A meeting of the Planning & Zoing Commettee for the City of Rexburg, Idaho, held
July 31, 1985, at the City Nall.
Present were: Chairman: Chuck Frost
Members: Bob Purrington
Chuck Porter
Jim Keller
Councilman: Glen Pond
City Clerk:' Rose Bagley
Chuck Frost reviewed the minutes of the June 26, 1985, meeting, a motion was
made by Chuck. Porter and seconded by Bob Purrington to approve the minutes.

Debbie Oakey and Garth Oakey was at the meeting to request putting a doublewide
trailer behind the Front Porch Apartment at 57 South Center for the managers.
It would be a permanent arrangement. They were told that they could put a
double wide trailer on a permanent foundation if they met all R3 Zoning regualations
This property is zoned commercial.
Ron Tanner and Gerald Fangsrud representing the Jehovah Witness Church was at the
meeting to request putting two hookups for two travel trailers on their lot.
They would like to have water, sewer, and power hookups. This would be for temporary
purposes. Twice a year they have a traveling minister come for a week and they would
like to have a hookup for his trailer. They want the second one for the traveling
overseer and for pioneers that comes to stay for a week or two at a time. This proper.
is zoned R3. They intend to make a parking lot on the property. They have about
100 seats and usually have about 50 people attending. Chuck Frost told them they are
required to have 1 parking place for every 4 seats or 1 for each 30' of floor space,
which would be 25 parking places. The committee told them they would need to get a plat
drawn up showing the spots for the travel trailers and the parking places and bring
it back to the next meeting, and then the committee would consider a variance for
parking of two R. V. trailers only, for temporary use when needed. They felt it was
for a good cause.
Bob Purrington ask about the property that was used for a trailer court at 301 South
5th West which use to be a dedicated street, he ask the city clerk to check to see if
the city still owned that property that the dedicated street use to be on.
Jerry Hill of 54 West 1st South and Sally Smith of 157 West 2nd South was at the
meeting to request a zone change. Their property is zoned commercial but is
residential homes and it is impossible to sell the property because they cannot
get loans on a residential home that is zoned commercial. They were told they would
have to have the zone changed on either one-half block or the entire block, it would
not be feasible to change the zone on only one lot at a time. The committee was
sympathetic to changing it to R3. They told them to come back to the next meeting
with petitions from the property owners of the property to be rezoned with the
specific boundaries.

The committee reviewed the Business License Application for 3odi Kayes Childcare
• for day care and preschool at 24 East 1st South. In reviewing the Zoning Ordinance
she would have to have 100 square feet of play area per child fenced and screened
from view of adjacent properties, and a parking area to pickup and drop off the children,
possibly a large enough driveway. She would also be required to get permission for off
street parking from an adjacent property owner for 1 parking place for every 300
feet of floor space plus 1 for every 3 employees. This could limit the number of
children she could have. If she meets all these requirements they would recommend
approving it.
The committee reviewed a list of annexations of little strips of property that had
not been annexed into the city. They asle the city clerk to notify the property
owners in writing of the proposed annexation and zoning requesting them to reply in
writting prior to the next meeting or come to the next meeting to be heard.
The committee discussed the fence that Dr. Walker had put up that is not in compliance
to the ordinance, he had also not purchased a building permit. They also discussed
the numerous signs that are being put up all over town on residential property. They
discussed the sign that Mia Peterson had put up that should be changed. The
discussed the shrubs that need to be trimmed on corners to aid visability.
