D. Hancock Building Inspector: Glen Bean Also Present: Brad Liljenquist, Councilmember Excused Mary Ann Mounts, Chuck Frost, and Scott Mortensen. RE: APPROVAL OF MINUTES A motion was made by Dan Hess and seconded by Jim Long to approve the minutes. All Aye. RE: REQUEST FOR A SMALL ENGINE SHOP EAST OF 355 WEST MAIN Gene Bell, Betty, and Oscar were at the meeting to request putting a Small Engine Shop just east of 355 West Main which is zoned residential. Their frontage on Main Street is 99 feet and the depth is 330 feet. Later they are proposing building apartments back in the lot. Jim Long ask if what he was asking to do tonight would create a problem for them later on, when he asks for a building permit for the apartments. John Millar suggested that they would need a Special Use Permit. Oscar Bell stated that it would be strictley small engine repair, lawn mowers, chain saws and small engines. Jim Long ask him what kind of noise problems he would anticipate creating. He stated probably not more than Christensen Body Shop or the Cabinet Shop. There would be power tools, an air compressor and running engines. He said it shouldn't be any more noise than someone mowing his lawn. Jim stated that the person mowing his lawn stops and doesn't go eight hours a day. He also ask what would happen down the line when the residents start complaining about the noise that is created by the shop. He also ask about storage. Mr Bell said all machines would be stored inside. Chris Mix ask if he would have landscaping, he said he would. John Millar talked to him about signing and that it would have to be in compliance with the zoning. Chris told him he would have to have adequate parking for customers and employees. The board ask him to get a plot plan with parking and give it to the city clerk and then the city would take a petition around to find out what the neighbors feeling is and the Bells would need to come back to the meeting on August 29, at that time they would make a recommendation to the council. Mr Bell also asked if they could put a mobile home on their property. They were told they could not. RE: REQUEST FOR A CHANGE IN ZONING FROM C-1 TO R-3 FOR A PORTION OF BLOCK 37 8:00 P. M. an Information Hearing requested by Joe Romney. To change the zoning to R-3 rather than C-1 as it is presently zoned. The following property that portion of Block 37 of the Original Rexburg Town Site commencing with the Blunck property on South Second East to the corner of South Second East and East First South and all the lots abutting East First South between South Second East and South First East in Rexburg, Madison County, Idaho. Ralph Hunsinson representing Autumn Aubor - They are in favor of the the zoning change. It would make it more attractive for people to buy property. They would be able to acquire a loan easier. Letter attached from the Sports and Fitness Club, Irc. They are in favor of the rezoning of the south side of Block 37, as described in the public notice dated June 27, 1990, from C-1 to R-3. Signed the owner and manager. George Quarez- 558 Angela Drive- In favor of the re-zoning from C1 to R3 because of financial transactions. Ken Blunck - He wanted it left like it is. Commercial property is on all sides of him. If I want to sell my property it would make it easier. John Millar ask if he would be opposed to changing the zoning on the south and leaving his property as it is. Mr Blunck said he would be opposed. Karen Fogal- She was in favor of the zone change to make it easier for financing. Joe Romney- We are in the process of buying two lots from Eph Willmore Estate and can't get financing. It would make it consistant with the property in that block. It would also make better usage of the commercial property in the city. It does not seem like commercial property is moving in that direction. Merle Willmore- Representing Hazel Willmore - Ask what Mr Romney proposed to use the property for. He said one house was for his daughter and her husband, the other is a duplex and would be rented. Nothing would change from what it is now. It would be kept in the present usage. Doralee Gambles- She was in favor of the zoning change. Betty Davenport- They have no problem with the re-zoning. Dan Hess- Had no problem with changing the zoning. Mike Larson- He felt like it would only call it as it is and will not change anything. r~~~ Glen Pond- We could change the zoning and leave the Blunck property as it is. RE: MOTION PASSED TO CHANGE THE ZONING FROM C-1 TO R-3 A motion was made by Dan Hess to recommend to the City Council that the zoning be changed from Cl to R3 excluding the Blunck Property and that the council proceed. Seonded by Jim Long. All Aye Glen Pond explained to Mr Blunck the changing of the zoning. RE: LETTER TO STEVE CLARK ABOUT THE PARKING LOT The board told Glen Bean that we need a letter written to Steve Clark about the parking lot. A motion was made by Dan Hess and seconded by Chris Mix to adjourn. All Aye. ~J •
