John Millar, Mike Larson, and Barry Genta were excused.
A motion was made by Chris Mix and seconded by Dan Hess to approve the
minutes. All Aye.
Peter Thompson was at the meeting to request putting a double wide
trailer on a Iot behind Professional Plaza zoned Rl. He said he would
like to request a variance. The access to it would be through
Professional Plaza. The house would face the back part of professional
plaza. He would be buying the property from John L Clark. Jim Long ask
if the property had been plated? Mr Thompson said he did not know he
had just ask to buy the lot. Chuck Frost said he could not sell the
lot as a principal residence if it has not been platted, because it
would present a problem with the water, sewer, and an access. Before a
double wide trailer could be put in, it would have to he platted and
the access would have. to be dedicated as a city street. Mr Thompson
ask if it was passible to put a double wide trailer on the lot if it
was platted. Chuck Frost told him it was zoned R1 and the city
ordinance says that double wide trailers are only allowed in R2 and
R3. Chris Mix stated that Profession Plaza is under a special variance
for Professional Offices only. The .property would not be in
Professional Plaza but the access is. The city clerk was ask to check
and see if the street in Professional Plaza has been deeded to the-
city. Mr Thompson said because of the problems, he would not pursue it
any further.
Don Hair and Carla Rasmussen was at the meeting to present the
proposal for Bed and Breakfast. They told the members that during
special events in Rexburg there is not enough motels available. They
would advertise through .the Chamber of Commerce and let them control.
it. There is a national registry far the Bed and Breakfast, the
Chamber of Commerce often print them. The only sign there will be is a
small shingle, like you hang on a post office box. People will go
through the Chamber to find them. Jim Long said the only opposition to
it is the people who da not know what it is about. Don Aair .said the
main concerns would be parking and inspection. Jim Long said he
thought the Chamber of Commerce should develop their own rating system
like Triple A Motels. Chris Mix said she had stayed in Bed and
Breakfast back East and in every case they are homes that are big, old
and classic homes, and we don't have that type of homes in Rexburg.

Jim said as a Planning & Zoning it is our position to see if it
fulfills our requirements. Chuck Frost said an ordinance could be
written to protect someone who has all their kids moved out and want to
convert the back bedrooms into Bed ~ Breakfast;. it could be written to
require certain standards and inspection. Jim Long said it would not
be any different than we have been doing for the past three years with
the dancers. A motion was made by aim Long to recommend to the City
Council that they develop an ordinance that we can evaluate relative to
Planning & Zoning. Chuck Frost added if it goes to the City Council,
that it be regulated as any other business in town. Seconded by Chuck
Porter Ail Aye.
Glen Pond suggested that we recommend to the City Council to appoint a
committee to set up the ordinance and two members of the Planning and
Zoning be appointed to the committee. The ordinance should also be
sent back to Planning & Zoning for approval. _
Richard Ellis was at the meeting to request putting a housing complex
on the corner of 2nd South and Center. He showed some sketches. It is
zoned R2. R2 zone would allow a 4 plex to be built. Mr Ellis was
requesting a S unit apartment complex. He said he had talked to the
mayor and he could not see any problem.. In order to put a 5 Alex on
that ground it would have to have a zone change. Jim Long ask him if he
met the parking requirements? Mr E11is said he had the parking
requirements for 16 kids and a manager apartment. It would require 12
parking places and it is designed for 15. Glen Bean told him he needed
to have the set backs which is 20 •feet on the front yard and 20 feet on
the back yard and since it is on a corner lot it would be 20 feat from
that side and 5 feet from the west side. Chuck Frost told him you
can't drive across the sidewalk into the parking places. He was told
he would also have to conform to the existing sidewalk. Jim Long told
him he would either have to conform to the R 2 Zone or change the
zoning. Jim Long stated that we need a landscape ordinance. He also
told them we need a detail plot plan before we could do anything. Mr
Ellis was told to come back next month to the meeting with a plot plan
meeting the parking regulation.
Frank Bell and Val Dietrict was at the meeting. to request selling the
ground West of the Medical Center to the ASC for an office building.

homes along- that street.. Val said they would like to request either a
Re-zone or a Variance which ever would be the quickest. They proposed
to have parking on both sides an it would be a 4 to 5 business. Jim
Long said he had just returned from Lawrence, Kansas to a meeting of
the National Landscape Architects. That is the neatest town, it is
like Disney Land. People don`t go to Planning & Zoning in that town
without a detailed plan done in a professional manner. It is not
sketched on a piece of paper. VaI said to go out and spend the type of
money this would take, it would cost too much to have the property
sold_ Vai said a1I they are asking is there a possibility for a
change, and then if you require a detailed plan we will submit it. Jim
said he had been on the board for 1 1/2 year and we need to set a
present and require detailed plans. The clerk told them to change the
zoning or get a variance would take about 6 weeks. Chuck Frost said he

thought we would have difficulties, other zone changes and variances in
that neighborhood have run into problems. In all fairness to the
people around there it would have to presented the way Jim said so
people could see what it would be and have a hearing and talk about
it. Jim said we need to set some kind of standardization so people
come to the right source to get information as to if it is the right
zone or if they can build on a piece of property. A recommendation was
made to them to come back with a plot plan and if the P & Z feel good
about it they will recommend it to the City Council and they will
recommend it for a Public Hearing.
Jim said after reading the. Zoning Ordinance he felt that we need a new
ordinance on fences and set back regulations. We also need a
Landscaping Ordinance. The city clerk was ask to get some model
ordinances for the members to review. We want to beautify the city but
not over regulate.
The next meeting was set for Jung 22.
