Minutes of January 9, 1986, were read, a motion was made by Bob Purrington
and seconded by Dan Hess to approve the minutes. All Aye
Christi Keller of 117 Webster Ave was at the meeting to request a zone change
from commercial to residential for the property on Webster Ave and from 50 North
lst East around the B ock to 106 East 1st North. The commettee told her to contact
the property owners and have them sign a petition saying they were in agreement
and bring it back. to the Planning Board.
Bonnie Shirley was at the meeting to request a variance. at the corner of
3rd East and 2nd 1Torth, 273 East 2nd North. She and her huband wanted
to build a nice home on that prpoerty. In one room of the house she wanted
to use it for baking wedding cakes and sell them. This is her hobby. Possibley
she would only sell one cake a day at the most, and would not have much
traffic. .She would also like to put up a sign. She was advised that if she
did put up a sign it would have to be back on the house and a regulation size.
The commettee told her that they did not think the neighbors would object
to the selling of cakes in the house, but they might not like a sign. They
suggested that if she put up a sign at a 1, it be a.small one in the window..
They .told-her the city would circulate a petition and get the feeling of
the neighbors and the Shirley's could come to City Council for a decision,
so they wQUid not have to wait until the next Planning & Zoning meeting.
Mrs Shirley said they would landscape the yard and make it very attractive.
The commettee felt there would. be no problem with the zone change, except
for 205 South 2nd West which is right in a commercial area. Jim Keller
said he felt that the zoining should be compatable with the block.
Chuck Frost presented a petition from Sally Smith to request the zoning on
Block 8, Southen addition from Commercial to R3.

A motion was made by Jm_Keller and seconded by Bob Purrington that all
re-zoning requests be considered with the adpotion of the new zoning
ordinance.. The planning Board would make a list of those requests they receive
and the property around them and consider them at one time in a master hearing,
and that at that time all those people with requests be notified. All Aye
Meeting adjourned

i,~e feel the use of this area is priMarily residential and perhaps
student housing units. Also the commercial zoning is causing a hardship
on the residents because they cannot obtain financing to sell their
homes.
