Chuck Frost read the minutes of September 25, 1985, a motion was made by Bob
Purrington and seconded by Gerald. Taylor to approve the minutes. All Aye.
' ~ Chuck Frost read a letter from Winget Enterprises, (on file). He also read
a letter from Myrth and Billy Kidd about Glans for building apartments. (on file)
George Turk of 77 West 1st South was at the meeting with a request from the
homeowners in the Northwest portion of block 48 to request de-zoning the northwest
portion of the block back to R2 or R3 zoning. It presently is zoned commercial.
He presented a petition of the signatures_of the homeowners in the proposed area
of change. The reason he is trying to get it changed, is he bought the house
when he moved here to go to school with owner financing, but now he is trying to
sell the house and the financial institutions will not loan money for a residence
on commercial property. The other home owners in that area are in the same situ-
ation. Bob Purrington said that when that was zoned commercial, they thought the
commercial area would grow that way, but now the growth has not gone that way, and
he thought it would be okay to de-zone it. The committee thought if we change the
zone,. it should be done a block or z block at a time, and felt there would be no
problem in changing the zone. ,A motion was made by Bob Purrington to recommend
to the city council that the property be rezoned from Commercial to R3 per petition,
(on file) seconded by Chris Mix. Glen Pond .asked if while they were changing the ~_
zone on that if they wanted to consider the property across the street, after dis-
cussion they decided that vrould be a se~aarate issue. Chuck Frost asked for a vote
on the motion. All voted A.ye.
Gale Case was at the meeting to request nutting a day care center at 53 North 5 I~lest.
She said she was proposing to buy some aroperty at that address for preschool and
day care center. Chuck Frost said he had looked at the property and also looked in
the new zoning ordinance, and if she were applying for this under the new ordinance
it would be issued as a conditional use permit. °•layor Porter said that in the zon-
ing ordinance we have now, it would be allowed in any of the zones as long as they
comply with the regulations of parking and play area, and fenced in play yard.

Nile Brown, Building Inspector, presented a plot plan for Dean Ricks`s student
housing on 4th South, to be built around the Hong Kong restaurant. There would
be 63 units and house 372 students with adequate parking, and is in a commercial zon~
They want to start on March 1. Chuck Frost said that there is a drainage ditch
that runs through the property that he should be aware of. Chuck suggested that
we needed to check to see if the city services would be adequate. He will meet all
the applicable commercial building standards. Nile said before a building permit
would be issued it would all be checked out.
The commettee discussed with the Mayor the the bits and pieces of property
that needed to be annexed. A motion was made by Bob Purrington and seconded
by Gerald Taylor to except the recommendations of the engineers items 1 - 8
on the annexations. All Aye
Next on the agenda was a work session for the New Zoning Ordinance, with the city council
Chuck Frost told the council that about 18 months ago they began to revise the
Zoning Ordinance. Greg Newkirk, from ECIPDA, had worked on it. They showed the
council the new map showing. the proposed way the city would be zoned. Greg
explained the map.
Mayor Porter said after it is formally presented to the council at a regular
city council meeting in front of the press, the council needed to start talking
to people about it to get their input. Then we would need to schedule public
meetings for each section of the city.
Chuck Frost suggested that the department heads look it over and give written
comments on any suggested changes before Jan. 24-25, and have the map ready for •
presentation to council by Feburary 5.
