Hancock, Attorney Glen Pond, Councilmember Rose Bagley, City Clerk A motion was made by Scott Mortensen and seconded by Chris Mix to approve the minutes. All Aye. RE: DISCUSSION OF PARKING AT SNOWVIEW APARTMENTS Neal Brown and Richard Harris were at the meeting to discuss the apartments and parking at the new Snowview Apartments. He showed a plot plan. They had re-designed the parking. Chris asked if they have the-minimum square footage according to the lot size. John Millar said 1 he had checked with the ordinance and with the attorney and found that the lot size would be in compliance (referring to ordinance). The new plan would also require the two trees to be removed. Another item brought to our attention by the city attorney and has been over looked on previous plans, is that the set back area cannot be used for parking. This area would be 20 feet, which would take out some parking. R3 zoning would make it consistent with the rest of the block. John stated that either by error or omission the set back on apartments has not been enforced. RE: SETBACK ORDINANCE DISCUSSED. MOTION PASSED THAT SNOWVIEW COMPLY Renee Magee gave her opinion. There are a couple of reason you need the set back (1) is for public safety,(2) another reason is for esthetic reasons in a residential zone. Neal Brown said there are very few cars used by students that are 20'. John Millar said a 20' space probably isn't necessary for student cars. Mary Ann Mounts suggested moving the apartments farther to the front and put parking in the back. Mr Ellis said that would be hard because there was not any access. Mary Ann said because we failed to plan on these parking lots in the past it does not justify us not planning now. Mr Ellis said it did meet the 10~ landscaping. The parking as drawn on the plat now is enough, but if he puts in the 20 feet of setback there probably wouldn't be enough sufficient room for the parking. If the 20 foot setback is met it would take out 6 parking places. A motion was made by Mary Ann Mounts and seconded by Dave Pincock that he be made to t comply with the zoning ordinance on the setback. All Aye. Richard Ellis did not feel it was fair that they comply with the setback and L' C7 .7 ~~ ~' • other apartments have not had to comply. He said it would probably take 2 apartments out to rectify the parking with the setback. The board discussed other alternatives of parking. John Millar said if he did put parking in the back the road way would have to be at least 16 feet wide. He was told that it is an ordinance and the only way we can deviate from it is through a variance. John Millar said he did not know how the council would feel but he wondered if we could forgo one parking place to save the trees. Dave Pincock stated that he is new on the board but feels they should follow the ordinance and didn't think it would look bad. RE: ZONE CHANGE FROM R2-R3 BY HARMONY HOUSE (WITH VARIANCE) Jay Flukinger was at the meeting to request a zone change for the property on the north side of Harmony House. He was concerned about the cafe going in on the corner and thought they would use his parking. He was buying the house on the north side of Harmony House and would put his managers in that house. He was proposing to build a stairway on the north side of Harmony House and add three units on there which would be one unit three stories high. He would take out the wall and put parking in the back of the house. It would house 18 more girls. (showing a design) Mary Ann Mounts suggested that they could specify so many compact cars, which could be smaller spaces. A motion was made by Scott Mortensen that we change the zoning from R2 to R3 with a variance for the same amount of parking places but that they be allowed to be 16'x8' instead of 20'x9' for compact cars. Seconded by Mary Ann Mounts. All Aye. RE: SNOWVIEW BE ALLOWED COMPACT CAR PARKING Scott Mortensen suggested that we allow Snowview to specify some of the parking spaces to be for compact cars 16' instead of 20'. RE: HARMONY HOUSE: PARKING OR GREEN BELT? Jay asked if the city would let him take out three parking places at Harmony House and put a green belt in. They suggested that he buy the house on the corner. The board said they did not feel good about the walk in cafe. John Millar ask Glen Pond what he felt about taking out three parking places for green belt. He said he personally was in favor. Jay said he might come back in and request a variance to take out some parking for green belt. The board discussed parking lots and green belt. RE: MEDICAL MART OUT OF COMPLIANCE BY NOT PUTTING UP A FENCE • John Millar brought up another problem. We approved the plans for the ~ Medical Mart and they were required to put in a fence between the { Medical Mart and the residential property next to him. They have not ~~ done that. The clerk was ask to write them a letter and tell them they i are out of compliance. RE: TRAFFIC BY DR. CROUCH'S OFFICE They discussed Dr Crouch's office and the traffic it will generate. RE: NEW ORDINANCE, PARKING REGULATIONS AND SOLAR ACCESS. Ranae Magee used the rest of the time to discuss the new ordinance, handing out a copy of parking regulations and solar access.
