Hancock, Attorney Also Present: Mayor Nile E. Boyle Glen Pond, Councilmember Bruce Sutherland, Councilmember Excused: Rose Bagley, City Clerk (Janet Williamson was present to take minutes in her absence.) PUBLIC HEARING: .FOR THE PURPOSE OF MODIFYING THE REXBURG COMPREHENSIVE MASTER PLAN; TO CHANGE TWO PARCELS OF PROPERTY BOTH LOCATED IN SECTION 24 THAT WOULD CHANGE THEM FROM THEIR EXISTING USE FROM A LOW DENSITY RESIDENTIAL TO A PROPOSED COMMUNITY RECREATION PARK. • John Millar read the purpose of the Public Hearing and opened the meeting to any discussion. Chuck Frost asked to have the areas involved identified on the map and J.D. Hancock explained them. (Basically the area between lagoons). Property is presently owned partly by the City and the rest to be purchased from HK. Jim Long would like to see a green belt preserved on both sides of the river for future development...bike trail, jogging trail, nature facility. It is already Master Planned for that but what would concern him is does it connect to the parcel of property we are considering and if it doesn't he feels we should make sure that it does. There was more discussion of ownership and use of property by the green belt. Mrs. Alice Bingham - 220 West 100 South, addressed the committee. She sees several problems with the new park especially calling it a city park. She was there representing several people, to take notes and ask questions. She stated she is opposed to the new park for several reasons. 1) Taxes - who will pay for it? 2)Security - how is it going to be patrolled? She lives across from Porter Park and a lot of drug dealing goes on there. There are not enough policemen to patrol that park. 3) Would we have to hire another policeman for the new park? 4) She was surprised that it was a City park and not a County park. 5) Who's idea was it anyway? Mayor Boyle said it was first proposed by RC&D .(local agency) in 1980. Then at the zoning hearings last year the • people at the Kennedy School zoning hearing complained about there being no park in their area. The City then thought about purchasing some more acres for the Nature Park and making it a playing park for ~ ~M~, a'_ ~,~ E • children in that area as well as a Nature Park. She mentioned that she is really concerned about the night group and a lot of drug using and dealing going on there. The Mayor then explained about the financing of the Parks and Recreation program and the funding for the new park. Most of the park will be a natural-wildlife park that will require very little upkeep. There will be some government funding from Land and Waterways-that comes mostly from off shore oil. Mayor felt it would be easy to police because of the contour to get in to it. "J" Wixom said the area is already being heavily used. The park would make it safer. Chuck Frost said that changing the Master Plan doesn't guarantee the park. They are two basically separate issues. A motion was made by Chuck Frost to amend the Master Plan to allow the creation of the park in that area. It was seconded by Scott Mortensen. All aye. Jim Long made a motion that we make the recommendation to City Council that planning and zoning study a connector corridor between this park and the existing proposed green belt along the river. Chris Mix seconded the motion. All aye. Meeting adjourned. f • •
