The city council had voted it down. A motion was made by John Millar and seconded by Barry Genta to deny the zone change. All Aye The committee discussed the Parking of student housing as described in the old zoning ordinance, it required one parking place for every two students up to twenty-four and thereafter one .parking place for each additional three students. Gary Ricks stated that he thought it would be over doing it to have that many parking places. Chuck Frost ask him how many parking places he had at his other unit, Heritage Manor. Mr. Ricks told him there is-372 students, so there is 130 parking places.. Gary Ricks presented the plans for his new apartments. He will have 123 parking places and only needs 118 parking places. He was advised to address the drainage, problem with the bunkhouse apartments. He was advised to take care of the drainage on his own property. He was advised to check with DeLynn Edstrom for sewer. His parking for the apartments was approved. He was advised ttzat before he got his building permit, he would need to check with the city to make sure all the set backs are okay.. David Rasmussen's building permit for a six-plex apartment was discussed. Chuck Frost showed his plans. The addition will be for 24 more students. One of the concerns the people had in that neighborhood is the people will continue to build the buildings and never finish the parking lot, and the students were parking out on the street. This building permit said he would finish the parking. lot concurrently with the building. This will be built on 5th South West of Summerset. He needs to know that all parking lots will be black topped and marked within a year after construction. College Hnusing parking requirements ti~as discussed. Chuck said that the ordinance fairly well covers it if it is enforced. It needs to be enforced on new or change of use of of apartments with parking. Those that are already built and owned and operated at the present time could be granfathered unless they change hands or use or are added to. John Briggs Parking for the house he was buying for apartments was approved. Glen Pond told them that there is a short course on Planning & Zoning put out by the Idaho Planning Association, it is a three hour course and we will have Rod Gilcrest from Idaho Falls come up and spend three hours. • Glen ask when they would like to do it, Glen suggested that right after the lst of the year would be a good time. It was suggested to go from 6:00 P. M. to 9:.00 P. M. j ~/ Chuck Frost said he has officially resigned as chairman as soon as the new chairman is chosen, but will stay on the board. Glen read the members that constitutes the board: Charles- Frost, Dan Hess, Chris Mix, Glen Pond, Chuck Porter, ', Jim Long, Mike Larson, John Mi11ar and Barry Genta. Glen said he would nominate a chairman. Glen Pond ask John Millar to be the chairman. Meeting adjourned. • •
