A motion was made by Dan Hess and seconded by Jim Long to approve the
minutes as mailed out. All Aye
Maurice Wilkie was at the meeting to request having a business in his
home. The type of business is a video duplicating and production. A
good portion of the business would be done aver the phone or one of
them would go out and contact people. The production part of it would
not be done in the home. They just need a base for their office, and a
place to run things. There will be some traffic for the pickup and
delivery. He would estimate there will be two to three vehicles a
day. The. neighbors that they have talked to are in favor of it. We
have permission from our landlord to conduct the business. We live in •
Galaxy Apartments located on 5th South and 4th West. They would not
display a sign. The zoning is R3. Jim Lang stated that he could not
see any difference with this request and the one that was approved for
Dan Kettle. Chuck Porter said that if we want to be consistar~t, we
probably should okay this one as well. In checking in the zoning book,
it states "No business activities other than customary office
business". A motion was made by Jim Long and seconded by Chuck Porter
to recommend that we allow the business in the home with the same
restrictions that we had on the one we approved for the Kettle`s and
that they not display a sign. All aye
Sohn Watsan, Architect, from ~ixion Watson Associates was at the
meeting to show the plans to the Planning Board of a new Church House
that they are punning to build up by the water tower on South 2nd
East,Boyd HOldaway house. T`ney purchased the property from AMR. They
have bought "L 1/2 acres. Mr Watsan has been hired by the Rexburg Last
Stake. It will be ready to go to bid in March and be ready to
move into January 1990. They discussed the grading. Mr Watson said
the grade was not a problem for the building but might present a
problem with the ball diamonds. He ask about the street and the
utilities. They want to surround it with asphalt. There. is a little
dirt road, Sunrise, that goes a3_ong one side of the property. He said
he had it in his budget to finish the street, because we need to
develop an access to the church. The stake desires to have a
recreational complex, so they are going to have to landscape it as
such. They discussed the sewer Lines and the water line. Mr Watson

told John Millar he would bring the drawings into his office so they
. could decide where they would hook onto the water and sewer, so they
could bid it that way. John Millar told him another concern was the
storm and surface water drainage, there are no facilities up there. He
~' told him he might want to look at somekind of detention pond. He said
he would be able to handle the storm and surface water. Mr Watson told
them he would come back and explain what his is going to do about the
drainage water.
John Millar discussed with the group a parking ordinance for the city.
Rose send off and got parking ordinances from 4 other college towns,
Moscow, Pocatello, Logan, aa~d Provo. They have covered some basic
things on parking throughout the community. They have also developed
dimensional standards for parking spaces and lots. They have set aside
landscaping within parking lots. Some of them have set aside 1C7 for
landscaping. There are advantages to that one would be to break them
up and another would be for snow storage during the winter. They
discussed the problem with the Ricks apartment parking,. They ask the
clerk what had been done. Rose told. them that the city attorney had
written them a letter and the chief of police had contacted them and
told them the cars would be ticketed and towed. The P ~ Z ask if she
would tell the chief of police to start towing the cars away.. Glen
Pond suggested that we draw up a modification to the existing
ordinance. The mayor has been rewriting a new zoning ordinance. They
felt that the old ordinance was not enough. Provo is requiring .7
space for each occupant of a dwelling unit or 1 for each vehicle owned
. and operated by an occupant. .7 is double of what we require, we are 1
for every .3. You would have to grandfather in the apartments that we
have now. The council felt that .7 or 2 spaces for every 3 occupants
would work well for any new construction. Jim Lang ask if the present
ordinance spelled out the size of the parking spaces. Chuck Porter said
he liked the idea of drawing it out with the demensions and say this
is haw it is going to be, and rewire it be paved. They will not get a
certificate of occupancy until it is done right and paved.. John Millar
said he thought we should follow up with it and do a parking~ardinance
which would define parking size, paving stripping „anal some set aside
areas. We should make this apply.t~ e~=anyone for off's~r~et parking
standards. Chuck Frost suggested that we amend the existing ordinance
now. on parking and then address the overall parking i.n a new
ordinance.
A motion was made to amend the eAistina ordinance on the student
parking standard from the existing to .7 per student by Jim Long,
seconded by Chuck Paster. All Aye
John Millar said he would volunteer to draft up a parking ordinance,
Jim Long said he would be glad to help him with it.
Jahn Millar said because of the Christmas holiday there would not be a
meeting in Hecember.
