Discussion on the development West of the City.
RE: COUNTY IMPACT ZONE - DEVELOPMENT WEST OF THE CITY
Jerry Jeppesen reported on where the County is on the Impact Zone.
They will meet next Wednesday and hopefully they will get the work done
on an Arterial Ordinance. They passed out a lot of information about
Arterials and Sub divisions at the last meeting and they are suppose to
review it and come back with recommendations.
Rose told them we have. to get this done or we can't annex anything that
is not in the Impact Zone. Jim Flamm told Jerry to tell them we have
to act on it and we prefer not to act on it without their input. John
Millar told him we are forced into a position that we have to move on
it both from developments that want to move in the Impact Zone and the
state law.
Jerry said he had talked to a lot of people who want to be included in
the Impact Area. He felt that it would be a case of who does not want
to be, but you will have people standing in line that want to be in the
Impact Zone, because there is so much happening around them now and
they really don't have much say. Everyone is in favor except the
people out by the Cemetery.
It was decided that we will have a Planning Board work session on the
Impact Zone on November 18 at 7:00 P. M. The Commissioners are
invited. We can decide the boundaries.
RE DISCUSSION OF HOUSES TO BE BUILT ON THE CORNER OF 4TH W & 6TH S BY
MERLE FISHER; SIZE OF STREET, ETC.
Merle Fisher was at the meeting to discuss building some houses on an
acre of ground he owns on the corner of 4th West and 6th South. The
canal is on the East side of the property. He has a grand-daughter who
wants to put a double wide trailer on one of the lots. (HANDING OUT
COPIES OF PROFOSAL} In order to try to do something with that ground,
they are proposing to divide it into three lots. They have hoped that
they could run a street back into the property, so the house could face
west along that street. She would like to use the first lot on the
north. He and his wife thought they would use the third for a double
wide trailer for them and sell their house and use the middle lot in
case another grandchild wanted to put a house on it. They are
proposing a 40 foot street, so the houses could face that street. He
had been advised that a turn-a-round would need a 50 foot radius
cul-de-sac. They don't have that much room and he wondered if a 90
foot square could be substituted, so the vehicles could turn around in
the 90 foot square. The reason for suggesting a 90 foot square, is it
would just leave them enough room to set a 26 foot wide trailer on that
lot.
Jerry Jeppesen asked if they planned on giving title of the street to
the city so they could keep it open? Mr Fisher said that is what they
were hoping. Jerry asked John Millar if that went within the guide
lines of the city? John said no it doesn't meet the Sub division
ordinance requirements. It is a 40 foot street and a 50 foot
right-a-way. Mr Fisher stated that it was suggested that they have a 4
foot sidewalk, but on the West side where Budge Clay lives, he has put
a cinder block wall around it, and Wagon Wheel has put a 6 foot high
wooden fence enclosing their property. He would like to complete a
fence down in front of the property he owns. Jerry asked about snow
plowing and if there is a fence or wall there it would be hard to throw
snow.
Mary Ann Mounts asked if there was some reason he did not want to make
it a private drive, if it was just for snow removal. Mr Fisher said
they had hoped to have snow removal. Jerry told him if he moved the
street over, he could throw snow against the canal. John Millar told
him to meet with the city requirements, the street would have to be
constructed, with curb and gutter on both sides, which would make it
cost prohibitive. John told him to finish the street, it would
probably be cost prohibitive, but for a private drive you could asphalt
a 20 foot road or gravel it. If the street were finished it would also
have to have curb and gutter. John told him to put the street in, he
could buy his own tractor and snow blade or pay someone to do it and
still have money left over. The road would also have to meet the
requirements for the cul-de-sac so the snow plow could go in and turn
around. They want to get a building permit to proceed. He was told
the piece of 6th South would have to be curbed and guttered as the
property is developed. The city would pay the cost of the street.
