D. Hancock Glen Pond Farrell Young Brad Liljenquist Nyle Fullmer Rose Bagley A motion was made by Mike Larson and seconded by Mary Ann Mounts to approve the minutes. All Aye. John Millar, Dan Hess, Chris Mix, and Chuck Porter were out of town and excused. RE: SIGN FOR THE ZION LUTHERAN CHURCH Request to put a sign on the property at 278 West Main. Merrill Rudd is the owner of the property and has written a letter approving it. Glen Pond told the Board that it is zoned R2. They want a variance to put the sign giving directions to the Zion Lutheran Church. Chuck Frost said we have talked about a sign ordinance before but nothing has been done about it. They discussed signs. T~'ie city clerk snowed them the Uniformed Sign Code Book which the city had adopted. Nyle Fuller ask if you would look at a sign like this different than you would a commercial business sign? Nyle Fullmer said to him the distinction is there is a difference between a secular worship sign trying to direct people to a place of worship and a business sign. Chuck said he didn't think we had a problem with a sign out in front of a place of worship. Jim Long said if you look around the country you will find this type of sign rather typical. Nyle Fullmer said this type of a sign is public service. Jim Long said if we don't let them put up the sign, you are making a statement. Chuck said the problem is we don't have a definitive sign ordinance. The city attorney was ask to check into a sign ordinance. Jim Long said if we did recommend it, it would be because of it's community service aspect. Mike Larson said we need to look at the use and the zone and what is permitted there. Farrell Young said the south side of the street is zoned commercial the sign could be put there. Glen said the problem was they probably couldn't get permission from the property owners on the south side of the road. Reading from the zoning book page 23 "Advertising signs not to exceed 3 feet square attached flat to house or building." A motion was made by Mary Ann Mounts to recommend to the city council that they try to put the sign on the south side of the street which is zoned commercial or install it on the north side of the street in compliance with the regulations of the ordinance. Seconded by Mike Larson. All Aye. 1 ~-l' ~; RE: CLEAN UP THE SIGN ORDINANCE • As unfinished business the board recommended that we clean up the sign ordinance. RE: DOG GROOMING BUSINESS We had a phone call requesting a Dog Grooming Business in the old Check Stop Building on South 5th West. No one was at the meeting to make the request so Chuck Frost recommended that it be tabled. RE: UPDATE ZONING ORDINANCE Re Nae Mc Gee, Planner from Idaho Falls, was at the meeting to discuss with the board the Zoning Ordinance. She has a master degree in City Planning and went to Law School in Wyoming and got a degree in that state. She had been contacted by Mayor Porter to draft a new Zoning Ordinance, and Mayor Boyle concurs. She had read our current ordinance and the one Arlo Nelson wrote. The board discussed the Zoning Ordinance both the existing ordinance and the Arlo Nelson ordinance. Mrs Mc Gee was ask to submit a proposal and fee schedule to update the zoning ordinance. RE: INDUSTRIAL SIGHT FOR E%PANSiGN Glen Pond suggested that we address an industrial sight for expansion to bring industry into our community. RE: RE NEE MC GEE ~n'ILL UPDATE THE ZONING ORDINANCE A recommendation by the board was made to engage Re Nee Mc Gee to update the Zoning Ordinance. RE: MEETING ADJOURNED Meeting Adjourned •
