A motion was made by Chris. Mix to approve the minutes seconded by Jim
Long. Ally Aye.
Kelsey Mc Daniels of Cellular Telephone was at the meeting to request
putting a 300 foot tower up by the water tower. (showing a plot plan)
The proposed site will be used as a transmitting and receiving site for
cellular telephone service for the Rexburg area. John Millar said the
only problem is it is zoned R 1. Jim Long said he did not understand
if it is zoned R 1 but there is alxeady communications facilities how
were these allowed. John Millar told told. him they were probably
grandfathered. Mr Mc Daniels said the building would be fenced and .the
.guide lines will be fenced. The members did not have any abjection or
problems with it except for the zoning. A motion was made by aim Long
• and seconded by Chris Mix that a Special Use Permit be issued for the
use rather than the ownership if this is not possible then a standard
Special Use Permit be issued. All Aye
Randy Fogle at 127 East let South requested. a variance for a 10 foot
addition to his house. It would be 3 feet from the property line. The
building inspector said it also would be built over a sewer line.
There is room in the back of his property to build an addition. In
checking the .zoning it is commercial. John Millar said if it was
commercial, he could build to the property line, however we would have
to check with the sewer department to see if it was okay for him to
build over the sewer.
The Bed and Breakfast Ordinance was discussed. John Millar told them we
had copies of ordinances from several cities for Bed and Breakfast.
They discussed the zoning in our ordinance that allows rooming units.
The one problem would be parking. All the model ordinances have
stipulations in them. John said the one from Idaho Falls had
stipulations that would work for Rexburg the best. They discussed all
problems connected with the ordinance. Some members were in favor of
it, some felt we would be putting businesses in homes and which was
what we had been trying to get away from doing. The members decided to
table a decision until the next meeting. They also ask the City Clerk
to have Mr Heir and Mrs Rasmussen come to the next meeting.
John Millar told the council there. had. been a house on 3rd West that
had burned and it caught the neighbors fence on fire. It was a house
that had only been partially finished. There is another house on that
propery that i only partially finished. These were both started right
after the flood and never finished. The kids had been playing in
them. The yard was a mess. The Clerk told him she thought Raymond
Redrezez awned the property. The members felt the City Attorney should
write the property owner a letter and tell him he needed to get the
house boarded up and the property cleaned up.
Glen Bean showed them the plans for the addition on the hospital. Mr
Bean was instructed to make sure they met the parking requirements.