Within one year the curb and gutter will need to be put in. John told
him as long as we are not putting a street back into the property,
there is no hold up, but if we put a street then it needs to be platted
and sub divided and the dedications made to the city. (John Watson
said we need a procedure to follow through with the curb and gutter.)
RE: CONDITIONAL USE PERMIT FOR SOLID WASTE TREATMENT PLANT & TRANSFER
STATION DISCUSSED AND ISSUED
Public Hearing for a Conditional Use Permit that the owner of the
following described property be granted a conditional use permit for a
solid waste treatment plant, including the building of a transfer
~,.
station and Class 3 construction landfill site on the following
described real property which is located in an open space (O.S.) zone.
Dell Barney explained the plan is to build a transfer station on "C"
Pond at the Sewer Lagoon Plant. We are just changing the use from
sewer lagoons to a transfer station for solid waste. He said they are
already compacting. the pond. Compaction at this point is 100 better.
We have had two compaction tests that are less, one was 96 and one was
70, but the average compaction test is 100 better.
John asked how many vehicles would be going in each day, 3- 18 wheelers
and about 15 other trucks. De11 said it is the only location that they
have proposed that did not meet a lot of opposition.
Davawn Beattie asked if there would be any landscaping. Dell said
there would be landscaping. Davawn asked if it would be presentable.
He told him they would make it look nice, it would need to be
landscaped It is a dead end with no through traffic.
John told him they would need to meet the flood level and get an
elevation permit. John told him they would need to handle the storm
drainage. John Watson said they would put in the floor a place to
collect and we will have to dump it out into a dry well. We will
probably need a sump where the trucks back in and dump it into a drain
field in the gravel area.
Jerry said he liked what Provo did, they had it hooked to the city
sewer and they monitored the water that came off. If you put a dry
well through a drain field, you really don't know, there might be some
contamination come through that drain field. Steve Zollinger said when
they dug in the Nature Park they found a nice steady flow of water
flowing toward where they are going to put their dry well, it might be
of some interest if this flow is carrying it on out into someone's
aquafer that they will get in trouble down the road. Jerry said he
thought the regulations did not allow that. Where it is contained in a
system like that, if it could be hooked to city sewer that would solve
all the problems. John Millar stated, he hated it to go into ground
water, where they had built the site up if they could drain into those
other ponds. With that large area it could evaporate. John Millar
said there are two abandoned sewer lines under the runway and one at
the end of the runway. Dell Barney stated that with DOE and EPA all
those things need to be addressed. Jerry told him if we take care of
those things now it would put the County in a better position. With
the sub and being in the flood plain, they are going to be watching
you.
John Millar told him that anything built in the flood plain needs to be
built above it and will have to have an Elevation Certificate. Dell
Barney said the truck that will haul the material away from the station
will be below the finished floor.
A motion was made by Jerry Jeppesen to issue a Conditional Use permit
according to the plan that has been presented and the recommendations
that have been made at this meeting. Seconded by others voting aye.

RE: PRELIMINARY PLAN FOR THE RICKS COLLEGE RELIGION BUILDING
PRESENTED; PARKING, SERVICE ROADS, & STORM DRAINAGE ADDRESSED
John Watson presented the plans for the Ricks College Religion
Building. John Millar told him the things that the Planning & Zoning
were interested in is drainage and parking. John Watson told them this
is a preliminary plan. The building will be 6C,000 square feet with a
pitched roof. He wanted any input the board could give and then he
will come back with a final plan. This plan included the Religion
Building and the parking immediately around it with 371 parking
places. Viking Drive will stay open at least for the scope of this
project. Another part of this project is the service drive. Behind
the tennis court is the service drive. They are a little nervous about
people thinking that it is a drive through. It should let the fire
trucks through. Jim Flamm said one main thing is to get the service
vehicles through. He showed them a foot print as to where the
administration building would go. They have done a parking evaluation
and the first thing that would happen is you gain 371 spaces over what
exists now. The minute they build the administration building,
probably about three years from now, you will loose 137 parking
places. The net gain will be 131 off street. Once they close Viking
Drive you will lose what is on the street. Davawn said that would be
62 parking places on Viking Drive. John Watson stated he could see a
cl-iange where tY'iey are pulling up in this parking area around the new
building, the Religion people and the Humanity people, which are now
down by the Snow Building. That will really help. He sees on Sunday
having a lot of parking which will be used by the Community. Most of
the kids on campus don't have cars. He showed all the parking that
would stay. He was not aware of shutting down anymore parking.
