Minutes from June 25 and October 22, 198b were reviewed by Chuck Frost. The
commettee expressed their concern about the Clark Apartments. Chuck Frost told
them He and John Me11ar was going to go over there and look at it. A motion was
made by Dan Hess and seconded by Chris Mix to approve the minutes. All Aye.
Chuck Frost showed the completed new colored zoning map to the commettee.
Dr. Spaulding had requested to have a temporary Doctor's office in his home
at 115 East lst North Zoned R2. The Spaulings had called the city clerk to
tell he they had rented space for an office at the Professional Plaza. It
would take about two weeks to get .the office ready. Chuck Frost said there
would be no problem for them to use their home for a couple of weeks for
a office.
Larry Robb was at the meeting to request a zone charge from R3 to Commercial
to allow him to put a convenience store on the vacant lot on 5th West and Main.
He had been around and talked to the neighbors. Chuck Frost expained the
process that we had to go through .for a zoning change. Mr Robb explained
he wanted to have a nice store, two gas pumps, and a car wash on the property.
The commettee discussed it. The city hall had several calls from people concerned
about putting the convenience store on that corner. The school is also
concerned about it. He said he would be open from 6:00 A.M. to Midnight.
Chuck Frost said he thought that the issue would be a hot one, because we
had had a lot of requests on west main for commercial property and have had
opposition. Chuck Frost told him we could have someone from the city take
out a petition and poll the neighbors, it would have to have 80% of the neighbors
in favor of it. Chuck Frost listed the choices (1) we could have a poll done
by a city official and see how people feel about it, (2) we could take a vote
right now do we recommend a variance or a zone change to the city council, (3)
or we can say we feel that it is out of character with the existing neighborhood
and deny it.
Dan Hess said he thought it would improve the area and increase the business in
town. Dan Hess made a motion that we have a city official poll the neighborhood
and see if they agree. If the poll is favorable recommend to the city council
to change the zone to allow building the convenience store. Seconded by
Chris Mix. All Aye

j~ Chuck Frost told the commettee that we need to schedule the Public Hearings for
the new zoning ordinance. They decided to set four hearings at the following places
from 7:30 P. M. to 9:00 P. M..
January 14 - at the Adams School
January 15 - at the Lincoln School
January 28 - at the Kennedy School
January 29 - at the City Hall
We will present the zoning and have copies of the ordinance at the meeting and
display the map. We will have small copies of the map available. We will publish
it the first week in January.
