.John Millar reviewed the minutes of July 26, a motion wa.s made by Jim
Long arzd seconded by :Chris- Mix to approve. the minutes. All Aye
Alari Dunn of 340 West 2nd South was at the meeting to request a
variance to build a garage 3 feet. from the property line. F3is lot is
82 1/2 feet wide and. I65 feet long. They would like to build. a double
wide garage. The garage would abut the parking lot for the apartment
house built on the property owned by Reed Wyatt. He presented a
drawing of the garage he proposed building and a statement. from Reed
Wyatt giving ,his consent t.o build. 3 feat from the property line. T"he
eves are 2. foot and would be 1 foot from tl~ie property line. John Millar
said it is a variance of convier7ce. John Millar stated that as long as
an apartment house remains on ttie property he is locked into the
parking lot, so there would be adequate space' between buildings. Jim
Long made a motion that they recommend to the city council. he be issued
a variance, seconded by Chris Mix. A11 Aye

Paul. and 1Kareri Hackman was at the meeting to request a zane change. A
letter was also received from Rod and Millie Matson who want to buy the
Simpson property on South 5th West, just south of Les Schwab Tire. The
Matson's also want the zone changed from Commercial to Residential.
These people can't get a loan on the property because it is zoned
commer°eial. The address on the Matson property is 455 South 5th West,
Hackman's address is 447 South 5th West.. Chuck Porter said if there
was a strong market for commercial property, he could see leaving these
homes commercial. Right now we have a lot of homes in Residential
areas that. are zoned commercial, and it is h.is feeling that it works a
hardship on the owr7.ers. John Millar said he researched that grope-rty
and it use to be zoned R2 and sometime it was changed.. A motion was
made by Chuck Porter that we recommend to the City Council in
accordance of the wishes of t:he neighbors that they re-zane what is
left of Lot 3 & the Southern. 6C feet of Lot 2 to R3 to be consistent
with its present use. Seconded by Jim Lang. All Aye.
Jay Flukinger was in the meeting to diseuss the parking at .the new
addition of Harmony House. He said he will give up the green belt and
schedule to have 8 additional spaces. Glen Bean told him after John
rlillar measured it'out instead of 8 spaces he could get only 5 or 6.
IIe said he had a letter tte had written to the city council (copy on
file). He said he would like to request a temporary variance to let
them go ahead. and carry the green belt. along the front of the building,
because he thought it would add so much to the neighborhood. He said
he didn't thinly. they needed th.e extra spots, because the parking is
never filled, however they do have the property if they need to tear up

the landscaping to put in the parking. If we find. that they need the •
parking spats they could tear up the lawn. Glen Bean said. it would
figure 11 parking spots short. .Tim Long said when you look at that.
house. sticking in the middle of the parking lot you are sure she is
going to stave to sell. Glen Bean said Mrs Clark has additional parking
and said she would. rent some. parking- spaces to Harmony House. Mr
Flukiriger said he will have 78 spaces and would have .6 parking spaces
instead of ,7. A motion was made by Ghris M.ix to give Mr Flukinger an
extension of 2 years time to meet the parking regulation as pear his
letter to the city council, and. that, he be required to finish the
existing parking lat. seconded by Jim Long. All Aye.
The factor in t~tis decision is that he does have the property to
provide the parking and if T.t does not work he will then tear out the.
landscaping far parking places.
Glen fiean gave a report on the Trailer Court.
Glen gave a report an the Steve Clary apartments. He said he would
like to wash Iti.s hands of those apartments, because Mr. Clark does not
keep his ward an what he is go~.ng to do. The city attorney wrote a
letter telling h3.m he had to be in compliance. by August.-~ ~15. He talked
to Glen and said kae had students in there until August i9 and then he
wo~.zld make the. changes on the steps and parking ar~d the fire lane.
Glen went over tha3-e an the 19th, again an the 21st and 22nd and still
nothing had been. done. Mr. Clark was not there but his son was. His
son told Glen they did not intend to da anything until they did more
build.ixtg. The 1'la.nning & Zoning ask Jahn Millar to t.al.k to the.
college, to the Mayor and the City Attorney to see what can be done and
instructed Glen. Bean not to issue an occupancy permit. Behind the
apart~ien:t pause it is a fire trap there is rubbish and. garbage stacked
up, Something shou:l_d be done about that.
