D. Hancock, Attorney RE: PUBLIC HEARING The board agreed to hold a public hearing on the same night the City Council holds their hearing for the amendment to the Master Plan. RE: STATEMENT OF POLICY ( The board felt there should be a Statement of Policy for the Planning ~` and Zoning. RE: PLOT PLAN FOR SNOWVIEW APARTMENTS The board felt that Snowview Apartments should come back to Planning & Zoning with a plot plan. The area, parking and lot size needs to be reviewed. RE: NEED FOR SYSTEM OF RULES AND FUNCTIONS Chuck Frost told the board the Planning & Zoning need to set up a system of rules and functions to make sure rules are kept. If the rules don't fit we need to make exceptions. We need to see how rules are interpreted. RE: REVERSAL OF ZONE CHANGE ON WEST MAIN The members of the Planning & Zoning stated that after looking at the property owned by Dee Thueson on West Main they had second thoughts about their recommendation at the last meeting. They discussed it with Renae Magee. A motion was made by Chris Mix to recommend that the property remain zoned R2 as currently zoned. Seconded by Jim Long. All voting Aye, except Scott Mortensen who voted nay. RE: SUGGESTIONS FOR PLANNING AND ZONING MEETINGS Chuck Frost told the members if they have any questions about making decisions at a meeting they don't have to make a decision that same r ~, ~J • ~~ `.' • night, they can take the issue under advisement and look at it at the next meeting. The board felt they need to publish the requirements of what people need to do prior to coming to Planning & Zoning. There should be a sheet with the philosophy of what Planning and Zoning does. RE: AERIAL PHOTOGRAPH Planning & Zoning discussed an aerial photograph. A motion was made by Chuck Frost to recommend that the city pay to have an aerial photograph at a scale 1 inch equal 100 feet, seconded by Chris Mix. All Aye. Chuck Frost stated that if the city would approach the college they would possibly participate. This photograph needs to be done every 5 years. RE: PODIUM FOR THE COUNCIL ROOM The board recommended that the city get a podium for the council room . ~. . i•
