A motion was made by Davawn Beattie and seconded by Mary Ann Mounts to
approve the minutes. All Aye
RE: R.V. PARKING - RICHARD SMITH: 502 SOUTH 5TH WEST

Richard and Carolyn Smith were at the meeting to discuss a R. V. •
parked at 502 South 5th West which is zoned Commercial. Because it is
zoned commercial they felt they should be able to leave their R. V.
Trailer in their driveway. The property is surrounded by Commercial
property. The trailer is about 5 to 10 feet back of the curb. John
told them they would have to be back of the property line. It is only
parked there in the summer. It is parked in HBD. The board told them
as long as it is not on city property and obstructing the view it would
be allowed. The ordinance was intended for residential zones.
RE: CONDITIONAL USE PERMIT FOR BRENCHLEY APARTMENTS, DISCUSSED
Greg Luce - Gave the council the application for a Conditional Use
Permit and presented plans for a 30 unit addition to Brenchley
Apartments, a Senior Citizens complex. It is zoned H.D.R. and is off
from 4th West and 5th South. The addition and the existing apartments
would be connected with sidewalks between the buildings. They are
going to try to work with the Senior Citizen Center to get a meal
delivery so instead of meals on wheels to all of the people there, they
could deliver to a central point. They would set up one of the
community areas for recreation and one set up more for dining. They
both have dining areas and recreations areas. People will have friends
in the other building, so in time they would probably cover the
sidewalk with a hand rail. They have done an Environmental Assessment
and feel it is a good addition to the city. They have a Security
System and at 10:00 P. M. the doors are locked. (discussion) A motion
was made by Jerry Jeppesen and seconded by Scott Mortensen to proceed •
with a Public Hearing for a Conditional Use Permit. All Aye

RE: SIDEWALK BY BLAINE SHAWS CONDOMINIUMS - SOUTH 2ND WEST
Davawn Beattie was concerned about sidewalks at the condominiums built
by Blaine Shaw on South 2nd West. The college is going to put in
sidewalks and wonder when he will do his. The college would like to
put their sidewalks in conjunction with Blaine Shaw. John told him
that we let him go without putting the sidewalks in until he goes to
Phase 2. He thought there was a time limit and would check with the
mayor. Davawn said there was a lot of walking traffic on that road.
They would probably put the sidewalk on the other side at the same
time. John and the Mayor had previously made an arrangement with
Blaine as to when he would put the sidewalks in. Davawn said they
would go ahead and put in their sidewalks.
RE: PAVING AND LANDSCAPING AT CLEAN SPOT LAUNDRY - 1ST W. OFF OF MAIN
Davawn also asked what is happening with the paving and landscaping at
the laundry. The committee stated that the occupancy permit should not
have been issued until it was all done. Rose would check on it.
RE: DESERET INDUSTRIES
A discussion about the mess at the D. I.
RE: BUILDING INSPECTOR
The board discussed that Terry should come to the Planning and Zoning
Meetings.
RE: SIGN ORDII3ANCE
Davawn handed out some information for a Sign Ordinance. He asked
everyone to fill out a form he gave them as to what would be allowed
under different classifications of signs and bring them back to the
next meeting so he could work on an ordinance.
RE: GARAGE SALE SIGNS - SIGNS ON MAIN STREET SIDEWALKS
Garage sale signs were discussed. The signs need to be taken down the
next day and it is illegal to put them on utility poles and stop signs.
They are costing the city money to take them down and clean them up.
We could cite them for littering. This should be discussed at City
Council. A discussion on signs on the sidewalks on Main Street.
Davawn stated if there is anything specific that we need to talk about,
please make a note. He handed out an ordinance from Twin Falls and
felt it was simple and good. Discussion on height, and signs on city
property.
RE: TREES ON MAIN STREET
• A discussion on the trees on Main Street, that need to be pruned. It
was felt that the pruning jobs that are being done on the trees is not
acceptable.
RE: SIDEWALKS & DRY WELLS BY DISTRICT 7 HEALTH & ECIPDA
We have a letter from Alderson & Karst Architects for District 7 Health
Department in regards to the sidewalk. The public walk is included in
the contract. They felt that the other facilities on that street
should be required to put in sidewalks. They had a question about the
dry wells for street dr-ainage. We also got a letter from ECIPDA- about
the sidewalk and also the dry wells. John said two dry wells have been
installed already. John said to have them contact him and he would
work with them on it.
RE: PUBLIC HEARING CANCELLED FOR CONDITIONAL USE PERMIT FOR MARK JENSEN
Public Hearing for Mark Jensen for a conditional use permit to
construct household storage rental units located between 4th and 5th
West on 4th South. The people agplying for the permit was not at the
meeting to attend the hearing, so it would have to be canceled.
RE: CONCERN ABOUT TRAFFIC ON 4TH S & 4TH - 5TH WEST
Janice Allison 405 West 4th South was at the meeting to comment even
though the hearing was canceled. This property is zoned commercial
next to a residential area and there are children coming and going and
crossing the highway. The traffic goes around that corner about 45 mph
so it would create a traffic hazard for vehicles to pull out on the
street. She was concerned if we give them permission for storage units
to be put in. The speed limit needs to be slowed down and the road
needs to be changed to a single lane with a pull out area. John
explained that this would be a low traffic business.
She could see a need for a light or a 4 way stop or a single lane.
John suggested that we need to have the Traffic Safety Committee look
at that area.
RE: SIDEWALK, CURB AND GUTTER ALONG TECHNOLOGY WAY
A discussion on the sidewalk, curb and gutter along Technology Way and
3rd East. Rose will contact them.
RE: DRAINAGE AT CAL RANCH
A discussion on the drainage at Cal Ranch (Cal Lake). It is a
problem. Ask Farrell to look at it.
We need a plat plan for the ASCS office with Curb and gutter and
sidewalk.
RE: IMPACT ZONE
Discussion the Impact Zone. The board discussed the map and spent time
talking about the area that we need to scale back.

RE: ZONE CHANGE FOR REX ERICKSON (PONTIAC) - 2ND W. & 4TH-5TH S.
9:00 P. M. Public Hearing for Rex Erickson that the property be zoned
HBD rather than HDR as it is presently zoned. The said property is
located on the west side of South 2nd West between 4th South and 5th
South.
No one was at the meeting to comment. Rex said he wanted to put a shop
in and expand his business and needed the zone to be changed. A motion
was made by Mary Ann Mounts and seconded by Davawn Beattie to recommend
that the zone be changed. All Aye
RE: SITE PLAN APPROVED FOR REX ERICKSON (PONTIAC)
The board checked the Site Plan for Rex Erickson. Discussed the
sidewalk, which he would have a step going down or a slop. The
sidewalk would be put in and the paving after the construction was
finished. A motion was made by Jerry Jeppesen to approve the site plan
with the addition of a sidewalk and contingent upon the zone change
from the city council. Seconded by Scott Mortensen. All Aye.
RE: TIME CHANGE FOR PLANNING AND ZONING MEETINGS
It was decided that Planning & Zoning would start at 7:00 P. M. from
now on.
A motion was made by Davawn Beattie and seconded by Mary Ann Mounts to
adjourn. All Aye.
