A motion was made by Davawn Beattie and seconded by Marsha Bjornn to
approve the minutes as corrected. All Aye.
RE: PLAN APPROVAL FOR SUPER 8 MOTEL
Super 8 Motel- Ryan Jackson was at the meeting to present plans for the
Super 8 Motel. This property is directly east of the railroad tracks
and south of Main Street. (the board checked the plans and discussed
them) John Millar said it had been reviewed by the department heads and
they have signed off on it. There was a question on the drainage by
Farrell Davidson, Public Works. Mr Jackson asked to save some money
could they go with two French drains in the parking lot area. There
would be some drainage that would hook onto the city drain.
John Millar stated that it is within the zone, it does not require any
special approvals, the parking plan appears to meet the requirements,
it does not require a conditional use permit, we have approved the site
plan.
Mr Jackson said they would have parking for the trucks and R.V.
parking. He asked about a 2" water line and would talk to DeLynn about
that. He would need to get with Farrell about the drainage.
A motion was made by Scott Mortensen that the plan be approved the site
plan and seconded by Davawn Beattie. All Aye
RE: RETRIX EXPANSION DISCUSSED
John Millar told the board Retrix had been in and they are going to
expand and have gotten a building permit. If you go by our zoning
ordinance, it would require 28 parking stalls. (discussion) He has
enough parking on his own property according to our ordinance. It does
not require a motion. The parking is existing and it meets the
requirements for expansion.

;~ RE: PUBLIC HEARING FOR A CONDITIONAL USE PERMIT FOR THE OLD PAMIDA
PROPERTY ( COLONIAL HOUSE}. TRAFFIC & LANDSCAPING CONCERNS. PERMIT
GRANTED WITH CONDITIONS
8:00 P. M. Public Hearing for a Conditional Use Permit for the old
Pamida Property, the property is on the corner of 2nd West and 4th
South to build an apartment complex "Colonial House". Our ordinance
requires that for any apartment complex over 23 units, a Conditional
Use permit is required. One of the requirements is that we hold a
public hearing. The conditional use permit is for a 33 unit complex
plus a detached managers house and lounge. They have provided the
necessary legal description. There are 33 units in the first phase.
These will be three bedroom apartments. The complex will go in two
phases.
Merth Kidd- Questioned if the Zoning and Planning Board feels that this
is in accordance with your mind and will and if all things are in
accordance with the ordinance then she had no question. She does feel
that parking and grass for the parkway that the city has asked the
other apartment owners to provide is a must. If the board has covered
it then there isn't a question. She feels that with the increase of
traffic at that intersection 4th South and 2nd East, the city should
consider a stop light.
The ordinance does require sidewalks and no parking in the set back.

Merth Kidd was still concerned about the traffic at that corner. John
Millar told her the city has a Traffic Safety Committee that will need
to address that issue.
With no further comment the Public Hearing was closed.
A motion was made by Mary Ann Mounts that we grant the Conditional Use
Permit under the condition that they make the following changes: They
will have to put in a sidewalk and show it on the plan; correct the set
back to be 25 feet from the property line; that they eliminate the
parking spots that are shown in the set back; and bring the plans back
in for Planning & Zoning approval and approval of the department heads.
They were told that John Millar could sign the approval sheet for
Planning & Zoning. Seconded by Davawn Beattie. All Aye
RE: MOBILE HOME PARK (BRIAN STANTON} DISCUSSED
Brian Stanton was at the meeting to inquire about putting in a Mobile
Home Park. Ricks College Trailer Court will be closing next August.
He has 11 trailers in that court and needs to move them. He had read
the Trailer Ordinance. He had looked at two pieces of property on 6th
South by the Canal which is zoned MDR. There is also property owned by
Carlson that is zoned HDR. A trailer court is allowed in MDR under a
Conditional Use Permit. There would be 2.5 acres which would comply
with the Trailer Ordinance. John Millar told him if he puts the
trailer court in he would have to run one block of sewer and water line
at his expense.

RE: FARMERS CATTLE IN IMPACT ZONE
Jerry Jeppesen said he would talk to the farmers about their cattle in
the Impact Zone. Scott Mortensen told Jerry the Planning & Zoning
appreciated his work. There would be a work meeting on the Impact Zone
on November 11 at 7:00 P. M.
The next Planning and Zoning meeting would be November 18 at 6:00 P. M.
prior to the Public Hearing. The meeting in December would be December
23.