Steve Zollinger asked where the parking would be for city residents who
come up to the college for lunch meetings and other functions. Davawn
said they had talked about it, since the parking is by permit and a
change in the permit would allow parking near the Manwaring Center.
John Watson stated that the new access road lines up with 4 1/2 South,
and he had it in his mind that there was wisdom in lining those roads
up. Steve Zollinger stated that as he recalls it was addressed in the
agreement between the city and the college, the service road needs to
be extended due west to Center Street and he did not think weaving in
and out of a parking lot is what was meant. The agreement does not
address the service road, until they close Viking Drive. With the
agreement the city will have no problem forcing the issue of the
service road.
John Watson stated that what he suggested as a smart place to park
would be diagonal parking along the service road. The Planning Board
felt that would be a good use of the property. Jim Flamm addressed

• that when they build the expansion to the Hart Building, they need
adequate parking. John Millar stated that you will have to take into
consideration what parking is available with in a two block radius, on
street parking and off street parking for big events. Jim Flamm stated
that you still will have to have a lot of parking right next to that
building. John Watson asked if he had adequate parking? ,Steve
Zollinger asked how short he was on parking, he answered that he had
enough for this building. John Millar stated according to our
ordinance it is to be determined by the Planning Commission. As we
decide what is needed with this building, the next building is another
issue. Discussion for parking in the main meeting room and staggered
meetings. In this building, you will have about 75~ of the students
walking. John Watson said he would make sure there was enough parking
and address the Administration Building when it is built.
Storm Drainage- John Watson suggested what he would like to do, we are
going to increase the run off and adding to and later it might change
because of the landscape which will reduce it. It will also reduce
because of the fact they will lose parking across from the Manwaring
Center. They are considering draining everything from the parking lot
to catch basins. It all slopes in that direction. They want to put a
storm drain in that comes to a manhole and they will have curb and
gutter on the service road. They will collect all the water in the
storm line and head down to another manhole which is a city storm drain
which is already over loaded. There is a swale and they have
considered putting a liner in the bottom of it and filling it with
~~ gravel and letting it function as a drain field or a holding area.
They have calculated that for one inch of rain fall they need two
thousand cubic yards of gravel. They would dump everything into it and
tie the overflow into the city. Wou1_d that kind of thing be
acceptable? How much will the city accept, if we size it down? John
Millar stated that the problem with storm drainage is heavy summer
storm. If you can store it and delay it so your event is behind the
natural event, then there is all kinds of capacity. By sizing the pipe
down, it is possible it would work and have a restricted out flow.
John Watson stated if we hold it and delay it, it will take careful
engineering. He did not want to create a condition if it leaked and
you would have water running over the bed rock and then springing up in
the 4th Ward Church. (discussion) This building will be bid in June.
It is an acceptable concept.
RE: DISCUSSION OF DR. WITHERS BUILDING A STORAGE UNIT BY THE MEDICAL
CENTER
Dr Withers from the Medical Center wants to build a storage unit for
his R. V. near the Medical Center in LDR1 zone. Steve Zollinger stated
that is is not a right use and not allowed.
RE: COPIES OF A SIGN ORDINANCE HANDED OUT
Davawn Beattie passed out copies of a Sign Ordinance he has been
working on. John Millar asked everyone to read it and write
suggestions to be discussed at the next meeting.

RE: SAFETY ISSUE AT THE 5TH WEST CROSSING
A safety issue the board was concerned with is at the 5th West crossing
at the railroad track there is brush that has grown out and it is hard
to see the traffic.
