Planning & Zoning Work Meeting
2/9/94

John Millar called the meeting to order. The reason for the meeting is
to work on the Impact Zone. John went through the area maps he got
from the county and aerial photos and as best he could picked the
preliminary zones. He explained the lines for Impact Zone and City
Limits. The zones he had indicated were Open Space, Agricultural,
Industrial, Residential, Highway Business District. He had zoned the
area for the existing uses. The board reviewed the maps and discussed
the zones. A discussion on the Archibald property, Muir, and Munns
property, which will not be included in the Impact Zone.
John Millar asked if we want more than one Agricultural Zone and more
than one Residential Zone? Jerry discussed that we have two types of
Residential which would be Residential Subdivisions and spotted
Residential housing. John stated that most of the spotted ones are
related to farms and are zoned into the agricultural zone. Jerry said
that was not the case in the area he has his house. Agriculture is an
allowable use in residential.
Discussion on the area North West of the city near the county shop.
The board felt it should be zoned for existing use, even if they plan
on making changes with the land, they will then have to come to this
board to change the zone, unless they change it during the public
hearing process.
Joe Laird suggested that all the off ramp locations should be zoned
commercial property. The board felt we need to leave it existing use
and let them come to the public hearing. Joe felt we should control
both sides of the road.

The board thanked John for all the work he did. We will discuss the
Impact Zone at the next meeting and will finalize the definitions, maps
and set public information meetings to be held through the day.
The Board asked Rose to call the County and get on the agenda to talk
to the Commissioners at the 2nd Meeting in March, for some members of
this board to give a presentation. (Rose called and put them on the

agenda of the Commissioners Meeting for March 28 at 2:30 P. M. Rose •
was also asked to check out a meeting place for a Public Hearing, to
check on the Library, Veterans Hall, Senior Citizens Center and
Schools. (Rose checked with the Library and was only able to schedule
the Library on April 26 at 7:00 P. M.}
J. D. Hancock was asked to get copies of Impact Zones from several
different counties and cities. These will be discussed at the next
meeting.
