would recommend if they would put the building in the front, our ordinance states they meet predominate building lines, which would allow them to build even with the other buildings in the area. The sidewalk on Main street would need to be in line with the other sidewalk and on 5th West we need to encourage moving it back to the property line. ~'3 • RE: PLAN FOR COLONIAL HOUSE PHASE 2 SHOWN TOPIC: (300,83,,,COLONIAL HOUSE,APARTMENTS) Dennie Austed and Mr & Mrs Wylie Powell was at the meeting with a plan for Phase 2 of the Colonial House. Mr Austed explained the drainage and the plan. He was told to work it out with Joe, the plan looked good. RE: NON-GLARE ROOFS TOPIC: (300,83,,,ROOFS) Discussion on non glare metal roofs. We have nothing in our ordinance to disallow them. Discussion on accessory buildings and interpretation in the ordinance. RE: RECOMMENDATION THAT WE ADOPT THE UNIFORM SIGN CODE TOPIC: (300,83,,,UNIFORM SIGN CODE,SIGNS) Recommendation that we adopt the Uniform Sign Code. RE: SHARED DRIVEWAYS DISCUSSED TOPIC: (300,$3,,,DRIVEWAYS) Joe showed a plan on 4th West and 4th South with three lots with a common driveway to serve the lots. We have nothing in our ordinance to preclude it. They would have to have a shared ownership in the driveway. We also need to look at the flag lot issue. RE: SIDEWALKS (MICKELSEN & FOOD CENTER} TOPIC: (300,83,,,SIDEWALKS,MICKELSEN,FOOD CENTER} Steve Zollinger discussed sidewalks built by Mickelsen. It was not put in according to our ordinance. It was decided that if the curb and gutter is in they have to have a sidewalk according to out ordinance. Discussion on parking on the sidewalk by the Food Center Meeting adjourned. •
