Chuck Frost reviewed the minutes of the April 23, 1986 meeting. A motion
was made by Bob Purrington. and seconded by Chuck Porter to approve the
minutes. A11 Aye.
John Bowen and Jerry Rigby were at the meeting representing the Jack Randall
family.in regards to the Randall Subdiva_sion Amended Plat. John Bowen told
the Planning & Zoning Board that they wanted to work with the city and do
every thing according to city ordinances. Jerry Rigby said he understood the
question is, whether or not there was .a valid original plat. Chuck Frost told
him that there was one and that it was on file at the Court House, plat book
three page eight filed April, 9, 1962. Jerry said the official plat that was i
recorded showed the block numbers without the lot number. He says according to
the statute at that time and as of now there is no!- problem with that, you can
start out with as large a lot as you want so long as it complies with anything
that is prohibitive with the city. Jerry says that the plat was excepted by the
city and county the way it is and has been filed. It is his feeling that the
Randalls do not have to do anything more in order to sell the lots. Jim Keller
told him that if any of the lots were mare than five acres, they would have to
be platted. It was agreed that none of the lots were five acres.
Chuck Frost said that the Planning & Zoning wants to encourge development and
they want to help any way they can. John Bowen said that their question to the
board is that with the Randall Addition being platted ,and excepted as it has been
done with all the signatures, is there any problem with going ahead and dividing
these lots as has been done on Shoshone. Chuck Frost"'suggested that they read
the Ordinance on subdividing, page two item four, whch'they did. Chuck Frost
said that for the minutes as long as their lots were under five acres and has
already been platted that they can mark off lots as they wish as long as they
meet applicable zoning regulations.
Chuck Frost showed the zoning map that he had, he had colored it according to
the way he thought people were using the land. He said that all of the zoning des-
ignations were being changed to a new one, with the code being on the map. The
committe discussed the best way to present this map to the public. A motion was
made by Dan Hess that the committee present the map to the city council as a
whole new zoning map and not get involved in making. comparisons with the old one..
and to start having hearings, seconded by Bob Purrington. All Aye.

The committee discussed having Forsgren Perkins make a scaled down map to present
to the public. It was agreed if the city council approves of the map that it be
taken to Forsgren Perkins.
~. • Mary Ann Beck met with the committee and presented a sub-division plat that is
within the one mile limit of the City limits. The. property is across from the
Rexburg Stake Center. It is five acres and would be broken up into lots.
She said it is all frontage property. There would not be any streets. Ms Beck
ask when it would be zoned, Chuck Frost told her that the only time it would be
zoned is when it is annexed to the city. She does not plan on doing anything with it
for several years. The committee suggested to Ms Beck that she show the right of
way as a road plat, showing it 30 ft back from the center line so that she is
dedicating to the county a road way of 30 ft. This would not change the size
of the lots. Or to comply with chapter three of the Subdivision Ordinance. Chuck
told her if she wanted to annex to the city she would need to get all of her
neighbors together and have it platted with a recommendation for the zoning and
bring it into the Planning and Zoning meeting.
Chuck Frost made a motion the meeting adjourn.
Seconded by Mary Lee Hill.
Meeting adjourned.
