Hancock Councilman: Ny1e Fullmer Building Inspector: Terry Leishman John Millar welcomed and introduced the new members on the Planning Board. John Millar asked for a motion to approve the minutes. Jim Long asked about Bill Henderson apartments. John told him they were on hold. A motion was made by Jim Long and seconded by Mary Ann Mounts to approve the minutes of November 26. All Aye. RE: POSTAL REQUEST TO RENAME SOME OF THE CITY STREETS TOPIC: (200,38,,,POST OFFICE,STREETS) Naming of the Streets. The Post Office came to us with a problem in the computerized mailing. Some of our streets are 350 South, 450 South and 350 North which also correspond with some county streets. John Millar read the letter from the Post Office. Mary Ann said she had talked to some of the people on 450 South and 350 North and they don't like Indian names because they are not part of Indian Hills. Jim said we can't please everyone. A motion was made by Scott Mortensen and seconded by Jim Long to recommend changing the names of those streets so there is no confusion with the county and that the neighborhood be asked about the naming and that the city council change the names as they see fit. Those voting aye: Jim Long, Scott Mortensen, Davawn Beattie, Marsha Bjornn, Jeff Walters, Dave Pincock, Those voting nay: Mary Ann Mounts. The board also recommended that the correct spelling be put on the street signs. RE: DISCUSSION & RECOMMENDATION OF ANNEXATION OF TERRY BAGLEY PROPERTY - MELALEUCA TOPIC: (200,38,,,MELALEUCA,ANNEXATIONS) The council has asked for a recommendation for annexation for the property owned by John and Terry Bagley used by Melaleuca. Terry Bagley was at the meeting. The front part of the property is in the city limits and the back part of the property is not. The line runs through one of the buildings. The council would like us to annex that so we have the whole thing in the city. Terry Bagley said he was curious to know what annexation means and what it will do for us as owners. John said because part of it is ih now there won't be hardly any change. It does give the city some additional authority over safety issues and fire code issues and. all of the property would be in the city for fire protection and police protection. Jim Long stated that it would be in the impact zone. Terry said it was his understanding it was in the Industrial Zone and did not want it to change. John said he did not see how we could change the zoning. The only thing we have zoned is the property in the city and it is zoned Industrial with Professional Overlay. Mr Bagley stated that it was their intention to develop an Industrial Park, one building at a time. They do not want any action by the city to throw a road block in their plans. They are hoping that they can get Melaleuca to expand. Initially they came with 12 employees and now they have 60 employees and will have 80 plus in ninety days. John asked him if he would object to annexation. Mr Bagley said he did not object as long as it did not adversely impact them. There is residential property next to them and he didn't want that property to have precedence over industrial property. John said one advantage is the canal is a major dividing feature. Mr Bagley said there is about 14 acres. Jim stated that if the property is annexed he will fall under the requirement of a buffer zone. Nyle Fullmer stated this property is getting all the city services at the present time, so they have all the benefits but do not pay for them. Jim Long asked if he does sub divide, what does the city have to say about the access to it. John said if we don't annex it he can do what he wants. Terry Bagley stated that he had 400 or 500 feet between the warehouse and shop that could be an access. Terry Leishman said it was about 200 feet. John explained buffering to Mr Bagley. Mr Bagley said he wasn't opposed to the annexation but just didn't want any surprises. A motion was made by Scott Mortensen to recommend that the city annex the property with the full acreage. Seconded by Dave Pincock. All Aye. RE: DISCUSSION OF APARTMENT IN HOUSE BY POST OFFICE - BART JENSEN TOPIC: (200,39,,,APARTMENTS,POST OFFICE,CENTER,IST SOUTH) Bart Jensen was at the meeting with plans for apartment on Center and 1st South on the South West corner next to the Post Office. Bart presented the plans, on the back fence next to the post office there isn't a buffer zone. In the old zone he would not have been required to have the buffer because the property was commercial. This would abut the post office parking. Bart said he realized that the drainage had to be on his property, but the roof would take care of that. The board discussed if it would be a variance instead of a special use << f • permit. He would take the old house next to him out for parking. (discussion) John told the board that these apartments were in the planning and we knew this was going to be built before the new ordinance was in effect and we knew that the property was commercial. We had talked about giving a variance to put the apartments in commercial. Referring to page 25 of the Zoning Book, John said the apartments would be allowed in C.B.D. as it is. Jerry Merrill was at the meeting to inquire about an office and business on West Main. He was told the zoning would not allow it. He said he would check the map and come back with another proposal. The board discussed if there was a typing error on the chart on page 25, two family, three family, four family, five family and six family are a Permitted use in the CBD. The board felt that was not suppose to be that way. We would need to amend the ordinance. After checking the map for problem areas, Nyle Fullmer suggested that if it was not too much of a problem, he felt it was a mute problem at this point. John Millar suggested that we wait until we find some other problems and lump them together and amend the ordinance at that time. The board discussed the Impact Area. We would have to zone that area. We will have to change the zoning ordinance at that time. They also • discussed a Rural sub division ordinance. RE: DRAINAGE PROBLEM ON BART JENSEN'S PROPERTY TOPIC: (200,40,,,DRAINAGE) The board discussed the drainage on Bart's property and felt it could be caught in the plan check. A motion was made by Dave Pincock and seconded by Jim Long to adjourn. A11 Aye. •
